Chairman’s Statement of The 22nd ASEAN Plus Three Summit

1. The 22nd ASEAN Plus Three (APT) Summit was held on 4 November 2019 in Bangkok. The Meeting was
chaired by His Excellency General Prayut Chan-o-cha (Ret.), Prime Minister of the Kingdom of Thailand, and
attended by all Heads of State/ Government of ASEAN Member States, the People’s Republic of China, Japan
and the Republic of Korea (ROK). The Secretaries-General of ASEAN and the Trilateral Cooperation
Secretariat were also in attendance

Chairman’s Statement of The 14th East Asia Summit

1. The 14th East Asia Summit (EAS) was held in Bangkok, Thailand on 4 November 2019. The Meeting was
chaired by H.E. General Prayut Chan-o-cha (Ret.), Prime Minister of the Kingdom of Thailand, and attended by
the Heads of State/Government of ASEAN Member States, Australia, the People’s Republic of China, the
Republic of India, Japan, New Zealand, the Republic of Korea (ROK), the Russian Federation and the United
States of America (U.S.), and their representatives. The Secretary-General of ASEAN was also in attendance.

33rd ASEAN Summit, 13th East Asia Summit and 2nd RCEP Summit: 

The 33rd edition of the ASEAN Summit concluded on November 15, 2018 at Suntec Singapore Convention
Centre, Singapore. The Summit also saw the conclusion of other related summits like 13th East Asia Summit
(EAS), 2nd Regional Comprehensive Economic Summit, (RCEP) and ASEAN plus summits.

The Summit began on November 13, 2018. The opening ceremony of the summit was addressed by Lee Hsien
Loong, Prime Minister of Singapore, Chairman of this year’s Summit. In his speech, Lee Hsien Loong called on
ASEAN members and partners to uphold multilateralism and international cooperation and tackle common
challenges including terrorism and climate change.

ASEAN summit kicks off in Thailand with focus on multilateralism, connectivity

BANGKOK, Nov. 3 (Xinhua) -- The 35th summit of the Association of Southeast Asian Nations (ASEAN) and
the related summits kicked off here on Sunday with multilateralism and connectivity taking the center stage.

Addressing the opening ceremony of the summit, Thai Prime Minister Prayut Chan-o-cha said to create a
prosperous and sustainable region, "we should continue to work to conclude negations on RCEP (the Regional
Comprehensive Economic Partnership) within this year to stimulate economic growth as well as trade and
investment."

The Thai prime minister also called for continued support for multilateral trade system under the purview of the
World Trade Organization as well as regional and sub-regional economic cooperation frameworks such as the
Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy and the Guangdong-Hong Kong-Macau
Greater Bay Area so as to enhance the economic resilience of ASEAN and the region.

The ASEAN and the world today are facing increased challenges including those to global economic growth
and multilateralism, and close partnership and friendship will be crucial to enabling the region to tackle and
overcome these challenges, Prayut said.

There is the need to promote a seamless ASEAN through the "Connecting the Connectivities" approach, both
within the ASEAN region and beyond. This includes physical, people-to-people, financial and digital
connectivity, he said.
The meetings over the next two days will be an important opportunity to demonstrate the partnership and
friendship between the ASEAN and the world community, to take forward the outcomes of the last ASEAN
summit and to craft a collective approach based on ASEAN centrality and its strength to address regional and
global challenges, the prime minister added.

Thailand holds the rotating chair of the ASEAN for 2019.

Under the theme "Advancing Partnership for sustainability," the ASEAN summit will sum up the bloc's
achievements in community building and integration during 2019, tap the opportunities arising from digital
transformation and seek solutions to economic uncertainties facing the bloc.

The related summits are also scheduled to take place on Sunday and Monday, including the ASEAN+1
summits, ASEAN+3 (China, Japan and South Korea) Summit and the East Asia Summit.

Leaders of 10 ASEAN countries and six of its dialogue partners, namely Australia, China, India, Japan, South
Korea and New Zealand, will meet Monday for their third RCEP summit.

Established in 1967, ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines,
Singapore, Thailand and Vietnam.

Regional humanitarian leader wins 2019 ASEAN Prize

BANGKOK, 3 November 2019 – The Association of Southeast Asian Nations (ASEAN) awarded the ASEAN
Prize 2019 to Dr. Jemilah Mahmood, an ardent community and humanitarian leader from Malaysia, for her
commendable contribution to community-building efforts in the region.

The Prime Minister of the Kingdom of Thailand General Prayut Chan-o-cha and the ASEAN Secretary-General
Dato Lim Jock Hoi presented the award to Dr. Jemilah at the Opening Ceremony of the 35th ASEAN Summit in
Bangkok, Thailand today.

The ASEAN Prize is a regional premier award administered by the ASEAN Secretariat to recognise inspiring
achievements of ASEAN citizens or organisations who have significantly contributed to ASEAN community-
building efforts.

In his congratulatory remarks, Secretary-General of ASEAN Dato Lim said, “Dr. Jemilah’s work in the field of
medical and humanitarian response has been outstanding. Her lifelong and focused advocacy for basic
emergency response needs in support of marginalised communities is inspirational and relevant to the current
environmental pressures in ASEAN”. He added, “ASEAN appreciates Dr. Jemilah’s commitment to
humanitarian causes and looks forward to her continued contribution in the building of an inclusive and resilient
ASEAN Community.”

The award included a cash prize of US$20,000, which was funded by the Temasek Foundation of Singapore
and Yayasan Hasanah of Malaysia as the sponsors of the ASEAN Prize 2019. Dr. Jemilah pledged to donate
the prize to the Surin Pitsuwan Foundation, a philanthropic organization in Thailand which focuses on
education, diplomacy and human security in ASEAN, and the Malaysian Red Crescent Society, a voluntary
humanitarian organisation and part of the International Red Cross and Red Crescent Movement.

Upon receiving the Prize, Dr. Jemilah said, “I am extremely honored and grateful that I am selected as the
Recipient for the ASEAN Prize. ASEAN is always home for me. It is important for ASEAN to recognize its
citizens who contribute to the global issues, and I hope this could also inspire young generations to make a
difference.”
Dr. Jemilah was a practising medical doctor before she started her career in humanitarian assistance. In 1999,
she founded the Malaysian Medical Relief Society (MERCY Malaysia), one of the first international non-
governmental organizations (NGO) in the global-south with more than 5,000 volunteers deployable to disasters
and conflict areas in ASEAN and beyond. She has personally led missions and development programmes in
many parts of ASEAN, such as Cambodia, Indonesia, Malaysia, Myanmar and the Philippines. Under her
leadership, MERCY Malaysia became the first NGO in Asia to be globally certified for humanitarian
accountability in 2007.

At the regional level, Dr. Jemilah was instrumental in establishing a coordinated approach to humanitarian
assistance in ASEAN. She is a founding member of the Asian Disaster Reduction and Response Network and
has contributed to the establishment of the ASEAN Agreement on Disaster Management and Emergency
Response Partnership Group. The Group is an initiative to strategise effective partnerships between
governments and civil societies on disaster management and emergency responses.

Currently, Dr. Jemilah serves as the Under Secretary-General for Partnerships at the International Federation
of Red Cross and Red Crescent Societies in Geneva where she leads policy development across key priorities
including localization, innovation, youth and volunteering, social inclusion, gender and diversity as well as
peace and non-violence. Previously, Dr. Jemilah held various positions within the United Nations such as the
Chief of the World Humanitarian Summit secretariat in the United Nations and the Chief of the Humanitarian
Response Branch at the United Nations Population Fund.

ASEAN Investment Report 2019 FDI in Services: Focus on Health Care

JAKARTA, 3 November 2019 – Foreign Direct Investment (FDI) flows into ASEAN rose for the third
consecutive year, reaching an all-time high of $155 billion in 2018 as compared to $147 billion in 2017. The
region’s share of global FDI inflows also increased from 9.6% in 2017 to 11.5% in 2018. This trend is expected
to continue given the dynamic industrial developments and improvement of investment and business
environment in the region.

Services sector is the largest recipient of FDI in ASEAN. In line with global average, the share of services
sector in total FDI grew from 50% in 1999–2003 to 66% in 2014–2018. This is higher than the share of
services in the region’s Gross Domestic Product (GDP). A significant part of FDI in services flows into financial
services; wholesale and retail; and real estate activities.

This year’s ASEAN Investment Report features FDI in the services sector, with a special focus on the health
care industry. The report analyses FDI, corporate players and start-ups in the health care industry in the
region. ASEAN is strengthening regional cooperation in health care through the implementation of various
sectoral agreements and strategic action plans. Efforts to further open up the market to private players and to
improve the investment environment for the sector is also progressing.

The ASEAN Investment Report is prepared under a technical cooperation arrangement between the ASEAN
Secretariat and the United Nations Conference on Trade and Development (UNCTAD), with inputs from
members of the ASEAN Coordinating Committee on Investment (CCI) and supported by the ASEAN-Australia
Development Cooperation Program Phase II (AADCP II).

ASEAN and FIFA sign a Memorandum of Understanding for social development through football

BANGKOK, 2 November 2019 – ASEAN Heads of States witnessed the signing of a Memorandum of
Understanding (MoU) between ASEAN and FIFA by the Secretary-General of ASEAN Dato Lim Jock Hoi and
FIFA President Gianni Infantino at IMPACT Arena, Bangkok Nonthaburi at the sidelines of the 35 th ASEAN
Summit today. The MoU marks the establishment of a formal cooperation between the two entities to leverage
the roles of football in social development in ASEAN.
Secretary-General of ASEAN Dato Lim said, “football – and sports in general, is indeed a strategic means for
promoting greater people-to-people connectivity and binding ASEAN stronger as One Community. Through
this MoU, ASEAN looks forward to a stronger football and sporting community in the region that builds on our
unique regional identity and sense of community.”

The MoU will guide ASEAN and FIFA in finding synergies and placing football as a catalyst for social
development, including through promotion of healthy lifestyles and values of sportspersonship in the ASEAN
Community building process

Connecting the region through initial pipeline of ASEAN infrastructure projects

BANGKOK, 2 November 2019 – The ASEAN Coordinating Council, comprising ASEAN Foreign Ministers,
welcomed the announcement of the Initial Rolling Priority Pipeline of ASEAN Infrastructure Projects (“Initial
Pipeline”) at the 24th ACC Meeting in Bangkok, Thailand today.

ASEAN developed the Initial Pipeline in line with international best practices to attract more infrastructure
investments. It contains viable and sustainable infrastructure projects that can enhance the movement of
people, goods, services, and innovations across ASEAN.

Minister of Foreign Affairs of Thailand Don Pramudwinai expressed his hope that the announcement would
attract “robust investments that will help enhance regional connectivity in concrete terms, support our transport,
economic and sustainability corridors region-wide, and prepare ASEAN for better connectivity synergies with
the wider region.”

Secretary-General of ASEAN Dato Lim Jock Hoi highlighted the benefits infrastructure brings to the economies
and peoples of ASEAN. Dato Lim emphasised the importance of environmental and social impact analysis and
the need for ASEAN to attract more innovative financing. He called on relevant stakeholders to reimagine how
the region can better plan, prepare, procure and manage infrastructure projects.

The Initial Pipeline consists of 19 projects across transport, energy, and digital sectors amounting to USD 15
billion worth of estimated investments. As part of the Master Plan on ASEAN Connectivity (MPAC) 2025
implementation, the Initial Pipeline is designed to help ASEAN Member States assess and prioritise
infrastructure projects. As projects evolve over time, new projects could be added and/or existing projects
completed or withdrawn from the Pipeline.

The announcement affirmed ASEAN’s intensified efforts to strengthen cooperation in sustainable


infrastructure. Two booklets were specially prepared to provide more information on the approach and context
in developing the Initial Pipeline as well as overview and financing options analysis for the projects. Please

ASEAN, UNICEF join forces to improve lives of all children

BANGKOK, 1 November 2019 – ASEAN and UNICEF launched in Bangkok today a joint publication entitled
“Children in ASEAN: 30 Years of the Convention on the Rights of the Child” that features achievements and
actions for children’s rights in the region. The report was released during the ASEAN CRC30 commemorative
event co-hosted by Thailand’s Ministry of Social Development and Human Security (MSDHS) and UNICEF.
At the event, ASEAN Socio-Cultural Community Ministers and senior officials, civil society organizations,
development partners and children representatives themselves discussed progress in implementing the United
Nations Convention on the Rights of the Child (CRC) as well as emerging challenges and new opportunities to
realise child rights.

UNICEF Regional Director for East Asia and Pacific Karin Hulshof highlighted that “children in ASEAN Member
States are better off now than 30 years ago. But there is unfinished business and also new challenges like
climate change that impact on the fulfilment of child rights in the region. The CRC remains the most powerful
instrument to guide policy and interventions on both the new and stubborn challenges that children are facing.”
She added, “childhood is changing. Our actions need to evolve and adapt, so that together with our partners in
ASEAN we can improve the lives of each and every child, today, tomorrow and thirty years from now.”

Since the adoption of the CRC, the population in ASEAN living in urban areas has increased by more than
60%, with almost half of the region living in urban areas. Children are increasingly affected by the climate
crisis, exacerbating existing vulnerabilities and disparities. Voluntary or forced migration has also had a
significant impact on children and their families. Across ASEAN, children’s access to internet creates
opportunities and also raises important protection concerns about online safety for children, including
exploitation and abuse as well as breaches of privacy.

ASEAN is a dynamic region where over 30% of its 642 million citizens are under the age of 34. By
implementing the publication’s recommendations, leaders are investing in their most precious resource – each
and every child in ASEAN.

ASEAN to host Competition Conference in Phnom Penh

JAKARTA, 1 November 2019 – The 8th ASEAN Competition Conference (ACC) will be held from 14 – 15
November in Phnom Penh, Cambodia with the theme “Attaining Milestones and Addressing Challenges.” The
conference is expected to build regional awareness on the importance of Competition Policy and Law (CPL)
towards strengthening ASEAN’s economic integration.

Convened annually since 2011, this conference provides a platform for ASEAN and relevant stakeholders to
network, share best practices and discuss emerging issues on CPL in the region.

The 8th ACC is taking place at an especially momentous time for ASEAN as most of its Member States (AMS)
have competition laws in place with emerging competition authorities that have just begun their enforcement
work. Hence, the conference will provide an avenue to discuss the milestones and address potential
challenges.

The 8th ACC is hosted by the Ministry of Commerce of Cambodia and co-organised together with the ASEAN
Experts Group on Competition (AEGC), the ASEAN Secretariat, the Deutsche Gesellschaft für Internationale
Zusammenarbeit GmbH, upon commission of the German Federal Ministry for Economic Cooperation and
Development, and the ASEAN-Australia-New Zealand Free Trade Area Economic Cooperation Support
Programme.

ASEAN Integration Report 2019 released

JAKARTA, 1 November 2019 – The ASEAN Integration Report (AIR) 2019 was released today, in time for the
35th ASEAN Summit in Bangkok, Thailand. The AIR 2019 provides a comprehensive assessment of progress
and achievements in ASEAN economic integration since the adoption of the ASEAN Economic Community
(AEC) Blueprint 2025 in 2015.
The report opens with an analysis of ASEAN’s macroeconomic landscape in recent years, followed by a
comprehensive assessment of progress and achievements of ASEAN economic integration since 2016 in the
context of the AEC Blueprint 2025. It also presents a thematic chapter on the fourth industrial revolution, one of
the most important megatrends in ASEAN.  

The AIR 2019 highlights that, four years into the implementation of the AEC Blueprint 2025, ASEAN continues
to make progress towards achieving its vision for AEC 2025 – one that is highly integrated and cohesive;
competitive, innovative, and dynamic. The AEC 2025 also aims to achieve enhanced connectivity and sectoral
cooperation; and becomes a more resilient, inclusive, and people-oriented, people-centred community that is
integrated with the global economy.

The ASEAN Integration Report is a flagship publication of the ASEAN Integration Monitoring Directorate of the
ASEAN Secretariat and is published periodically. The inaugural issue was released in November 2015, ahead
of the official launching of the AEC.

Sixth issue of ASEAN Economic Integration Brief released

JAKARTA, 1 November 2019 - The ASEAN Secretariat released the sixth issue of the ASEAN Economic
Integration Brief (AEIB) today, in time for the 35th ASEAN Summit and related Summit.

This issue highlights two thematic articles. In the special feature article, Deputy Prime Minister and Minister of
Commerce of Thailand Jurin Laksanawisit, Chair of the ASEAN Economic Ministers, highlights key progress
and achievements of the ASEAN Economic Community agenda during the Thailand’s 2019 ASEAN
Chairmanship.

The second article, co-authored by Don Campbell and Su Ge, Co-Chairs of the Pacific Economic Cooperation
Council, highlights ASEAN’s contribution in shaping the integration process in the Asia-Pacific region, as well
as the importance of ASEAN’s continuous commitment towards integration amidst today’s uncertainties.

As regular features, the issue also presents an overview of the regional economic outlook, a summary of the
latest updates and progress of the ASEAN Economic Community, and the latest ASEAN statistics.

Minister of Foreign Affairs and International Cooperation of Morocco Visits the ASEAN Secretariat

Minister of Foreign Affairs and International Cooperation of the Kingdom of Morocco, Nasser Bourita, visited
the ASEAN Secretariat and met with Secretary-General of ASEAN, Dato Lim Jock Hoi, at the ASEAN
Secretariat today.
