There are a total of 35 accommodation establishments in Calapan City as confirmed

by the City Tourism Information Office. During the height of the pandemic, all
accommodation establishments were closed. Restrictions on travel, accommodation
operation and individual interactions have brought the hospitality business into crisis,
as governments around Calapan City take extraordinary measures to control the
pandemic. Many accommodation establishments are now starting a new phase in
their fight against the virus while resuming their operations. During the crisis,
governments took a variety of approaches to accommodation operations. According
to (Golla, 2021), with new health and safety rules, the position of a hotel operations
manager and hotel staff, in general, has grown even more complicated. With that
level of no money coming in, hotels are unable to operate for months or even weeks.
In short, a government's primary problem during a crisis such as a pandemic is
decreasing both sorts of doubt. For companies that are sensitive to such confusion,
such as accommodation operations, this is important. To enhance stability,
authorities could be well advised to enforce procedures that provide detailed clarity
about their long-term plans.

Management and operations in the hospitality industry are complicated, with many
interconnected elements and relationships. It’s not easy to run a profitable hotel.
Time management, context switching, and issue resolution are all skills that hotel
managers must possess. Operating a hotel involves not only a great deal of planning
but also a considerable deal of strategy. It’s not enough to just schedule everyone
and hope that nothing goes wrong. Rather, it must create techniques that improve
operations over time and allow employees to be more productive and happier at
work.

However, this pandemic outbreak is primarily a major crisis impacting people's

lives and livelihoods and has generated a global economic crisis. This has significant
effects on the hospitality sector, which is vital to many people, places, and
enterprises, with particular consequences in nations, towns, and communities where
tourism is a major source of revenue. Even when accommodation chains reopen,
new health rules imply that enterprises will be limited in their capability. Given the
connected impacts of the economic and health crises, as well as the slow reduction
of travel restrictions, requirement recovery will take time, while consumer confidence
and travel behavior will be more significantly damaged, the longer the epidemic lasts.
As cited by (Gursoy et al. 2020) The majority of people are unlikely to visit a place
and stay in a hotel anytime soon. Only about a quarter of consumers have eaten at a
restaurant, and only about a third are likely to go to a place and stay in a hotel.
These studies illustrate that people are still hesitant to travel to a destination or stay
in a hotel. Because the hotel industry's breakeven point is generally high due to high
operational expenses, many hospitality organizations rely largely on increased
demand for their services and goods to survive.
