Ventures and operates as a Data Science and AI Group through its. To provide research,

implements both Data and Mathematical models to be used in different domains in

Banking and other Sectors. To be the top Machine Learning and AI implementation in

the Philippines

Digital payments with Upay, while digital payment solutions are already in the

market, they are designed for larger enterprises. Local governments get digital. Long

lines, paper forms, multiple steps, and hours of waiting. This typical experience of

Filipinos who want to register their business or pay taxes with their city or municipality.

Operating Objectives

Southeast Asia’s Fastest Growing Fintech Company. Enabling Small Business. It

has made small business loans more accessible through Fintech Solutions, the country’s

first online lending marketplace. Expanding borders, has been expanded its presence in

Asia, starting a new office in Singapore. The objective is to help established firms and

fintech startups in Singapore interested in entering the Philippine market through

strategic partnership.

IS Implications

Based on the survey questions and interview conducted by the researchers for this

paper. The current process of the data procurement of the different Business Units from

the Enterprise Data Services should request via JIRA. It is a software used in the

organizations to monitor the request and it will be assigned to the Data owners and

System owners who are the personas who manages the task and perform the tasks.

Usually, business units requested the data from the EDS Team used in their reports,

analysis, and investigation. Except the Data Science Group which uses in the data in

modeling functionalities which is more specialized requirement. If there is any

discrepancy, error, reconciliation differences in the data. It was not capture in the reports.

Or there are no controls for quality assurance of the data which is very valuable to the

business unit. This will impact both the operations and financial impact of the different

business. All transactions should be monitored, audited, and mitigate the risks of

Operational Risk, IT Risk, Model Risk, Market Risk, Financial Crime Risk, Compliance

Risk, Fraud Risk, and Reputation Risk. The EDS team should help the organization by

providing data to make better data-driven business decisions.

The researchers will initiate an Operational Framework and an Ecosystem for the

business unit to have a seamless and efficient paradigm for the Data Quality Assessment

and Analysis. This will assist the different business units in requesting data and to make

sure the data used in their business functions are scrutinize using the operational Data

Quality System. The researchers will recommend having a testing or validation for the

Accuracy, Consistency, Completeness, and Integrity of the data. These data quality that

will be enable in the organization. To capture the metrics in both KPI and KRI. Having

these metrics, it will be very easy to understand the behavior of the customers that will

lead to Cross-Selling and Up-Selling, Onboarding, Due-Diligence, and Support using the

data in the organization. There will be a lot of use-cases and user stories that can be

formulated to help the different business in the organization.

The researchers want to focus on Lack of Data Quality in the organization. Lack

of data quality in the above domain’s manifests in several forms including data that is

missing, incomplete, inconsistent, inaccurate, duplicate and dated. Though the data

quality issues date back to the early days of computing, many organizations struggle with

these basic elements of data quality even today. For example, capturing and maintaining

current and accurate customer data is largely an expensive and manual process.

CHAPTER 2

CURRENT IS SITUATION

Business Application

The scope of the research is for two (2) business units only. The researchers

conducted an interview and based on its survey questions to limit the scope of work in the

Credit Risk Team and Financial Crime and Compliance Team. The researchers will only

focus on its study from the business applications of the two business units only. Based on

the conducted interview of the researchers. The Credit Risk Team requested data from the

EDS Team to be used in their daily BAU. This is same as the Financial Crime and

Compliance. Both business units are heavy data users. The two business units needs to

have daily, weekly, and monthly snapshots of the data from the different application

systems of the organization. The data are used for three use-cases such as in reporting,

analysis, and model development. From these use-cases the main objective is for the

leaders, the senior managers, and the board committee to have a better decision using the

data. Unfortunately, there are issues encountered that cause breaches of Service Level

and Operational Level of Agreement. The timeliness, accuracy, completeness,

uniqueness, and consistency are the main issues and concerns of the users. How to

mitigate the risk and improve the current Operational Model of the organization.

Technical Infrastructure

Based on the researchers conducted interview with the EDS Team. It was

supported mainly by the vendors. All the hardware is on-premises and supported by the

inhouse vendor team. About the software it was mainly Cloudera for Big Data, Hive,

Informatica for Data Curation, Oracle are for database and application systems. The

communication infrastructure is managed by the different vendors as well such as JIRA

for project monitoring. About the core technologies to support the Application business

process are SAS, Oracle, Microsoft, and IBM Enterprise Suites. All these vendors have

inhouse support in the business and operations of the banking systems. All concerns or

issues are booked in the ticketing system or Remedy and GRC for all relevant issues in

the systems. All the service request and support were supported and monitor by the

Application Service Team. This is the team who accepts and process all the incident

tickets and monitoring if the vendor or inhouse support provided the services. This is the

downside of the operational model. It is very hard to monitor and due to different systems

to track and it is very hard to control all the issues/concerns raised. There is no channel to

update if those concerns and issues are pending, work in progress, or close. The Business

Unit will wait to the ticket and based on the Root Cause Analysis or RCA it will be

assign to the team who will need to fix or test the raised issue/s or problem based in the

incident encountered by the users. This is very important to get monitor as part of the

Operational Risk and Reputational risk.

Organization

The current Enterprise Data Services Team is under the Information Technology

Group Head. It supervised and oversight Data Architects, Business Analyst and

Developers. Data Architects and Business Analyst are the frontliners of the team. Both

are working together to collect the requirements from the different Business Units. The

two are both accountable for Business Requirements Design, Data Requirement Design,

Metadata and Data Dictionary for the users. Once those documents are sign-off. The

developer or data engineer will do the development. Once the requested data are

developed and ready for testing. This is the final stage where the function of the team will

be finish. If there are any discrepancy in the data, there will be no audit controls or

validation rules to express the data provided by the EDS team are correct. It should be

implied by the business unit users back to the EDS team after only finishing the reports

due to the gap or discrepancy. The audit control or validation rules should be part of the

Ecosystem to make sure the data quality is tested. This is for monitoring and provide

updates to the Board, Business Units Heads, and project committee to identify if there are

impacts in the operations and financial impact due to the data quality.

Processes

In the current, Operating Model. The Information Services have duplicate

process. If given projects are approve by the MANCOM. The Business Unit must raise a

budget for the next year and justification what will be the benefits, ROI, and justification

of the project/s that have presented to the MANCOM. All project/s will be review and

approve by the senior managers and board (MANCOM). For projects below 5 million it

will be approved by the Group Head, Project Committee, Comptroller, and Chief

Financial Officer. And for projects more than 5 million budget. It will be review and

approve by the Group Head, Project Committee, Chief Executive Officer, and Chief

Financial Officer. The two-enterprise software used in the tracking and monitoring of

approvals from the senior managers are Appian B2P and SAP Ariba. Comments and

response as part of communications are via email or can used the two platforms. In the

employment it will be handled by the Project Team and Procurement. And for the

permanent employee it will be handled by the HR. The main function of the Enterprise

Data Services is to provide Data solutions to the different Business Units. This is the

team managing all the Data related tasks and support. Its main customers are the different

business unit of the bank. From enablement to support, housekeeping, and maintenance.

Scorecard

The researchers used Gap analysis as a tool to validate and have create a

scorecard. Gap Analysis is a type of method in which the performance of a business unit

is assessed to determine whether the organization standards are being met or not. This

section will discuss what steps should be taken if such business fails to comply to the

requirements or objectives. A gap analysis may also be referred to as a needs analysis,

needs assessment or need-gap analysis.

Gap analysis reports are frequently used in the field of information technology by

project managers and process improvement teams as the foundation for an action plan to

result in operational improvement. The gap analysis also assists in benchmarking existing

business performance for it to be evaluated to desired performance levels. Several

business metrics, such as customer happiness, revenue creation, productivity, and supply

chain costs, may be used to identify performance gaps. (Hanna & Sales, 2022)

Recommendations

The researchers will focus on the Control Activities and Information and

Communication. This will be the opportunity of the group to provide recommendation

and possible initiatives that will help the team to enable an efficient way of controls and

communications to the stakeholders of the Enterprise Data Services Group. The

researchers based on the conducted gap assessment, impact analysis and survey questions

to identify the SWOT analysis of the current operating model. There are two major items

which the researchers have identified. The Control Activities and Information and

Communications. These are the two items needed to focus on for improvements. This is

to help the different business units to meet its objectives and goals to provide efficient

services that will provide big impact to the different business unit in using the Data. To

provide the data to the different business units to conduct their analysis and make

decision’s more accurate through the use of Data in Machine Learning and Analytics. It

will provide more insights to the campaigns, to audit for identification of financial crimes

and fraud. Plus, the compliance to the different regulators and auditors of the bank. Both

internal and external auditors for compliance.

Enterprise Data Services are to provide a full spectrum of data availability to the

organization that will help the different business units in driving better decisions in the

organizations using the data. Starting its data journey to deep dive in the Data

Exploration and Research, Analysis, Due Diligence, Business Intelligence and Analytics.

Setting up a team that will cater different domains from Data Engineers and Data

Scientist. That will help to mold the organization’s data journey in data science and

machine learning. From the customer/client on-boarding, due diligence, customer

segmentation, product association, cross-selling, up-selling, monitoring and combat anti-

The Enterprise Data Services is currently supporting an in-house infrastructure.

All the servers are stored internally in the organization. Different vendors are the one

oversees and manage the services. All issues and concerns are raised in the Remedy

software and GRC software for tracking purposes and monitoring the status of the

escalated issues. Part of the digitalization program of the Enterprise Data Services is to

migrate all the data services to the Cloud-based solutions. The organization already

expressed its intention to the regulators. The organization submitted a Letter of Intent for

review and approval of the BSP as the central bank to regulate the usage of cloud-based

solutions. As in-principle the organization have engagements with different vendors who

will provide cloud-based solutions such as AWS, Azure, and Cloudera.

The ABC Ventures is serious to its vision to become one of the best Data Science

and AI of enduring greatness company. As part of its branding the Enterprise Data

Services follows the United Nation’s sustainable development goals number 8 and 9.

Decent work and Economic growth including the Industry, Innovation, and

Infrastructure. The capacity planning of the organization is part of its roadmap to invest

to the people who are the best in its domain. To support its goals, the organization have a

hiring plan. Starting to hire the leaders in the field of Data Science and Data Governance.

This is to support the laws of state, regulators, policies, and meet the demands of the

industry gap and academics. Setting up the project team first is the essential thing to have

a strong core of the team. Once the leaders are on boarded, they will be the driver of the

which requirements are needed to complete the team.

First are the Solution Architects, Business Analyst and Delivery Managers. These

three (3) personas are the ones to conduct assessment and gap analysis of the current

system. Once the assessment is conducted. The Solution Architect can provide the high-

level design of the process MusCov – Must Have and Could Have analysis. And for the

Business Analyst is to draft the Was Is To Be Business Requirement Design and the

Target Operating Model. The Delivery Manager will be the one to draft the schedules,

set-up the stand-up meetings for the different tribes and reports the status of the project to

the Project Steering Committee and Project Working Group.

These two teams are very essential as it will be tracking the development,

approval of hiring of persons, approval of budget and mitigate the risk of delay of the

projects. These teams include the C-level executives, Product Owners, Delivery

Managers, Solution Architect and Business Analyst. The last but the least be the

developers and Testers. Developers are very important to the team as this persona are the

one’s building the systems based on the approved designs and conduct the testing to

make sure the result or output are the expected of the users or product owners.

In the Data Governance as part of the law needs to have a Data Privacy Officer. This will

be the one to oversees and manage all the data related information security and Privacy

Law by the National Privacy Commission (NPC). The Data Privacy Officer needs to set

up a team that will help to support the operations and new laws of the state regarding the

data privacy.

Roadmap

Thinking LEAN and AGILE in approach. The EDS believe in the concept of

KAIZEN. A continuous improvement and achieving the goals. To operationalize the Data

Lake concept in the organization that will provide the spectrum of data requirements to

the different business units depending on their use-cases.

The proponents present the justification and reasons why the selected projects

should be approved by upper management.

The researchers want to focus on the two items which highlighted in the

Scorecard analysis. The “Control Activities and Information / Communication” are the

two essential items. There should be a Control Activities. This will help to have a

measurement of central tendency of the data. To identify the statistics of the data and

have a Month-on-Month comparison. Also, as part of the efficient solution is to have a

channel for Information or Communication. It will help the different business units to

understand the data, the significant error, measurement of location, and measurement of

tendency. As additional component, there should have a Dashboard. This will

disseminate information digitally and the faster way of communication. It can be shared

though the links and emails of the business units. The Analyst, leaders, senior managers,

and C-level executives can have a faster access to read the reports and issues in the

numbers. This will help to have a better platform or channel to make better decisions

using the data.
