1. Do you think the security team was able to respond appropriately to the incident?

- No, the security team is very lacking, especially in manpower.

a. What areas could be improved on by the security team?

- As stated by Resorts World Chief Operating Officer Stephen Reilly, there are lapses on the
security, as there should have been security personnel to guard on some spots but they were not
present. One thing that we believe could be improved is that they should avoid having security lapses.
Security personnel should remain in their assigned areas of the building. Also, we believe that because it
is a casino with large sums of money. Attacking and stealing from the building is very likely, so the
company should be stricter with the security team. We also believe that every security officer should
have their own firearm, which they should only use in situations like this.

An increase in people to be assign in different departments is also one of the areas that can be
improved. Like on site security personnel and a department for overseeing the establishment live
through security cameras.

b. What areas were commendable in the security team’s response?

- The only commendable aspect of the security team's response, in our opinion, is the one that
actually stopped the attacker – the member of the RMW security team who shot and wounded the
attacker.

2. Learning from this incident, what could be done to prevent or reduce losses in future emergencies
similar to this case?

- Increase the manpower. Yes, it’s good that the establishment have emergency exits, sprinklers,
and security cameras, but it is still necessary to have actual live beings ensuring the safety of everyone
and have someone to immediately respond to different scenarios possible.

As the president of the establishment tries to alleviate their responsibility to the accident by
mentioning their security/emergency devices and exits as well as their emergency protocols, this only
put an emphasis on their lack of security personnel that should have been posted on certain points.
Emergency exits, sprinklers, and security cameras are also necessary and important but not enough.
Since in times of emergencies, we’re not only at risk of getting affected physically, but also
psychologically, so mostly relying on objects, exhibits poor risk management and decision making.
