1. INTRODUCTION

1.1. Project Overview

PT Kilang Pertamina Balikpapan plans to deliver gas from Senipah KP 7.2 (tap off from 42”
pipeline) that is operated by Pertamina Hulu Mahakam to PT Pertamina (Persero) Refinery
Unit (RU) V Balikpapan, East Kalimantan, to fulfill the gas demand at Refinery Unit (RU) V
Balikpapan as part of the RDMP program.

The Onshore Pipeline Senipah – RU V Balikpapan scope will comprise of development of mini
facility in Senipah and RU V Balikpapan area consist of gas metering, pigging facilities, utilities
and an onshore gas pipeline.

1.2. Objective

The objectives of this document is to provide Spesification of Geotechnical Soil Investigation


to ensure a correct and consistent approach are adopted for the design engineering and
construction of Senipah – RU V Balikpapan Onshore Pipeline Project.

1.3. Scope

This document provides minimum requirements for Geotechnical Soil Investigation to be


performed by CONTRACTOR during Engineering Detailed Design, Procurement, Construction
and Installation for the Senipah – RU V Balikpapan Onshore Pipeline Project.

2. DEFINITION

5. REQUIREMENTS

5.1 Material Requirements

• CONTRACTOR shall maintain sufficient equipment, materials, parts, tools and supplies to
meet the requirements for the Work. All equipment shall be capable of securing
satisfactory samples of the required diameters at the required Boring depths and shall be
capable of boring, sampling, and testing below the water level and preventing sidewall
collapse. Tri-cone bit is the preferred method of rotary boring.
• All accessories for Boring, sampling, and water testing such as casing, drill rods, drill bits,
piping, pumps, meters, gauges, and other materials or supplies necessary for the Work,
shall be furnished by CONTRACTOR.
• The equipment shall be in satisfactory operating condition and capable of performing the
Work set forth herein safely and efficiently. The equipment shall be subject to inspection
by COMPANY at all times and if deemed unsatisfactory shall be removed from the work
site and replaced by satisfactory equipment.
• Equipment that will be used for geotechnical site investigation work shall be as follows:
a. Boring, Sampling, and Standard Penetration Test
- Rotary type of core boring machines/YBM Boring Machines or equal
- Suitable Core barrel or suitable drilling bit
- Steel pipe tripod with 2" diameter
- Thin Walled tube with diameter 72 mm OD that complies with ASTM 01587
- Standard Penetration Test (SPT} Automatic Hammer (ASTM 1586) and other
supporting equipment that complies with ASTM 01587

tons, or as requested by COMPANY

5.2 Calibration

All measurement equipment should be calibrated at least within the last 1 (one) year and
proven by calibration certificate

5.3 Personnel

All manpower required to execute the Boring program shall be furnished by CONTRACTOR.
A competent general foreman shall be designated which on be half of CONTRACTOR shall
have responsible charge of the Boring equipment at all times. A geotechnical engineer or
geologist will be on hand to log the borings and take samples.

5.4 Safety

CONTRACTOR shall conduct the Work with due regard for safety, in strict accordance with
the safety regulations. CONTRACTOR shall also take measures to ensure public safety as
well as the safety of employees and shall take all measures required to comply with applicable
laws and regulations. It is specially emphasized that no drill rig mast shall be raised within 15
meters of any overhead transmission line. CONTRACTOR shall consider the existing
underground facilities nearby borehole/testing. A physical check using minimum pipe locater
shall be performed before the location of boring/testing is set. The horizontal clearance
between proposed boring/testing location to the exsiting underground facilities shall not be less
than 3 m.
CONTRACTOR shall comply with the current safety regulations as set forth by regulations of
Indonesian Government, and of the Contract. A barricade line shall be used to prevent an
unauthorized person to enter the boring/testing area. Trafic management and blocking banner
are required for working location within public area.

5.5 Medical

First-aid facilities and supplies shall be kept on the work Sit as required by government
regulations and CONTRACTOR shall provide and maintain all measures required by said
regulations for the safety and protection of employees, all by and at the expense of
CONTRACTOR.

5.6 Fire Prevention

All reasonable precaution shall be taken to prevent fires. Each drill rig and vehicle shall also
be equipped with a satisfactory commercial - type fire extinguisher. CONTRACTOR shall be
familiarized and comply with all applicable fire regulations.

5.7 Access Road

CONTRACTOR shall provide its own means of moving equipment to the location of each hole.
No new access road, bridges or other means of access will be provided by COMPANY.
CONTRACTOR may use available existing roads and shall be responsible for the maintenance
and repair of such roads to its initial condition.

5.8 Sanitary & Water Supply

CONTRACTOR shall, at its expense, maintain all portions of the Work in at neat, clean and
sanitary condition at all times. COMPANY will not provide water supply for Boring operations.
It will be responsibility of CONTRACTOR to provide all water necessary to perform the Work.

5.9 Accomodation & Transportation

CONTRACTOR shall, at its expense, provide all survey personnel accommodation (includes
meal & laundry) on survey site during the anticipated survey period. Transportation of
CONTRACTOR's personnel and equipment movement during survey shall use 4WD light
vehicle.
6. EXECUTION

6.1 Boring

• Open-hole rotary drilling shall be used to advance the soil borings and shall allow soil
sampling and in-situ testing. The drilling equipment shall be compatible with any types of
soil conditions likely to be encountered at the site, i.e. soft or stiff to hard clays, silt and
more or less dense sands, limestone and rock formations. When necessary, drill casings
shall be used to support the soil borings. Rotary diamond core drilling shall be used in
cemented rock formations, and the type of drill bit shall be adapted to the rock formations
likely to be encountered at the site. When drilling at shallow depths and in very soft soils,
reduced parameters or characteristics can be used to avoid soil washing or limit soil
disturbance.
• The drilling machine shall meet the following minimum requirements:
➢ Minimum torque : 250 to 300 kg.m

➢ Minimum thrust : 2 to 3 tons


➢ Rotation speed : 0 to 800 rpm
➢ Mud pump : 30 to 50 bars at a flow rate minimum of 60 I/min.
• Before the boring program begins, the CONTRACTOR shall discuss the program with the
COMPANY. The holes shall be shown on the bore hole location drawings. Bore holes
location, number, and depth might be field modified depending on subsurface conditions
encountered during field investigation with approval from the COMPANY.
• Required depth of borings shall be shown on the bore hole location drawings. It shall,
however, be ensured that the depth of competent material has been determined and all
the required information has been obtained. If bedrock is encountered before the target
depth, boring shall be carried at least 3 m in to the bedrock and cores shall be obtained
for laboratory tests. Depth of holes to be drilled shall be finalized in agreement with
COMPANY REPRESENTATIVE in the field. CONTRACTOR shall obtain COMPANY's
approval before revising a bore hole depth.
• The Work shall be performed using equipment of suitable type and in good operating
condition. The equipment shall be capable of boring, sampling, and testing below the water
level and preventing side wall collapse.
• Data obtained from Boring shall be recorded in the field logs (Borelogs) and must include
the following information:
➢ Location and borehole number
➢ Coordinate of boring point and its elevation coordinates of the top of the borehole with
refer to MSL.
➢ Project identification
➢ Boring method
➢ Orientation
➢ Date boring begin
➢ Date boring complete
➢ Drillers name
➢ Soil classification/descriptions (soil classification, color, consistency, degree of
weathering, and other pertinent identities)
➢ Lithologic description
➢ Groundwater depth and condition
➢ Sampling method and depth
➢ In-situ testing method and depth, including type of hammer (SPT)

• Photo documentation of Boring works shall be submitted, contain details information about
boring number and position, borehole situation, core-box and disturbed sampling.
• Depth of Boring shall be conducted as follow:
➢ At plant/station/building/facility/near crossing location, borehole is performed up to
depth of 30 m (from ground level) or depth of bedrock encountered indicated by 3
times N-SPT > 60, whichever comes first
➢ At normal transmission pipeline route, borehole is performed up to depth of 1 Om
(from ground level), if required
➢ Specific depth of boring may be requested by the COMPANY in case some details
are required
• Groundwater levels in boreholes shall be observed in minimum 12 hours after the end of
boring operation.
• CONTRACTOR shall backfill all bore holes and test pits. Test pits shall be backfilled with
material excavated from the test pits. Borings shall be filled with cement grout or
compacted soil to the top of the hole.

6.2 Undisturbed Sampling

Undisturbed samples for deep Boring shall be taken at any change in strata and at 2 m intervals
within a given stratum. In areas where soil properties change rapidly with depth, samples shall
be taken at smaller intervals. Thin-walled tubes either with a Shelby tube sampler or a
stationary piston type sampler shall be capable of obtaining undisturbed soil samples in
accordance with ASTM 01587. During sampling, the tube shall be pushed into the ground by
a continuous penetration of 2 cm/s and without impact or twisting. Samples shall not be less
than 50% recovery of penetration in all cohesive soils.
Undisturbed samples shall be treated with extreme care at all times and shall not be dropped,
jarred, or vibrated in any way. All sample tubes shall be kept appropriately sealed and not
subjected to hot temperatures and direct expose to sun. All sample containers shall be clearly
labeled with job number, boring, and sample number as well as depth, blowcount, and length
of recovery and shall be protected against exposure and damage. CONTRACTOR shall

6.3 Standard Penetration Test (SPT)

Standard penetration tests should be conducted close to the levels where undisturbed samples
are taken. Standard Penetration values must be provided for cohesionless soil and cohesive
soil. The test is performed according to ASTM 01586.
SPT tube shall have 55 mm standard diameter and inserted into the soil by drop it freely from
the height of 76 cm (30 inch). The first 15 cm penetration shall be considered as "seating drive".
The total number of blow for each 15 cm penetration depth shall be recorded until a total of 45
cm penetration has been achieved. The summation of number of blows for second and third
penetration of 15 cm shall be regarded as N value. The samples attained from SPT shall be
collected, classified, labeled and put in plastic tube and stored for further identification.
The sampler will be driven with an automatic hammer into undisturbed soil below the bottom
of the boring after the boring has been cleaned to remove all loose and foreign material.
Standard Penetration Test is performed at each borehole location at depth interval of 2
meters, or as directed by COMPANY.

6.4 Auger Boring

Hand auger boring shall be done according to ASTM 01452. Continuous logging shall be
performed through the required depth. Sampling shall be done as specified in point 5,
Geotechnical Report.

6.5 Test Pit

The purpose of trial pits is to determine shallow subsurface soil conditions by visual
identification, and to take samples, generally disturbed, for index testing in the laboratory, in
particular for road, landing strip, or pipeline route engineering purposes.
Test pit excavation can be performed using either manual digging or excavator. Test pits shall
be carried out to general target depth of 3 meters or as specified by COMPANY. Extra cautions
shall be taken when the excavation depth using manual digging is deeper than 1.50 m, where
pit wall reinforcement may be required.
Test-Pit Log contain soil description versus depth is then carried out using a visual descriprion
and hand tools measurement ie. Pocket penetrometer.
Soil sampling as per COMPANY requirement shall be performed in each different soil
layer/type.

In location where underground object such pipeline, cable, and building foundation, may be
encountered, test pit shall be conducted with extra cautions hence disturbance to those objects
can be avoided.

6.6 Mechanical Cone Penetration Test

Mechanical Cone Penetration Test is performed by pushing the standard cone (Cone
Penetrometer or Friction-Cone Penetrometer) into the soil, according to ASTM 03441. This
test is commonly known as Dutch Cone Penetration Test or so-called "Sondir". The
interpretation of the results from this method requires knowledge of the types of soil penetrated
obtained from parallel boring sand soil sampling methods. DCPT (Dutch Cone Penetration
Test) shall be conducted using mechanical penetrometer placed in every test location hold by
screw anchor to prevent displacement of the equipment. In the DCPT, a cylindrical
penetrometer with a conical tip (10 cm2 in cross section, with apex angle of 60 degrees,
Begemann type) is pushed vertically down into the soil at a rate of 2 cm/sec while the pressure
acting on the tip during penetration is recorded. The pressure required to penetrate the cone
is referred as the Cone Penetration Resistance, qc, which may be used to derive engineering
parameter for analysis and design of geotechnical engineering. The frictional resistance, fs, is
also recorded along depth of penetration until the termination depth.
The reading of manometer shall be conducted in every 20 cm interval of which in the first 4 cm
penetration it will record the cone penetration and in the second 4 cm it will record the Cone
Penetration + Cone Friction. The reading of manometer shall be stopped when reaching the
hard soil layer where cone penetration is calculated higher or equal to 250 kg/cm2 or has
reached 30 meter of depth the cone will not reach to 250 kg/cm2. Two (2) different scale
manometers (pressure gauge) shall be used to capture strength ranges of soft and stiff soils.
Data obtained in DCPT are recorded in graphs and shall include the following information:
• The operator name
• Location of the test
• Date of the test
• Names of point test
• Location coordinate
• Graph of the variation of cone resistance, qc, (in units of tons or kPa) and friction- cone
penetrometer (local and cumulative) with depth (in unit meters)
• Graph of friction ratio (Rr) with depth (in unit meters)
• Graph of soil classification with depth based on correlation of q, and Rr

6.7 Electrical Cone Penetration Test with Pore Pressure (CPTU)

The cone geometry and test procedure of static cone penetration test with pore pressure
(CPTU) shall comply with ASTM 05778.
The cone penetrometer probes shall allow for continuous measurement (that is at least one
measurement point per second, or every 20 mm of penetration at the standard rate of
penetration) of the cone tip resistance, local sleeve friction, and pore pressure. With respect
to the pore pressure measurement in CPTU tests, the location of the porous stone is not
standardised, but a position on the cone shoulder immediately behind the tip is recommended,
in accordance with ASTM 05778.
Continuous measurement of the pore pressure shall be possible during penetration into the
soil, or while penetration is interrupted for a dissipation test. The test cones shall be checked
at regular intervals, at least twice a year, for signs of wear of the cone tip and friction sleeve,
as well as for the general electronics and the sensitivity of the sensors (with respect to accuracy
and sensitivity of the measurements).
Calibration sheets shall be available with the test cones and shall be supplied upon request of
COMPANY. Additional checks on the sensitivity of the sensors may be required before, during,
and/or after one CPT Stroke. The checking procedure used (i.e. test up to maximum sensor
capacity or otherwise, test with or without umbilical cable, test with cone in water or not, test
with different ambient temperatures, etc.) shall be included in the technical documentation
provided by the CONTRACTOR present.
Depending on the soil conditions expected at the site, cone types which are different than from
ASTM test cone (i.e. 36.5 mm diameter, 10 cm2 cross-sectional area and 60 degree cone
angle) may be proposed by the CONTRACTOR, in particular:
➢ Cone with a cross-sectional area of 15 cm2 (i.e. 44 mm diameter) or more for very soft
clays
➢ Cone with cross-sectional area of 1 to 5 cm2 (i.e. 11 to 25 mm diameter) for light
equipment possibly used for shallow subsurface survey, particularly for road and pipeline
route surveys.
The CPTU machine shall meet the following minimum requirements:
➢ Minimum thrust: 5 tons
➢ Minimum depth length: 30 m
➢ Minimum stroke length: 1 m

6.8 In-situ Soil Resistivity Test

Soils resistivity measurements shall be taken within the boundaries of study area with typical
interval of 1.5 KM or specified by the COMPANY. Method of resistance measurement shall be
4-Point Test Wenner as per ASTM G57 or equivalent. Test results are to be submitted in the
written report. The report shall include ohm meter values obtained and location of test points.

6.9 Rock Coring

The equipment and procedure for rotary coring of cemented soils and rock formations shall
comply with the ASTM standard practice D2113 for core drilling.
Unless otherwise mentioned in the particular Scope of Work, the coring equipment shall
include tungsten carbide or diamond tipped drill bits, as appropriate to the formation to be
cored, and double-tube core barrels with retrievable inner-tube assembly used with semi rigid
inner plastic liners. The drill rods used with retrievable inner-tube core barrels shall be those
manufactured by the core-barrel manufacturer specifically for the core barrel. The minimum
core diameter shall be equal to 55 mm (NW/NQ size).
A continuous core has to be produced and any loss of core has to be logged refer to ASTM
and SNI. The CONTRACTOR shall calculate the TCR - Total Core Recovery, the SCR - Solid
Core Recovery, the RQD - Rock Quality Designation immediately after recovery.

6.10 Others Test

6.10.1 In Place Density Test


To check compaction effort using sand cone according to ASTM D1556.
6.10.2 Field DCP (Dynamic Cone Penetration)
To estimate the CBR value according to ASTM 6951

6.11 Survey & Positioning

Position placement and logging of Boring/Test Locations shall be carried out by order of
preference with:
• Tranverse method using Total Station
• Differential Global Positioning System (DGPS)
• Real-time Kinematic (RTK) system
Prior to start of the operations, a comprehensive check of the positioning equipment, locating
the previous established benchmark, and setup datum geodetic parameter (if required), shall
be performed.

Qualified surveyor or under the supervision of the Geotechnical Consultant shall pick- up all
drilled holes coordinates. A permanent benchmark shall also be established if there are no
existing benchmarks in area. Both the elevation and coordinates of the bore holes shall be
provided in the report.
Existing underground lines and obstructions will be staked by COMPANY before Boring
commences. CONTRACTOR shall provide minimum a Pipe Locator to locate the underground
facilities. Location of bore holes may be field adjusted to suit underground lines. COMPANY's
approval, however shall be obtained before Boring is commenced on these field adjusted
holes.

6.12 Clean-Up

The work areas shall be kept in a neat and orderly condition at all times. On completion of the
Work, CONTRACTOR shall remove its rigs, all surplus and unused material, and material
removed from the holes and shall leave the area in a clean condition, all to the satisfaction of
COMPANY. CONTRACTOR shall remove all casings and every hole test shall be completely
back filled as specified.

6.13 Laboratory Testing

After completion of the field works and site laboratory tests, all remaining samples and cores
shall be sent to the office laboratory, as agreed between CONTRACTOR and COMPANY.
The laboratory test schedule shall be defined in agreement between the CONTRACTOR and
COMPANY. It shall depend on the soil conditions encountered at the site and on the objectives
of the soil investigation, as mentioned in the Particular Scope or Work.
Office laboratory testing shall not start before approval of the proposed schedule has been
received from the COMPANY.
Tests on laboratory shall include but not necessarily be limited to the following:
a) Cohesive Soil
- Natural moisture content and unit dry weight (ASTM 02216)
- Grain size analysis (ASTM 0422) and Hydrometer (ASTM 01140)
- Specific gravity (ASTM 0854)
- Atterberg limits (ASTM 04318)

All office laboratory tests shall be carried out based on procedures in accordance with
National/International standards (i.e. SNI, KAN, ISO, ASTM, BSI, AFNOR, NS, ISRM, or
equivalent), performed by experienced personnel and supervised by a qualified geotechnical
engineer or engineering geologist.
The laboratory test equipment shall be checked at regular intervals, and the calibration sheets
shall be available with the corresponding equipment upon request of the COMPANY.
COMPANY may conduct courtesy visit to the proposed Laboratory to ensure and verify the
laboratory requirement.
When special office laboratory tests are not covered by a recognised standard or procedure,
the CONTRACTOR shall provide a complete technical documentation, including a detailed
description of the test equipment, the test procedure, and examples of test results on similar
types of soils.
After completion of the schedule of office laboratory tests, and unless otherwise mentioned in
the Particular Technical Specification, the CONTRACTOR shall store all remaining samples in
a wet room for a period of twelve months after receiving samples from site. After this period,
CONTRACTOR shall obtain a written requirement from COMPANY regarding the final

disposition of all remaining samples, i.e. samples to be sent back to COMPANY or to be


destroyed.
7. GEOTECHNICAL REPORT

1. A draft copy of the report shall be submitted immediately after the field and laboratory
works are finished. The format for the contentions of the final report shall be reviewed by
CONTRACTOR before the report is issued and approved by COMPANY.
2. The final form of the report shall include the following:
a. A map showing the location of all boreholes and their elevations referenced to the
permanent benchmark.
b. A discussion of the geology of the area.
c. A brief discussion of field drilling and sampling procedures and equipment.
d. A log of each boring showing the following:
- Ground elevation with respect to permanent benchmark.
- Coordinate location using the permanent benchmark coordinate system.
- Depth below ground level to the top of each stratum and final depth of boring.
- Description of each stratum including description per the Unified Soil Classification
System.
- Location of samples and method of sampling.
- Location and resulting values of penetration tests.
- Ground water elevation and dates recorded.
- Date and time at beginning and completion of boring.
- Type of drilling equipment used.
e. Description of laboratory tests performed and data obtained from these tests.
f. Summary of soil properties obtained from varioustest required for the site preparation
and foundation design at the Site.
g. Soil profile (stratigraphy) for longitudinal and transversal direction
h. Discussion and recommendations with respect to:
FACTUAL REPORT:
• Recommendation of design parameters
• Recommendations and discussion for Site preparation including roads design and
station areas. Including compaction procedures for natural and fill soil and soil
mixing procedures to meet the specified gradation and density.
• Difficulties in excavating the Site, if any.

ENGINEERING REPORT:
• Recommended foundation types and depths (deep and shallow foundation).
• Allowable bearing values at various recommended depths for spread foundations.
Allowable bearing shall be indicated as being gross or net values. Allowable
passive and active pressure to resist horizontal loads.
• Dynamic soil properties for dynamic analysis of foundations subjected to vibratory
loading (machine foundation), including: dynamic shear modulus "G", dynamic
Young's modulus "E", Poisson's ratio "v", damping factor "D", and bulk unit weight
"y".
• Allowable capacities of deep foundations (assuming concrete/steel pipe piles) for
downward, uplift, and horizontal loads. Plots for depths versus pile capacities for
various pile diameters are to be provided. The effects of group action are to be
provided. The effects of downdrag shall be included.
• Load vs. settlement curves for recommended foundation types.
• Potential for soil liquifaction.
8. SOIL RESISTIVITY REPORT

1. A draft copy of the report shall be submitted immediately after the testing works are finished.
The format for the contents of the final report shall be approved by CONTRACTOR before
the report is issued.
2. The final form of the report shall include the following:
a. A map showing the location of all test location and its coordinate in UTM WGS84 which
is taken with adequate global positioning system device.
b. A brief explanation about the local activities and/or conditions of the surrounding area.
c. A brief discussion of soil resistivity test procedures and equipment.

e. Discussion and recommendations with respect to:
- Recommendation of sacrificial anodes’ location and quantity which shall be used
along the pipeline.
- Recommendation of grounding methods and specifications which shall be used
in facilities those are in the scope of projects.
f. Other anti-corrosives methods which shall be used to protect the pipeline from
corrosion.
