Dear Officer:

This letter is written in support of the attached TN2 visa application filed on behalf of
RODRIGUEZ CASTRO HANSEL, a citizen and national of Mexico. Stanca Solutions, LLC seeks to
employ him in the position of Tower Technician Climber for a temporary period of three (3)
years.
The position of Tower Technician Climber is an occupation listed under the classification of
“Scientific Technician/Technologist” as listed in USMCA Chapter 16, Appendix 2.

PROJECT OVERVIEW – BUILD NEW CELL TOWERS AND UPGRADE EXISTING TOWER SITES

For the last 3 years, Stanca Solutions, LLC has been under contract with Bowlin Communications
LLC (12200 Chandler Drive, Walton KY 41094), a general contractor with direct contracts with
Verizon, Dish and Duke to construct and/or upgrade cell towers throughout, but not limited to,
the following states: Indiana, Kentucky, Ohio. The length of these projects is estimated to
extend over the next 5-10 years.

Stanca Solutions, LLC provides efficient, safe, and cost-effective civil and tower construction
services, including lines, antennas, and support structures for large wireless carriers, industry-
leading tower owners, and major telecom-equipment manufacturers. Specializing in raw land
tower builds and co-locations, dedicated EF&I professionals manage the entire tower
construction process, from the initial site planning and RF engineering to the final system
testing.

Stanca Solutions, LLC provides comprehensive cell tower structural modifications for large
wireless carriers, industry-leading tower owners, and major telecom-equipment manufacturers.
Highly skilled welder teams can fulfill advanced and specialized customer requests for towers of
all types and sizes.

From bolt-on modifications to foundation augmentations through the most complex welding
projects, Comtrain-certified tower crews will complete structural modification projects on time
while meeting all inspection requirements.

Stanca Solutions, LLC provides routine tower maintenance and emergency repair services for
large wireless carriers, industry-leading tower owners, and major telecom-equipment
manufacturers. With the capability to maintain any type of tower, including monopole, self-
support, guyed, and stealth, its experienced maintenance crews identify structural deficiencies
and develop robust corrective action plans to resolve issues quickly.

As 5G Cellular towers continue to spread across the United States, comprehensive rollouts of
the next-generation technology are being held up by a significant shortage of professional
installers — “tower climbers,” as they are known in the trade — and there is no immediate
solution in sight. The shortage of tower climbers has begun to negatively affect the ability of
cell tower crews to complete necessary construction, inspection, and improvement in a timely
fashion. Recruiting cellular tower builders is challenging due to specific job requirements —
extensive travel and climbing 5G towers that may be hundreds of feet high — as well
as competition from other industries, declining population growth, and lack of public awareness
of opportunities. The current reduction in the workforce, if not remedied, will continue to
hinder 5G growth into the near future and beyond.

THE POSITION TITLE – TOWER TECHNICIAN CLIMBER

Education and/or Experience

The successful candidate will have attained a High School Diploma or General Education Degree
(GED), preferred; 1-4 years of experience working on communication towers surpassing 300
feet high, preferred.

Skills

The successful candidate must be able to read and interpret documents such as
operating/maintenance/procedure instructions and safety rules.

Must be able to write routine reports as well as general business correspondence.

Must be able to communicate effectively in front of individuals or small groups of the


organization.

Must be able to interact professionally with organizational staff and personnel at all levels.

Job Responsibilities

Successful candidate will climb cellular towers and perform man-basket work.

Must be able to complete work on towers 60-300+ feet in height, while focusing on all
necessary safety precautions.

Must be able to work as part of a team to construct, upgrade, and maintain all types of wireless
facilities including both indoor and outdoor towers.

Successful candidates must possess a general knowledge of hand tools and their operation.

Knowledge of sweep testing, PIM testing, and fiber testing are preferred but not required.
Must be able to read and understand plans or RFDS (Radio Frequency Data Sheet).

Successful candidates will be required to test and troubleshoot wireless antenna systems.

Will be required to install most cable and hardware types including coax, hybrid fiber cables, DC
Power, RF Connectors, antennas, weatherproofing, basic electrical and grounding.

Will be required to complete all on-site closeout package photo requirements.

The successful candidate will be responsible for truck and tool inventory as well as job site
cleanliness.

Certificates, Licenses and Registrations

Training provided. Successful candidates must obtain – at Stanca Solutions’ expense – Climbing
Certificates, Rigging Certificates, OSHA (10-hour Certificate for Crew Members, 30-Hour
Certificate for Crew Leader), IRF Certificate, CPR and Blood Pathogen Certificates. All
Certificates must be renewed as necessary.

Stanca Solutions, LLC will provide, at no expense, an industry-leading, comprehensive training


program for successful candidate/s.

REQUESTED DATES OF EMPLOYMENT

Stanca Solutions requests that this TN visa be granted for a term of three (3) years. Based on
the scope of work currently under contract and future opportunities, we have every reason to
believe that the need for employees will be consistent during that time.

THE BENEFICIARY

To qualify for a TN visa status under the USMCA, an applicant must have a theoretical
knowledge in their discipline along with documentation such as a certification, transcript, or
relevant work experience.

All applicants who qualify for the positions in question will be required to undergo rigorous
training in safety, climbing, rigging, CPR, first aid and OSHA. Certifications will be renewed
individually and as needed.
TERMS OF EMPLOYMENT

Qualified individuals who are hired for posted positions will receive an hourly salary of $
20/hour ($ 41,600 per annum) in addition to standard benefits offered to all employees. This is
a full-time (40 hours per week) position. Employees will receive a W-2 at year’s end.

We request that all TN visas be issued for a period of three (3) years with the possibility of an
extension, to effectively complete not only opportunities already under contract, but future
prospects as well.
