I Studying abroad demand:

- eg: Vietnam has the fifth largest number of international students in the US, up one place
from last year, according to the “Open Doors” report released by the Institute of
International Education (IIE).

After the Covid 19 pandemic, many countries have strengthened support policies on scholarships,
employment, settlement... to attract international students, including Vietnam. Eg: Many states in
Australia announced "huge" financial packages to pour into powerful marketing campaigns targeting
potential countries like Vietnam, Universities and colleges in the UK have expanded internship
programs for international students, especially those from Southeast Asia…
II Vietnamese globalization:
Plenty of opportunities are open up for Vietnamese enterprises as the country holds memberships of
a number of new-generation free trade agreements. Most notable among them is the
Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) which covers a
population of 500 million and GDP worth more than 10.5 trillion USD or 13.5 percent of the global
GDP, the Regional Comprehensive Economic Partnership (RCEP) which offers them access to the
world’s biggest market of 2.2 billion people – about 30 percent of the global population – and GDP
reaching 26.2 trillion USD, and the EU-Vietnam Free Trade Agreement (EVFTA) which accounts for
22 percent of the global GDP.
Resolution of the 11th Congress of the Party Committee of Ho Chi Minh City (term of 2020 - 2025)
identifies specific goals by 2030 is being a modern industrial and service city; a cultural city, and a
leading digital economic, digital society hub; GRDP per capita of about 13 thousand USD; being the
center of economy, finance, trade, science - technology and culture of Southeast Asia.
The city has made great strides in globalization, expanding its participation in global value chains. It
can be seen through investment activities from abroad, increasing many air and sea routes to and
from many major cities of the region or the world; the number of large foreign production and
consulting enterprises located their headquarters and gradually expanding the market size; Import
and export increased steadily over time…

III Visa policies ( foreign teacher ):

Work permit:
+ Teaching time over 3 months
+ Clean background
+ Having a college or university degree or higher in a foreign language major or an appropriate
certificate of training in foreign language teaching.
+ Passport valid for over 6 months
+ Visa DN1 - for foreigners working with enterprises and other organizations with legal status
in accordance with the provisions of Vietnamese law
IV Regulations on opening center:
ORGANIZATION AND ACTIVITIES OF FOREIGN LANGUAGE AND INFORMATION CENTER (Circular No.
21/2018/TT-BGDĐT dated August 21, 2018 of the Minister of Education and Training)
- There are 3 types of language centers:
+ Foreign Language Center established by the Government;
+ Foreign language centers established by domestic organizations or individuals;
+ Foreign language centers established in whole or in part by foreign individuals or
foreign organizations;
- Curriculum and teaching materials:
+ Programs promulgated by the Ministry of Education and Training
+ Compiling or selecting document programs of higher education institutions and colleges;
domestic and international educational institutions
- Testing:
+ Certificate of the national education system (eg: Toeic, Ielts): organize exams and issue
certificates when meeting the conditions for organizing exams and granting certificates of
foreign languages and informatics according to regulations of the Ministry of Education and
Training.
 + Another (placement test, final test): organize inspection, assessment and grant of completion
certification.
Teachers:
-Vietnamese teachers:
+ Having a college degree in foreign language pedagogy or higher;
+ Having a college degree in a foreign language or higher and a certificate of pedagogy.
-Foreign teachers:
+ Having a college degree in foreign language pedagogy or higher;
+ Having a college degree in a foreign language or higher and an appropriate certificate of
foreign language teaching;
+ Having a college degree or higher, a certificate of foreign language ability of level 5 or higher
according to the framework of foreign language competency level 6 for Vietnam or
equivalent and an appropriate certificate of foreign language teaching.
According to Decree No. 135/2018/ND-CP, amending and supplementing Decree 46/2017/ND-CP
Conditions for the establishment of a foreign language center are prescribed as follows:
+ The number of teachers must ensure that the average ratio does not exceed 25
students/1 teacher/class.
+ Enough suitable classrooms and function rooms met the requirements of the training
program;
+ Working room for the administrative apparatus according to the organizational
structure of the center to serve the management and training.
+ Classroom is well-lit with a light level greater than 300 Lux, with a minimum area of
1.5 m2/student/class.
