Job Description

Position: Education Coordinator


Grade: G7
Reports to: Area Programme Manager
Supervision of: Education Team Leaders
Duty station: Aleppo, Syria
Travel: 50%

1. Role and responsibilities


The purpose of the Education Coordinator position is to implement delegated Education project portfolio
The following is a brief description of the role.

Generic responsibilities (max 10)


These responsibilities shall be the same for all positions with the same title. The responsibilities shall be
short and essential. Details belong in the Work- and Professional Development Plan.

1. Line management of Education project field staff.


2. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional
strategies
3. Contribute to the Education strategy development, project proposals and provide input on needs and
gaps, considering where appropriate the role of cash-based interventions and market based programmes
4. Manage and implement delegated portfolio of Education projects (activities, budget and project
documentation) as delegated from Area Manager (AM) or Area Programme Manager (APM) in line with
proposals, strategies and donor requirements, and ensure high technical quality
5. Provide regular progress reports to AM / APM
6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and
better ways to assist
7. Promote and share ideas for improvement and necessary changes in the activities
8. Ensure capacity building of project staff and transfer key skills
9. Liaise and collaborate with relevant local authorities and other key stakeholders
10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities
1. Project Cycle Management (PCM) & Implementation. As delegated by line-manager, responsible
for the successful implementation of the Education activities throughout the full project cycle.
Produce key PCM documentation (e.g. M&E Matrix, Procurement Plans, logical frameworks,
budget, etc.); monitor procurement processes and budget spending.
2. Capacity Building. Responsible for supporting the successful capacity building of Education staff in
relevant competencies. This includes ensuring performance management, identification of capacity
building needs, and planning and resourcing capacity building initiatives within the framework of
the NRC Syria strategies, tools and guidelines.
3. Technical Quality. Responsible for ensuring implementation of high quality Education projects in
accordance with the agreed NRC Syria Country and CC Strategies, tools and guidelines. This includes
– but is not limited to – ensuring the achievement of Value-for-Money; compliance with global,
national and local standards; meaningful consultation with affected populations throughout the

project-cycle; needs-based targeting and selection; and integration with other Core Competencies
where relevant.
4. Programme Development. Responsible for supporting high quality Area Office-level input into the
NRC Syria Education programme development initiatives (e.g. Core Competency Strategies). This
may include – but is not limited to – supporting Area Office level context & needs analysis, over-
seeing primary needs assessment, pilot activities and meaningful engagement in relevant forums
and learning events. The position-holder may be requested to represent the Area Office Education
project team at Education workshops, project update meetings, trainings and other related events.
5. Project M&E. As delegated by line-manager, responsible for accurate and high quality Monitoring
and Evaluation of delegated projects, including information management and archiving. This will
include - but is not limited to – the successful implementation of formal and non-formal Education
projects, output and outcome monitoring conducted by NRC, implementing partners and/or third
parties. M&E activities will be conducted in accordance with the NRC Syria M&E Strategy, tools and
guidelines.
6. Reporting. As delegated by line manager, responsible for accurate and high quality contributions to
the reporting of achievements through all relevant reporting mechanisms. This includes, but is not
limited to, internal reporting mechanisms (e.g. NRC GOORS, Protection Reports), donor reports and
inter-agency reporting of achievements (E.g. 4Ws).
7. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all Education
activities throughout the project-cycle. This includes – but is not limited to – ensuring safety and
dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s
services, ensuring adequate accountability to affected populations, ensuring adequate participation
and consultation, and supporting the realisation of their human rights. All project activities will be
conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
8. Coordination & Representation. As delegated by line-manager, responsible for representing NRC
Education programmes in Area-level coordination mechanisms, in formal and informal forums and
through bilateral (peer) coordination.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or
persons. Relevant interfaces for this position are:

Staff: As per organogram
Stakeholders: UN agencies, INGOs, local NGOs, civil society, governmental bodies.
Budgets: As delegated by line-manager.
Information: Project databases, document archives, GOORS, Agresso, etc.

2. Competencies
Competencies are important in order for the employee and the organisation to deliver desired results. They
are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:


 2 Years of experience of project implementation in humanitarian/recovery contexts;
 Minimum 5 years experience in Education sector (teachers’ trainings, non-formal Education);
including at least 2 -3 years in a supervising a team
 Bachelor Degree (Master Degree is a plus);
 Documented results related to the position’s responsibilities;
 Fluency in Arabic and English, both written and verbal
 Experience with Office applications.

Context related skills, knowledge and experience:


 Knowledge of the context in Syria; knowledge / experience in Aleppo / Hama governorates is a plus
 Experience in working with local partners is beneficial
