LOCAL ANTI- CRIMINALITY ACTION PLAN (LACAP) 2021-2022

II . SITUATION

The campaign against the criminality is a continuing concern. It is a war that


the police cannot win alone. Police cannot change the “root drivers” of the crime
such as poverty, unemployment, poor housing, moral education, freedom, civil
liberties, ambitions, dysfunctional families, and other ills of socio- economic
opportunities. Thus, all aspects of police works should be premise upon active
community consent, trust and participation.

In doing so, developing effective crime prevention, control and suppression


strategies has presented the PNP with fundamental dilemma. On one hand, crime
will always be committed and indeed a continuing mandate. From the perspective,
the police viewed solely as a professional; crime buster and often criticized if public
expectations are not meet. On t he other hand, the community needs to believe that
the police are an effective crime buster.

Thus, the PNP has been compelled to rethink and redesign its entire approach to
this main task rough clearer prioritization of the targets with emphasis on
prevention, control and suppression of crime and more resources move into
proactive policing.

III. MISSION

Sibonga Police Station concurrent with its present mission station shall
implement a responsive and holistic anti-crime strategies to effectively prevent,
control and suppress the occurrences of crimes and to ensure in our community.

IV. EXECUTION

Operational Concept

Sibonga Police Station with the support and close coordination with other law
enforcement, Local Government Unit, Barangay Officials, Non- government
Organizations and peoples’ organization shall undertake active counter measures

to deter criminalities and to protect lives and properties including government and
private installations, negate and neutralize any criminal minded elements operating
in the aor.

Sibonga Police Station shall implement its Localized Anti- criminality plan to
achieve the following objectives:

1. Intensified PIPS Operations;


2. Reduction of crime rate;
3. Improvement of Police response time;
4. Improvement of crime solution efficiency and crime clearance;
5. Increase conviction rate for cases filed;

These objectives will be achieved through the support and active involvement
and participation of LGU, Barangay Officials, Force Multipliers and other support
groups by the conduct of the following activates as counter measures.

1. Regular conduct of meetings/ consultations with LGU, department heads,


Brgy Officials,, Municipal Peace and Order Council (MPOC) of other
concerned agencies;
2. Police visibility and beat patrols on all identified crime prone areas;
3. Conduct of checkpoint operation on strategic areas;
4. Organization of anti- crime organizations, BPATs and BINs as force
multipliers.
5. Conduct of Information drives, pulong-pulong, symposia, house visitations
and other PCR related activities;
6. Organization of trained Barangay Intelligence Network in all Barangays.

A . ANTI- DRUG CAMPAIGN (OPLAN BANAT)


Measures to Address Problem of Illegal drugs

a.1 Supply Reduction Strategy

1. Creation of Station Drug Enforcement Unit, selected and trained with


highest degree of integrity in coordination with PDEA 7 to conduct
operations against proliferation of illegal drugs in the aor;
2. Strengthen intelligence gathering on Drug watchlist with support from
LGU, Barangay Officials, BINs and BADAC officials;
3. Coordination with Barangay Drugs Abuse Council for identification and
monitoring of drug personalities in their area of jurisdiction.

a.2 Demand Reduction Strategy

1. Increase information drive on vulnerable sectors such as but not limited to


academe, religious, youth groups and private organizations.
2. Coordinate with the LGU, strengthen demand reduction effort through
rehabilitation of known individuals engaged on the said activities (CBRP).

B. IMPLEMENTATION OF ENVIRONMENTAL LAWS (OPLAN KALIKASAN)
Measures to Address Problem of Environmental Laws

1. Strengthen operations on illegal fishing, illegal logging, Sand Extraction, and


other violation of Environmental Laws together with MENRO and other
concerned agencies.
2. Coordinate with LGU for the passing of ordinances for the protection of the
environmental resources as well as the necessary tools and machineries for
its effective implementation.
3. Consistent coordination with other private and government environmental
groups for the early detection and report of illegal activities pertaining to
environmental laws.

C. ON ANTI- ILLEGAL GAMBLING (OPLAN ROULETTE)


Measures to Address Problem on Illegal Gambling

1. Conduct and intensify operations against illegal gambling operations in the


aor.
2. Identify syndicate groups behind illegal gambling operations and financiers.
3. Monitor presence of illegal gambling activities in coordination with BINs and
Brgy Officials especially on the remote areas of the Municipality.

D. ON THE ARREST OF MOST WANTED PERSONS IN THE AREA (OPLAN


TRACKER )
Measures to Arrest Wanted Persons

1. Closely monitor received warrants from courts and e-warrant system of


the PNP;
2. Strengthen coordination with Barangay Officials, BINs and other
concerned agencies and groups for the early detection and arrest of
wanted persons in the aor;
3. Recommend to LGU for the possible allocation of reward money to
persons who can give information to the whereabouts of wanted persons.

E. ON THE CAMPAIGN AGAINST LOOSE FIREARM S (OPLAN


PAGLALANSAG)
Measures on Operation Against Loose Firearms

1. Intensify mobile checkpoint in all points of entry and exit in the


Municipality.
2. Strengthen “OPLAN BAKAL SITA” and “OPLAN KATOK” operations.
3. Monitor presence of Private Armed Groups (PAGs) in the areas.

Robbery and Homicide / murder involving firearms and perpetrated by


motorcycle riding criminals

1. Intensify operation on loose firearm as one of the major tools of
committing crimes in the aor;
2. Regular conduct of checkpoint operations to impound motorcycles
without plate numbers, OR’s/CR’s, and issue citations to drivers without
license.
3. Coordinate with the LGU to expedite the creation of citation tickets for the
swift implementation of Traffic Ordinance;
4. Intensify PIPs with emphasis on active foot and mobile patrols to
increase police visibility.
5. Activation of Tactical Motorcycle Riding personnel and secret marshals
aboard motorcycles, upon completion of appropriate motorcycle training
course who can immediately respond to any incident perpetrated by
motorcycle-riding suspects.

F. ON INTERVENTION AGAINST TRAFFIC RELATED INCIDENTS

1. Coordinate with the LGU for the activation of Sibonga Traffic


Management
and Action Council (STMAC) and STMAT enforcers;
2. Creation of citation tickets for the swift implementation of Traffic
Ordinance;
3. Conduct of checkpoint operation against violation of Traffic laws.
4. Coordinate with LGU for the precautionary installations on accident
prone
areas.
5. Installation of CCTV cameras on highways and Barangay roads.

G. ON INTERVENTION AGAINST DOMESTIC ABUSES, SEXUAL ASSAULTS


AND EXPLOITATION AND OTHER CRIMES INVOLVING WOMEN AND
CHILDREN

1. Strengthen information drive on laws protecting rights of children and women


and other vulnerable sectors of the community though dialogues, barangay
visitations, symposia and consistent posting on SOCMED;
2. Coordinate with the Barangay for early detection of abuses within their area
jurisdiction for immediate intervention;

3. Coordinate with MSWD for rescue operations against CICL, CAR and other
implementation of laws applicable;

4. Activation of Barangay Curfew Advisory Board (BCAB) and Municipal Curfew


Advisory Board ( MCAB) for the implementation of curfew hours .

Enhance Capacity and Capacity Building to all Police Officers

In order to enhance the skills and knowledge of each PNP Personnel, they
should undergo schooling , trainings and seminars to properly carry out their
designation and task.

1. Coordinate with the higher headquarters for the any opening of courses,
seminars and trainings.

2. Coordinate with LGU for possible allocation of appropriate funds to augment
the financial requirement of the involved personnel.

Target Hardening measures

Target hardening measures reduces the occurrences of crimes. The following


are encouraged;

1. Installation on CCTV cameras on strategic places and establishments.


2. Intensification of police visibility on crime prone areas and vital
installations.
3. Regular conduct of establishment visitation and security surveys on vital
installations.

Measures on Insurgency

1. Strengthen information drive on counter-terrorism on vulnerable sectors of


the community though dialogues, barangay visitations, symposia and
consistent posting on SOCMED.
2. Coordinate with LGU, DILG and Barangays for the implementation of
Executive Orders from the national government suppressing local armed
conflicts.
3. Intensify linkages with advocacy groups , stakeholders and community for a
unified interventions and engagements to address threats of insurgencies,
internal disturbances and tensions.

V. TASKS:

 Chief of Police
 Overall Supervisor for the implementation of this LACAP

 Deputy, COP
 Supervise the implementation of the this LACAP to all personnel
concerned; and
 Perform other tasks upon orders.

 Admin PNCO

 Monitor and supervise the moral and welfare of the PNP personnel
 Proper selection of personnel involved
 Design trainings, programs and seminars to enhance the ability of
personnel to perform relative to the LACAP’s operational concept
 Perform other tasks upon orders.
 
 Intel PNCO and Operative
 Intensify conduct of Anti-criminality and other law enforcement
operation and intelligence efforts;

 Maximize intelligence monitoring in coordination with BINs and
other intel counterparts;
 Provide timely intelligence and counter intelligence or similar
support as needed in the implementation of this LACAP.

 Perform other tasks as directed.

 Operation PNCO
 OPR in the implementaion of this LACAP
 Supervise the deployment of all personnel involved in this activity;
 Monitor the progress of the activities and implementation of
strategic concepts; and
 Perform other tasks as directed.

 Supply PNCO
 Coordinate with LGU for other logistical requirements for this
purpose; and
 Perform other tasks as directed.
 
 Finance PNCO
 Coordinate with the LGU for necessary fund and support intended
for this purpose; and
 Perform other tasks as directed.
 
 PCR PNCO
 Conduct dialogues, sympsosia and information
dissemination ;and
 Perform other tasks as directed.
