Constructions have to face various kinds of emergencies, which may be due to natural disasters as well as man-made disasters.
Natural disasters may be due to flood, cyclone, earthquake, lightening etc. whereas man-made disasters include major fire, explosion, leakage of toxic
chemicals/gases, civil work collapse, sabotage etc. This disaster may cause loss of human lives and property as well as damage to production and environment.
To control emergency it will require prompt action by the operating staff, the staff of various agencies, emergency teams and outsiders when called for
minimizing the effect of any emergency may be achieved by prompt communication, rescue, evacuation etc.
2. Scope
This plan is Applicable to all activities carried out by BISIL at Constructions site.
The plan is prepared with the primary aim to protect all employees, persons in the vicinity and property, against fire, explosion or other major accident which
might occurs due to natural or man-made disaster.
The success of this plan depends largely upon each individual carrying out his designated duties effectively and promptly.
Considering the number of employees, material, process, and availability of resources, location of site, and this plan is prepared.

An emergency cannot be always prevented but it can be controlled within limits and its effects can be minimized by using the best resources available at the
time.
Emergency planning is a management’s function and it should not be considered in isolation. Management should evaluate the activities, operations and
processes carried out within the works before starting to plan an emergency operation.
A check must be made to ensure that all required steps have already been taken which are included in emergency planning.
Considering our number of employees, materials and processes, availability of resources, location of site, size and complexity of the works, we have prepared
this emergency plan.
In our plan, we have shown the clear instructions without overlap or confusion for all concerned staff members.
(d) To inform workers and the authority about the role to be played by them in the event of emergency.
(f) Effective rescue and treatment of casualties.

In order to understand the effect and damage consequences arising out of abnormal situations which are accepted by all the concerned definitions Government,
Semi-Government bodies and institutions are mentioned here under:
ACCIDENT
An accident is an unplanned event which has a probability of causing personal injury or property damage or both. It may result in physical harm in the shape of
injury or Decease to people, damage to property and loss to the company, a near miss or any combination of these effects.
MAJOR ACCIDENT
A major accident is a sudden, unexpected, unplanned event, resulting from uncontrolled developments during an activity, which causes, or has the potential to
cause serious adverse effects immediate or delayed resulting to death, injuries, poisoning or hospitalization to a number of people.
EMERGENCY
An emergency could be defined as any situation, which presents a threat to safety of persons and/or property. Normally it has expanding nature. It may require
outside help also.

A major emergency occurring at a work is one that may affect several departments within it end or may cause serious injuries, loss of life, and extensive damage
to property or serious disruption outside the works. It will require the use of outside resources to handle it effectively.
Usually the result of a mal function of normal operating procedures, it may also be precipitated by the intervention of an outside agency, such as a severe
electrical storm, flooding, crashed aircraft.
Emergency due to operating conditions such as uncontrolled reactions, small fire, failure of power, and which can be locally handled by Site personnel along
without outside help is not considered as major emergency.
1. HAZARD
Hazard is a physical situation which may cause human injury, damage to property or the environment or some combination of these criteria.
2. RISK
Risk is the likelihood of an undesired event i.e. accident, injury or death occurring with a specified period or under specified circumstance. It may be either a
frequency or a probability depending on the circumstances.

Personal Injuries
In spite of putting best efforts some technical failure or Human error may lead to personal injury at site. Guidelines for actions to be taken in case of personnel
injuries are as under:
Considering the use of combustible materials, electrical cable etc. Guidelines for Actions to be taken in case of Fire take place are as under:
1) Whenever notices fire should shout “Fire, Fire, Fire” to Know others are about fire take place.
2) Inform the persons nearby also inform both contacts Fire Control Room and Security Services by phone.
3) Contact person to provide his your Location Name and E.P. No. and type of fire (if known), stay cool and speak clear.
4) Do not Panic, There is always sufficient time for an emergency telephone call.
5) Use Nearest Portable Fire Extinguisher for Control the Fire, if you know how to operate.
6) Go to the nearest Site Office and try to inform more people for any help.
7) Do not run but Walk and Follow Exit Sign to Safe Evacuation if it is totally safe way.
8) Do not go for collecting Personal goods and Begs.
9) Inform to all the workmen rush to the Designated Assembly Point.
10) Do not put your own Life at Risk in any Circumstances.
11) If the Fire appears too large to tackle with fire extinguishers or available resources, leave it to the Qualified Fire Fighting Services.
12) Leave the Building /Site in an orderly manner to the designated Assembly point.

4. Responsibilities
All Line managers & their team including work force are responsible for complying with this procedure of Emergency Preparedness and Response.
5. Communication System
Communication is the lifeline of Emergency Response plan. When an emergency occurs it is necessary to inform the works emergency controllers, to inform the
site emergency services and affected areas.
Emergency telephone nos., which includes fire Service, Medical Centre, Security Control Room are displayed at Site Office and on the Board at Construction
Zone entry point. Mobile (cell) phones are provided to most of key personnel for using at construction area and at office.

Emergency Exits
Apart from normal exits, Various Emergency Exits have been provided for easy evacuation of employees & rescue operation. Emergency evacuation route is also
marked with sign in the each area of Site.
Medical Arrangements
Company has trained first aider. Understanding with nearby hospitals is made for emergency medical treatment. Nearest First Aid Center is Located in PC (Porta
Cabin) at Construction Site. One Hospital is located in VKNRL with Telephone No-03776 266700, which is 5 kilometers away from the Site. Other hospitals are
situated at Golaghat SKK Civil Hospital with telephone no- 03774 280042

Any person who is observing any abnormal situation like Fire, Explosion, Molten metal splash, Collapse of any structure will immediately inform Head of dept /
Area In-charge of respective plant. Incident informer can be any body.
Incident controller(IC)
Incident controller is the person who is responsible to control the emergency.

Site in Charge
Sr. Engineer Level personnel of our Construction site are selected as Incident Controller.
Always it is seen the incident Controller are available in the city on all days and in absence of one, the other will take over all control.
Incident Controller will assess the situation, and will try to control by internal resources. If the situation is not controllable, he will consult the SMC for declaring
emergency. He will also intimate to any outside help required from the fire brigade, Medical Centre, Security.
His primary duty is to take charge at the scene of the incident. In the initial stage, he may be required to take decisions involving to stop or continue any process
and to take technical decisions to control the incident. Therefore he should have knowledge of entire Construction Site. He should appoint such person for each
shift including holidays. If Incident controller is not available on the site Dy. Incident Controller shall perform the responsibilities of Incident Controller.

6. Direct all operations within the affected area with the following priorities.
a. Secure the safety of personnel.
b. Minimize damage to property and environment.
c. Minimize loss of material.
7. Direct Emergency control actions as well as casualties’ search, rescue etc.
8. Give advice and information as requested to the head of the fire brigade and other emergency services.
9. Brief the site main controller and keep informed of developments.
10. Arrange for Transporting of Casualties, if any.

Project Manager
Usually, Project Manager level persons are of the company is nominated as Site Main Controller (SMC) who has the knowledge of entire Construction Site. The
moment, the message is received S.M.C. are supposed to reach the emergency controller center site either with their vehicle or with alternate transport
arrangement without wasting a single minute.
Respective Incident Controller will carry out above said duties in absence of all Site Main Controllers.
