Please refer to Board's letter of even number dated 15.12.2022 (copy enclosed) on
theabove mentioned subject vide which request has been made to furnish the draft revised
AVCs of all Departments except Medical and Civil Engineering Deptts. to this office to
enable the model AVCs of all Deptts. being finalized. However, reply from your railway is
still awaited.

It is requested that the draft AVCs of all Deptts., except Medical and Civil
Engineering, as well as soft copy of the same may be sent on email at
sanjay.kumar6@gov.in to this office at the earliest.

Kindly refer to D.O. letter ofeven number dated 28.11.2018 (copy enclosed) of the
then DGP). Shri Anand Mathur on the above mentioned subject requesting to review the
Avenue Channel of Promotion (AVC) for different categories in all Departments taking
into account the changes that have taken place over the year in the matter of pay scales,
percentage distribution of posts, medical classification, training etc.

In this connection, it is observed that some of the railway have sent Avenue
Channels of Promotion (AVCs) and some have not. Based on inputs received, model AVC
of Medical Department finalized and issued vide RBE No.178/2019 dated
22.10.2019 and
model AVC of Civil Engineering is under consideration in this office.

My dear PCPOs,

Sub:- Channels of Promotion of different categories- Revision.

There is a need to review the Avenue Channels of Promotion (AVCs) for different
categories in all departments taking into account the changes that have taken place over
the years in matters of pay scale, percentage of posts fixed for different categories,
training period etc.

In order to do so, teams of two Railways each have been formed for collecting,
compiling and updating the information pertaining to all categories on the Railways
which shall include the following:-

The old and new pay scales should be mentioned for concordance and future
reference.
Percentages of posts in different pay scales (5th, 6th as well as new 7th CPC).
The different streams eligible for promotion, with percentages as laid down.
The medical classification of the posts (with authority of Medical Manual).
Training prescribed - Both initial and regular and promotional as the case may be
with mention of the relevant Training Modules/IREM Para.
Any other information specific to the depttjcadr:e/post.

The template shall be common for all categories. A sample of which is placed
below. It may be noted that the relevant paras of different Manuals/ Codes/ RBEs, as the
case may be, should be quoted to establish the concordance and authenticity of the
information.

All PCPOs may note the nomination for different departments as given in
Annexure I. Other PCPOs are free to give their suggestions for respective AVCs to
nominated Railways for different categories.

This task may be completed by 31st January, 2019.
