The scope of work this procedure is applicable for Concrete Surface Preparation and Coating works together
with the latest IFC drawings, applicable Saudi Aramco Standards and Material System Specifications listed in
the project documents constitute the basis for the complete work.
Scope of this procedure covers the coating works and all other related works as required in the IFC-Drawings
and based on the issued Scope of Works
2. PURPOSE
The purpose of this procedure is to provide information on the methods of doing the concrete coating
application and all other related works with it, and to ensure that this will be followed with all the instructions
and regulations with the Standards & Specifications of Saudi Aramco.
This Procedure is a “live” document and as such will be subject to periodic reviews / changes in Line with
identified and agreed amendments and improvements to the Project Quality Management System during the
project.
3. ORDER OF PRECEDENCE
The order of precedence for drawings, specifications and standards for the facilities will be as follows:
Project Standards, which specifically include:
a) Company-provided Waivers
b) Saudi Aramco Engineering Standards (SAES)
c) Saudi Aramco Material System Specifications (SAMSS)
d) Saudi Aramco Standard Drawings
e) Saudi Aramco Engineering Procedures (SAEP)
f) Saudi Aramco General Instructions (GI's)
g) Scope of WORK, Preliminary design and all the Drawings and Documents. If the conflict is between
or within the documents in this paragraph, the most stringent drawing, specification, or standard shall
control.
h) If at any time it is found that the standards and documents listed under Paragraphs (a) through
Paragraph (f) would permit a design that COMPANY/CONTRACTOR considers inferior to the
Preliminary Design required under Paragraph (g), COMPANY/CONTRACTOR shall have the right to
maintain the design as required under the Preliminary Design.

The following list comprises the minimum responsibilities for each designated person that will be involved for
this activity/procedure:
10.1 Construction Manager
The Construction Manager is the one in-charge of this project and he is reporting to the Project
Manager. He is responsible for the Work Production and completion of all the work activities of this
project, taking care of all parties involves who will be acting incompliance with the safety and
engineering procedures, standards, codes and specifications. He is the coordinator in all site activities
with all the department division (Mechanical, Electrical, Civil including the QA/QC and Larsen and
Toubro that will be involved with this activity/procedure. The Construction Manager directly
supervises the work, and he is leading the Team of Supervisors and Foremen for the execution and
conformance of the particular works/activities and procedures. He ensures that all site works are
achieved in a timely manner and complete the work within the given schedule. Construction Team
should initiate the request for inspection (RFI) to relevant QC Inspector
10.2 Quality Control Supervisor
He shall assign a Quality Control Inspector who shall be responsible for conducting surveillance and
inspection duties for work and ensuring efficient recording and reporting of result as required. He shall
review all relevant document, material certificates and non-conformances and shall receive all internal
requests for inspection from various section or Site Engineers and prepare SAUDI ARAMCO request
for inspection as per the required schedule priorities.
The Safety Supervisor checks the risks/hazards for each particular activity and analyzes the procedure
in performing the works to be completed. To ensure compliance of all personnel for their safety
requirements by wearing proper Personal Protective Equipment (PPE), proper use of lifting equipment
(crane) & devices including the condition and proper setting, personnel qualification and certificate,
and the necessary work permit is available. The Safety Supervisor verifies the installation of safety
tools and abiding to the Safety Procedures. He checks areas for likely unsafe conditions and coordinate

with the Site Superintendent & Supervisors in ensuring that work is carried out in compliance to the
Project Safety Plan.
10.5 Testing Laboratory Technician
The Laboratory Technician is the representative of the SAUDI ARAMCO approved Independent
Laboratory and shall be responsible for inspection and field testing, material sampling and related
laboratory works as required by specifications and in accordance with the approved International
Standards.
12. PROCEDURE
12.1. All Larsen and Toubro employees that will enter the project premises/jobsite shall attend the
Safety Orientation in order to familiarize of the safety requirements, the work permit system and
hazards with the Job-Site Analysis (JSA) in the job site, and prior to start any activities at site.
12.2. All works shall be done in accordance with Saudi Aramco safety requirements including, but not
limited to, the Saudi Aramco Construction Safety Manual and Safety Management Guide 06-002-
2008.
12.3. All Larsen and Toubro employees shall be oriented of the scope of work and coating application
works prior to start the activities.
12.4. SA work permit(s) per GI 2.100 shall be obtained as required prior to start the work.
13.SUBMITTALS
13.1. L & T shall submit the manufacturer’s literature, material safety data sheets, compatibility and
other properties of the product during MR submittal and shall be approved by Saudi Aramco prior
to purchase.

13.2. QC Inspector shall fill the SATR-H-1003 for moisture test prior to coating and attached with RFI
13.3. QC Inspector shall attach Dry Film Thickness Record with RFI
15.TESTING
15.1. QC Inspector be responsible for checking concrete surface preparation, moisture content and dry
film thickness in presence of Saudi Aramco inspection personnel.
Roughen the surface and remove any protrusions and sharp edges by using a grinding tools and wire
brush.
Remove any surface contaminants such as laitance by wire brushing, form oils, grease, etc. shall be
removed by steam cleaning added with a water emulsifying detergent.
Areas do not meet the surface cleanliness requirements, shall be marked with grease free chalk for
correction.
Ensure the concrete surface is dry completely thru determination of moisture content prior to
application of coating.

Conduct moisture content determination per ASTM D4263 prior to application of coating. No
coating shall be applied until the moisture content determination is passed, i.e. 4% or less.
Coating works shall be carried out in accordance with the manufacturer’s data sheet & SAES-H-
101V.
Brush application shall only be used for touch-up repair. Other method of
application shall only be acceptable if specified in SAES-H-101V. The use of
rollers shall not be allowed.
The approved coating material APCS-3 or APCS-10 shall be used for below ground concrete
structures, such as manholes, sleepers, foundation, etc. Coating thickness for concrete shall not be
less than 720 microns (28 mils) for APCS-3 or 750 microns (30 mils) for APCS-10.
For other areas/structure, refer to SAES-H-001 for coating selection and applications requirements.
Coating shall not apply under adverse weather condition and if the substrate contains oil, grease &
other surface contaminants and if less than 3°C (5°F) above the dew point.
All coating personnel or crew shall be Aramco Approved Coating Applicators prior to
commencement of work as per SAEP-316.
Use correct application equipment for each specified coating materials as per the recommendation
of the coating manufacturers.
Clean the area afterwards prior to proceed with the next activity.
