A RESOLUTION EARNESTLY REQUESTING HONORABLE EUGENIO ANGELO MARCOS

BARBA, REPRESENTATIVE OF THE 2ND DISTRICT OF THE PROVINCE OF ILOCOS
NORTE THRU THE 5TH SANGGUNIANG PANLUNGSOD OF THE CITY OF BATAC, ILOCOS
NORTE HEADED BY ITS PRESIDING OFFICER, VICE MAYOR ATTY. WINDELL D. CHUA
TO ALLOCATE FUNDS FOR THE CONSTRUCTION OF COVERED COURT IN BARANGAY
#16-N QUILING NORTE, CITY OF BATAC, ILOCOS NORTE

WHEREAS, Section 384 of RA 7160, emphasizes the role of the barangay, to wit: “As the basic
unit of government policies, plans, programs, projects and activities in the community, and as a forum
wherein the collective views of the people may be expressed, crystallized and considered, and where
disputes may be amicably settled.”;

WHEREAS, the Barangay as the nearest government to the people, remains the arena for
meaning challenge, especially for meeting the most profound needs of the people for matatag, maginhawa
at panatag na pamumuhay;

WHEREAS, Barangay Quiling Norte, one of the forty-three (43) Barangays of the City of Batac
believes that the national government is truly an active partner of the barangay in attaining its goals
through a more sound and effective governance. Thus, the officialdom is inspired;

WHEREAS, the people of the said barangay, are very responsive in attending various activities
of the Barangay, the City and other government entities;

WHEREAS, in front of the Community Center is a basketball court without cover where during
day time, the officialdom provides movable tents to protect the constituents to include guests from the
hotness of the sun and most of the time, during rainy season, activities are postponed;

WHEREAS, studies proved that people are satisfied when they are in a relaxed atmosphere and
an environment that is welcoming;

WHEREAS, the officialdom of Quiling Norte and its people strongly believed that through the
initiative of Congressman Barba as a great leader and a son of Batac, the desire and aspiration of the
Barangay will be realized;

WHEREAS, hereto attached is Annex A constituting the Program of Work of the said request;

NOW, THEREFORE,

BE IT RESOLVED, as it is hereby resolved, by the Sangguniang Barangay of Barangay #16-N

Quiling Norte, City of Batac, Ilocos Norte in its Regular Session duly assembled, to earnestly request
Honorable Angelo Marcos Barba, Representative of the 2 nd District of the Province of Ilocos Norte
headed by its Presiding Officer, Vice Mayor Atty. Windell D. Chua to allocate Funds for the construction
of Covered Court in Barangay #16-N Quiling Norte, City of Batac, Ilocos Norte;

RESOLVED FURTHER, that a copy of this resolution be furnished to Honorable Angelo

Marcos Barba his information;

ADOPTED THIS 3rd day of October, 2021 on motion of Kagawad Arnolfo R. Manibog.
