Dear Secretary Yulo-Loyzaga:

I hope this letter finds you well.

I wrote this letter asking for your consent to the intent of the City of Talisay,
Cebu, Local Government Unit, in acquiring the property of Mr. Mark Aliño
located at Barangay Poblacion, City of Talisay City, Cebu. We intend to purchase
his property as we will utilized it for our ongoing developmental project in the City
of Talisay, Cebu.

Mr. Aliño forwarded to us his letter to your good office requesting for your
consent. The content of his letter states that his father Narciso A. Aliño applied for
Miscellaneous Sales Application on the subject lot located at Barangay Poblacion,
City of Talisay, Cebu, on November 27, 1967 docketed as MSA Application No.
VL1 451. The MSA Application of his father was granted by the Bureau of Lands
of the Department of Environment and Natural Resources on April 03, 1972.

The grant of the MSA Application of his father carries with it conditions
particularly on the fact that the applicant shall not permit either by contract or
otherwise any other persons, corporation, association, or partnership to have any
interest in, or rights to, the improvements now existing or may hereafter be
introduced on the land applied for without the previous consent of the Secretary of
Department of Environment and Natural Resources.

At this point, I am joining Mr. Mark Aliño to humbly request your good
office for your kind consideration on giving consent to the intention of the City of
Talisay, Cebu, local government unit, to buy the subject lot that he inherited from
his father in pursuance of their ongoing government development project.
