1. Scope and Purpose
Under Supplier Empowerment Program, VQP certification ensures Supplier are accountable to Ralph
Lauren’s Quality expectations; standards and ethics and applies to all business categories (Apparel,
Home, Footwear and Accessories) and regions.
Ralph Lauren provides education to our Suppliers on how to inspect or audit product in a manner
which is consistent with Ralph Lauren’s quality expectations and procedures. The aims are to reducing
defects, rework, and encouraging cost efficient good manufacturing process.
To achieve this goal, a dedicated Ralph Lauren Vendor Quality Program (VQP) Training and Support
team was established to ensure robust training methodology, assessment methodology and ensure
One-way-of-working (ONE WOW) of auditors Globally.
Suppliers who do not participate fully within this program will be required to use approved 3rd party
at their own cost.
In the event of Seasonal, Occasional, or intermittent order flow, the VQP participants may be deployed
to work on other Supplier projects, with the provision that when Ralph Lauren business is in the line,
Ralph Lauren orders take priority and approval of this is required at the Ralph Lauren Head of Global
Sourcing Expansion & Quality Assurance APAC or Quality Assurance Lead, Global Manufacturing
Excellence level. Alternatively, should a Supplier, 3rd party can be utilized as replacement for VQA, at
Supplier cost.
2. Supplier Empowerment Benefits
❖ VQA will have the ability to inspect and release shipments without being required to wait for
RL appointed auditors visiting the factory to perform inspections.
❖ Dedicated Ralph Lauren Team to support VQP.
❖ Ralph Lauren robust training methodology will be teach to those identify VQP participants.
❖ VQA focused on quality inspection initially then learnt from Ralph Lauren’s field team on how
to carry out quality assurance role later on; that could widen the candidate selection in
Supplier Side.
❖ After VQA certified, they do not just focus on Final Inspection, but also inspect semi-
assessembled product within production, ensuring:
• Early detection of defects and capable to provide suggestion on how to correct and
improve it moving forward.
• Minimized the labor and cost need on correcting the defects on the later stage.
• Improved Production Efficiency and Effectively.
• Enrichment of Good Manufacturing processes.

3. Ralph Lauren Expectations
3.1 Supplier Level (VQA Master)
1. VQA Master Requirement

a) Entry Requirement
• One representative per Supplier.
• Managerial grade or above, who oversee Quality Function.
• Capable to lead the whole VQP team with good communication skills, capable
communicate in English with RL team.
• Cannot be VQA
b) Pre-certification Requirement
• Self-study RL Inspection related documents.
• Attend online training
• Sit for exam (score at least 80%)
2. Communication between RL and VQA Master

a) Weekly Requirement (Factory Level)
- Submit Weekly Inspection Summary to FQA Manger / Local QA Manager for review
on the following Monday.
- Make sure VQA / PVQA complete Inspection Reports within the pre-determine
time frame.
b) Monthly Requirement (Factory Level)
- Make sure 100% VQA Coverage for both Inline Inspection (Per Style) and Final
Inspection (Per PO).
- Work with FQA Manager(s) / Local QA Manager(s) on all elements mentioned in
the VQA Master Performance Evaluation.
- Submit Monthly Supplier VQP Participants Full List to FQA Manager / Local QA
Manager and RL QA Program Team for consolidation not later than 5th of the
following month.
c) Quarterly Requirement (Supplier Level)
- Review all elements mentioned in the VQA Master Performance Evaluation with
FQA Manager / Local QA Manager and QA Program Manager and provide
corresponding action plan, if needed.
d) Annual Requirement (Supplier Level)
- Review all elements mentioned in the VQA Master Performance Evaluation with
FQA Manager / Local QA Manager and QA Program Manager and provide
corresponding action plan, if needed.
- Attend On-going VQA Master Training and sit for exam.
- Renew VQA Master Certification.

3.3 Coaching and Control
3.3.1 New Factory (Level 0) – Maximum 18 months setting up period from First Order Ex-
Factory Date. Subject for Level Review once setting up period ends
3.3.1.1 On-boarding Process
RL appointed auditors perform and release 100% inspection at the begin, within 18-
months period factory need to have VQA to perform 100% Final inspection based on RL
QA Product Inspection Process SOP. Need to start build VQA Master and VQA. Must have
certified VQA Master in place within 9 months period (Supplier Level).
Note:
- For factory(ies) transfer from Newtimes will have 12 months instead of 18 months
to fulfill the above requirement.
- PVQA not require to performance Inline Inspection.
- For factory(ies) transfer from Newstimes with certified VQA(s), VQA shall perform
both Inline and Final Inspection as usual; unless special instruction from Ralph
Lauren.
- Even Supplier / Factory request to transfer a certified VQA from other factory
(regardless the level of the existing factory) to such Level 0 factory, VQA cannot
release any shipment.
- Supplier can still transfer VQA to Level 0 factory for training or teaching purpose.
Maybe in 6 months’ time, if RFT result of such Level 0 facotry meet level 1
requirement and VQA did have 18 mpnths relevant product inspection experience
after certified, then such region’s field team in-charge may consider change
factory Level to 1. So, that VQA can perform inspection and release 85% of PO.

order from the bulk; only the time use for shadow audit may be longer than re-audit.
• When perform shadow audit, the sample pull must be at least 32units or more. If less
than that, such shadow audit will not be count.

3.3.2 Level 1 Factory --- Maximum 12 months Improvement period. Subject for Level
Review once improvement period ends

auditors re-inspect and release 15% Final Inspection. (Level 1 Factory)

4. Timeline to Compliance

only got 12 months period.
❖ Level 1 Factory need to become minimum Level 2 Factory within 12 months period.
5. VQA Headcount Calculation
❖ Suppliers / Factories / VQA Master should base on RL orders to determine how many certified
VQA headcounts are required to comply with RL inspection requirement.
❖ When determine VQA headcount, Suppliers / Factories / VQA Master need to understand the
headcount requirement could varies depends on the actual RL orders place in each factory.
❖ Suppliers / Factories / VQA Master are recommended to have some safety margin when
consider VQA headcount.
❖ RL use actual inspection coverage by VQA compare with target (100%) to determine whether
VQA headcount is enough or not.

6. Roles and Responsibility
6.1 VQA Master Responsibilities
❖ Attend training provided by RL QA Program team and become certified VQA Master.
❖ Attend Inline Inspection training held by RL appointed Specialist to certified VQA.
❖ Attend annual refreshment training arranged by RL QA Program team and need to
pass the examination afterwards.
❖ Sole contact for RL personnel for all issues related to VQP participants in their factories.
❖ If more than one factory under a Supplier, VQA Master need to act as the centralized
person to align all VQAs among their factories.
❖ Responsible to train all VQP participants among their factories.
❖ Attend meeting arrange by either RL Appointed Specialist or QA Program team to align
VQA process.
❖ Submit Monthly Supplier VQP Participants Full List to RL QA Program team and FQA
Manager / Local QA Manager for consolidation not later than 5th of the following month.
❖ Quarterly and Annual review for all elements mentioned in the VQA Master KPI with
FQA Manager(s), QA Program Specialist / Manager, Local QA Manager, this outcome
will be reported back to RL Management Team.
❖ Make sure 100% VQA coverage for both Inline Inspection (Per Style) and Final Inspection
(Per PO).
❖ Submit a Weekly Inspection Summary to FQA Manager for review on the following
Monday.
❖ Ensure VQA / PVQA completed Inspection Reports within the pre-determine time
frame.
❖ Monthly review with FQA Manager(s) for all elements mentioned in the VQA Master
KPI.
6.2 VQA Responsibilities
❖ Validate Product files are accurate, and all requirements meet Ralph Lauren
standards.
❖ Check for completed Test Reports from Certified Labs with passing test results. Must
be valid testing for country of destination that product is shipping to (Globally).
• If a copy of the Lab Test is not present, and/or a test failure is observed,
shipment CANNOT be released.
• If test failures found and not being override by authorize RL personnel, cannot
perform inspection, only need to issue Operational Exception Report to
concerned parties mentioned in the QCI Report Distribution SOP.
❖ Validate labeling to ensure accuracy of fiber content and care instruction details (refer
to valid test report to do this.
❖ Schedule and perform Pilot Runs; In-lines and Final Inspections, as applicable.
❖ Ensure inspection results are entered into the QCI System in a timely manner:
• Passed final inspection or Inline Inspection with a low defect percentage
reports can be entered into the QCI System and distributed by next working
day 12:00 noon local time.

• Failed / Operational Exception (OE) final inspection or inline inspection with a

high defect percentage will require follow up. These reports should be
entered into QCI System within the same day of inspection take place.
❖ Maintain objectivity during inspection.
❖ Ensure ethical behavior at all time.
❖ Present inspection results impartially.
❖ Communicate inspection results to the Local QA Manager or Field QA Manager, RL
Production, and Supplier.
❖ Immediate escalation of issues found to Local QA Manager or Field QA Manager, RL
Production Teams, and cc to Supplier.
❖ Comply with applicable Ralph Lauren procedures, systems, and standards.
❖ Retain and safeguard any documents pertaining to inspection (e.g. Test reports; Tech
Packs, etc.).
❖ After certified, need to learn from RL Field team on how to perform Inline Inspection,
so that they are capable to perform both QC and QA role moving forward.
7. Certification and Badge
RL will certified VQA and VQA Master. While the certified VQA Master is responsible to train their
substantial VQAs. When Certified, an RL certified badge and Certificate (as below) will be sent. Such
Certificates are to be kept by Supplier and belong to the Supplier. Certificates can display in the VQP
Inspection Room and certified VQA will be expected to wear their badge daily within the factory.
Should the badge be lost or damaged, this will be replaced at a cost to the Supplier / Factory.
Note: The distribution of badge is a running change and will be applied once existing RLC Polo Uniform stock has
been used up.

8. VQA Master Certification Auto Renewal System (Newly added)
8.1 With Level 0 Factory(ies) only
VQA Master who met the below criteria, expired certification can be renew automatically without
re-sit for training and examination.
❖ Must have certified VQA; and
❖ VQA performance not less than 85%.
❖ If factory only perform seasonal products, tailor made system will be establish. Such
system will be decide among field team, production team and training team.
For those VQA Master(s), who met such requirement, a confirmation email will be issue to each
individual by QA Program Team.
VQA performance is count by no. of inspections carry out by either Field team or Approved 3rd
party on re-audit / shadow audit with Pass result divided by total no. of inspections that VQAs do
in each month.
8.2 With Level 1 Factory(ies) only

10. Critical Success Factors of the VQP
❖ Supplier’s commitment provides enough time for VQP participants to study, exposure to
factory resources and manage stewardship for RL.
❖ Supplier’s commitment to empowerment of VQP participants to ensure Quality of Product
before it exists the factory.

❖ Ongoing internal assessment of candidates / certified personnel with the VQP, to ensure
quality requirements and ethics are being upheld.
❖ Supplier commitment to empower VQA Master to oversee all VQP Participants among all
factories.
11. Governance and Oversight
❖ Supplier / Factory will be required to use Approved 3rd party to take up the inspection burden
on insufficient VQA headcount at supplier / factory cost.
❖ Supplier / Factory fail to inform RL, VQP participant had been change, RL reserve the right
request such Supplier / Factory to use Approved 3rd party to perform all Final Inspections for
Two (2) weeks at Supplier / Factory cost.
❖ Supplier / Factory apply pressure on VQA(s) resist them faithfully report all inspection findings
to RL, RL reserve the right to downgrade such Supplier / Factory in the Vendor Performance
Chart.
❖ Certified VQA will either be suspended or decertified.
❖ For VQP candidate / VQP trainee / PVQA will be disqualified and remove from VQP.
❖ Chargebacks (to be determined case-by-case).
❖ VQA Master Certificate will be review on annual basis.
❖ Factory Right First Time shall not less than 96%; otherwise, Corrective Action Plan (CAP) is
needed.
❖ Any VQA’s performance was found fail in the FQA or Approved 3rd party Re-audit, will result
in suspension. Also, RL will inform DC to perform inspection on any PO that inspect by such
VQA. This is to further validate performance of such VQA.
❖ Any PO release by VQA which was found fail DC Inspection could be result in suspension.
❖ VQA Suspension frequency: target not more than 2 times per VQA every 6 months, not more
than 4 times per VQA in a year.
❖ VQA Master who did not participate in RL arrange training(s) or meeting(s), may result in
decertified.
❖ PVQA shadow audit re-start only limited to three time, if more than that, will be disqualified.
❖ When perform shadow audit, the sample pull must be at least 32units or more. If less than
that, such shadow audit will not be count.
12. Special arrangements for region where Ralph Lauren On-site Field team is not
available
❖ For region that without RL in-house On-site Field team, all inspections perform by PVQA must
re-inspected by either VQA or RL approved 3rd party.
❖ All inspection reports that prepared by PVQA must send to Local QA Manager for review.
Also, PVQA must mentioned “Subject to FQA Re-audit” in the Comment Section on all reports.
❖ Shadow audit will not apply, the assessment would then base on the inspection reports
created by PVQA and then compare with the inspection results from Approved 3rd party.

13. Complaints from Clients
❖ Should there be a complaint from an RL Client, an investigation will be carried out, if it

determined the issue is related to VQA performance, then suspension of shipment release
rights will result.
❖ Depending on the seriousness of the issue (The minimum suspension period is 4 weeks and
QA Program Team will stated how many inspections are required to complete, whichever is
the longest). Should there be a need, RL will advise Supplier / Factory to use Approved Third
Party to take up the inspection burden of such suspended VQA at Supplier’s cost.
❖ The period of suspension will depend on the seriousness of the issue, determined on a case-
by-case basis. The suspension count begins immediately after the QA Program Team issues
the suspension email notification.
❖ If more than Two (2) complaints received are determined to relate to the performance of the
same VQA within a Six (6) month period, such VQA will be downgraded to PVQA and will need
to be re-certified again.
❖ If Four (4) complaints are received within a Twelve (12) month period, decertification will
apply and such VQA CANNOT re-join the VQP program.
