students' bags as punishment

MANILA, Philippines (UPDATED) – While discipline is a key trait learned in schools, some
tactics may have gone too far.

hotos posted on Twitter by Bicol Central Academy (BCA) alumnus Earl Vincent Cañaveral
show a pile of burnt school bags in the school's quadrangle.

Senior high students at the Libmanan, Camarines Sur high school were instructed on
Friday, August 17, not to bring large bags as they would be wearing business attire that
day. The students were tapped to serve as substitute teachers while the faculty attended a
seminar.

Cañaveral tweeted, "Bags of students who have failed to comply [with] the no-bag policy set
for the school's event today have been confiscated and burned in the school quadrangle.
The said bag[s] contain school stuff, clothings, cp and laptops. Sadly, the school involved is
my alma mater. SHAME."

BCA school administrator Alexander James Jaucian was identified as the official behind the
bag burning.
Cañaveral followed his photo post with a video of Jaucian on the same day and in the same
venue shouting violently at students, calling them "stupid."

A current student at BCA, who wished to remain anonymous, explained that many of the
students needed to bring large bags with them as they did not live near the campus, had
school work in the afternoon, and also needed a change of clothes.

Annalyn Sevilla, Undersecretary for Finance-Budget and Performance Monitoring in the


Department of Education (DepEd), said the DepEd Region 5 Regional Director and regional
counterparts have started fact-finding work on the issue.

The BCA administration has yet to release a statement on the matter.

Convicted ex-DepEd exec faces new raps

MANILA, Philippines — A former official of the Department of Education who was


recently sentenced to a maximum of 18 years in prison for graft and falsification
of public documents is facing new charges.

Former Zamboanga peninsula regional director Jesus Nieves should be charged


with graft and malversation of public funds in connection with the transfer of
money from the trust account of the regional office to a closed account, according
to a resolution signed by Ombudsman Conchita Carpio-Morales recently and
released yesterday .

Morales said regional chief accountant Marilou Tolosa should be included in the
charge sheets.

Investigation showed that in August 2007, Tolosa requested the closure of an


account of the DepEd regional office with the Philippine Veterans Bank (PVB),
which was used for a special project funded by the Belgian government.

With the closure of the account, the balance of P157.93 was transferred to the
trust account of the DepEd regional office.

However, investigation showed that on Nov. 29 of the same year, Nieves


authorized PVB to debit a total of P6,164,424.23 from the trust account and
transferred the amount to the closed account.

Nieves and Tolosa also allegedly withdrew the money that was transferred to the
supposedly closed account.

The Commission on Audit issued a notice of disallowance, saying the former


officials withdrew the money without supporting documents.

“The respondents failed to explain how such public funds were spent and
utilized,” the ombudsman resolution read.

Teacher touches pupil’s thigh, faces harassment case

A PUBLIC school teacher is facing criminal charges in court for allegedly sexually harassing his
pupil inside the classroom in March this year.

Cebu City Assistant Prosecutor Jill Ann Gealon found evidence to charge the teacher with violation
of Republic Act 7877, or the Anti-Sexual Harassment Act.

“(Teacher’s) act of touching (his pupil’s) thigh was sufficient to constitute sexual harassment,” read
Gealon’s three-page resolution. A P60,000 bail was recommended for the teacher’s temporary
freedom.

Sun.Star Cebu is withholding the teacher’s name until he formally answers the allegations.

Indictment

The teacher’s indictment came after he failed to submit his counter-affidavit, which would have
allowed him to dispute the charges leveled against him.

The suspect teaches Home Economics and Livelihood Education at Guadalupe Elementary School in
Cebu City.

In her complaint, the 12-year-old pupil said she and some of her classmates were directed by the
respondent to go to the classroom for their failure to submit their project.

He asked the victim to submit either a rope or show him her thigh. The student told her teacher that
she preferred the rope since she would just text her mother to buy it.

But the teacher allegedly wanted to see the student’s thigh by holding and raising her skirt. The
student quickly moved away, but the suspect kept asking her to show him her thigh. The teacher later
pulled up her skirt and touched her thigh.

Report

The student reported her ordeal to her mother and grandmother, who confronted the teacher about the
incident.

Instead, the teacher turned the tables on his student and told them that the pupil “volunteered” to
show him her thigh.

In the resolution, Prosecutor Gealon said the elements of sexual harassment exist in the complaint.
The prosecutor said the student was afraid when the teacher touched her thigh.
