Balakrishnan, Sir, The National Executive Committee of AIDEF in its meeting held on 13th of Nov. 2021 at Mumbai have noted with serious concern about the inordinate delay in settling the various outstanding demands of the EME Civilian Employees. Considering this undue delay the National Executive Committee of AIDEF has taken a decision to observe Protest Week by the EME Civilian Employees from app.censecescrary| 04/01/2022 to 07/01/2022 in the following manner in support of the demands given below:~ GENERAL SECRETARY| Srikumar B.Guha Thakurta 04/01/2022 - Distribution of demand pamphlet amongst the JOINT SECRETARY employees: Ravindra SReddy 05/01/2022 - Gate meetings to explain the charter of demands. G:1.Gopal Rao 06/01/2022 - _ Wearing of Black Badge printed with major demands. iLPamline 07/01/2022 - Demonstration infront of the all the EME Workshops/ Establishments. Lceesaicaats CHARTER OF DEMANDS Mohan Fiat 1) Withdrawal of Government decision to implement GOCO Model in the Army Base Workshops ; The AIDEF is all along opposing the Government ORG. SECRETARY decision to implement the GOCO Model in the Army Base Workshops not only in the interest of the Civilian employees, but also in the interest of the Defence Seen preparedness of our Country. Recently in the CAG Report tabled in Rajyasabha BKSahoo on 11th Aug. 2021 and Loksabha on 29th Nov. 2021, the CAG has critically Rampravesh analysed the Government decision to implement GOCO Model in ABWs. The 12000Skilled workforce of ABWs are an asset to the Nation. The Government has deliberately ignored the ABWs by not providing them technological and modernisation supports etc. Therefore the Government decision needs to be reviewed and the decision taken to implement the GOCO Model in the ABWs may be withdrawn. 2) Anomalies in the surpl ing of the 29 Station Workshops which hav: been closed should be settled in the interest of the affected employees: 3) Employees should not be punished in payment of Bonus less than the minimum 30 days on the plea of low productivity, since the reason for less productivity in the Army Base Workshops is that sufficient workload is not provided to them. Therefore a minimum bonus of 30 days available to other Central Government employees and in accordance with Bonus Act should be ensured for the employees of EME. 4) Promotion of industrial employees should not be centralised and the same should continue to be given at the workshop level as in practice. 5) Promotion to the post of MCM is held up from 2010 onwards for no mistake of the ‘employees. RR of MCM is also not finalised. These issues needs to be settled urgently. 6) _DPCs/ Promotions for various non-industrial cadre is held up due to Court case. In accordance with DOP&T guidelines adhoc promotion may be granted subject to the ‘outcome of the court cases. 7) Sufficient funds may be provided to all the ABWs for its effective functioning and modernisation. 8) _ Decision to close down the Vehicle Depot Workshop located inside CAFVD Khadki may be withdrawn. 9) Settlement of all Cadre Restructuring proposals. Sir, itis requested that the above issues may be settled by holding a meeting with this Federation under your Chairmanship at the earliest, falling which we will be forced to intensify our action programmes.
