Chapter 8: Section 8.1 General


This section regulates aspects of fuelͲgas distribution systems, including design,
installation, testing, repair and maintenance. The applicability of this chapter is limited
to the consumer side of the gas supply company’s distribution system.

The code governs all piping and system components from the end point of the gas
supply company’s service line to the supplied appliances and equipment. The point of
delivery is used to determine where this code begins and ends.

Chapter 8: Section 8.1.1 Scope


8.1.1 Scope
8.1.1.1 This Chapter provides the requirements aimed at safeguarding life and property
in nonindustrial gas piping systems for use with fuel gases such as natural gas (NG) and
liquefied petroleum gas (LPG) in the vapour phase used for fuel or lighting purposes in
consumers’ premises.

Typically, for a natural gas system, the gas supply company’s service line terminates at
the service pressure regulator and meter setting. In other words, the code does not
apply to piping and components ahead of the service pressure regulator and meter
setting. LPͲgas storage systems generally remain under the ownership of the gas
supplier, these systems are governed by the code through the reference to NFPA 58.

Scope: Section 8.1.1.2


8.1.1.2 This Chapter does not cover the safety requirements and rules for gas
burning appliances. The requirements of National Fuel Gas Code Ͳ 2009 edition
(NFPAͲ54/ANSI Z223.1) and NFPA 58Ͳ2008 edition and International Fuel Gas CodeͲ
2009 of the USA shall apply for such appliances.

As indicated above in Section 8.1.1.2, the code user will reference other codes for
safe installation of gas burning appliances. We will reference the 2009 edition of the
International Fuel Gas Code with key areas related to piping systems, appliances,
and equipment regarding safe operation of appliances.

Scope: Section 8.1.1.3

8.1.1.3 The requirements of this Chapter do not apply to gas piping systems for
industrial installation and applications.

Understanding the applicability of “Chapter 8 Fuel Gas Supply” provides designers,


contractors, and owners with information regarding whether this code applies to a
given application or not. As stated in Section 8.1.1.3, this Chapter does not apply to
gas piping systems for industrial installation and applications.

8.1.1.4ThisChaptercoverstheaspectsofdesign,fabrication,installation,test,
operation,inspectionandmaintenanceofgaspipingsystemsfromthepointof
deliverytotheconnectionswitheachutilizationdevice.Thepointofdeliveryis
definedinthisChapterastheoutletoftheserviceregulatorortheserviceshutoff
valvewherethereisnometer.

Section 8.1.1.4 indicates the boundaries of gas piping systems of which this
Chapter applies requirements. The code user must understand point of delivery is
defined in this Chapter as the outlet of the service regulator or the service shutoff
valve where there is no meter.

8.1.1.5Pipingsystemscoveredherearelimitedtoamaximumoperatingpressure
of3.45kPa(14inchesofwatercolumnor½psig).

The maximum pressure must not be allowed to exceed 3.45 kPa.


Displayed below is a meter assembly equipped with a service pressure
regulator that can be set to a safe operating pressure after the point of
delivery to the customer’s gas piping system.

8.1.1.5Pipingsystemscoveredherearelimitedtoamaximumoperatingpressure
of3.45kPa(14inchesofwatercolumnor½psig).
An LPͲgas piping system begins at the outlet side of the firstͲstage pressure regulator. The piping between the
firstͲ and secondͲstage (final) regulator is governed by NFPA 58, and the piping downstream of the secondͲ
stage regulator is governed by this code. The firstͲstage pressure regulator reduces the storage container
pressure to 69 kPa (10 pounds per square inch gauge (psig)) or less. And the second stage regulator will
reduce the pressure to not more than 3.45 kPa (14 inches of water column or ½ psig).

8.1.1.6WhileapplyingtheprovisionsofthisChapter,referenceshouldalsobe
madetothemanufacturers'instructions,gassupplycompany'sregulationsand
otherapplicablecodesandstandardslistedinthisChapterorrequiredbythe
authorityhavingjurisdiction.

Manufacturers’ installation instructions are evaluated by the listing agency


verifying compliance with the applicable standard. The listing agency can require
that the manufacturer alter, delete or add information to the instructions as
necessary to achieve compliance with applicable standards and code
requirements.

Manufacturers’ installation instructions are an enforceable extension of the code


and must be available to the code official when an inspection takes place.

andorexplosiveconditionsisrequiredbyturninggasoff.

8.1.3.2NotificationofInterruptedService:Itshallbetheresponsibilityoftheinstalling
agency,whenifthegassupplyistobeturnedoff,tonotifyallaffectedconsumers.

8.1.3.3BeforeTurningGasOff:Beforeturningoffthegastopremisesforthepurpose
ofinstallation,repair,test,inspection,replacementormaintenanceofgaspipingor
appliances,allburnersshallbeturnedoff.Whentwoormoreconsumersareserved
fromthesamesupplysystem,precautionsshallbetakentoensurethatonlysupplyto

8.1.3.8NoSmoking:Whenworkingonpipingwhichcontainsorhascontainedgas,
smokingshallbeprohibited.

Thepotentialregardingtheignitionofgasvaporsbyworkersisofconcernwhile
workingongaspipingandsmokingisspecificallyprohibited.

8.1.3.9HandlingofFlammableLiquids:Flammableliquidsusedbytheinstallershallbe
handledwithproperprecautionsandshallnotbeleftwithinthepremisesfromtheend
ofoneworkingdaytothebeginningofthenext.

8.1.3.10WorkInterruption:Wheninterruptionsinworkoccur,thesystemshallbeleft
inasafeandsatisfactorycondition.

ThisAppendixappliesonlytoworkongassupplysystemsaheadoftheoutletofthemetersetassembly,oroftheserviceregulatorwhen

(a)ServingGasSupplier'sMain
Noperson,unlessintheemployoforauthorizedbythegassupplycompanyshallopenormakeconnectionswithgasmain.

(b)ServingGasPiping
Noperson,unlessintheemployoforauthorizedbythegassupplycompany,shallrepair,alter,openormakeconnectionstothe servicesgas
pipingordoanyotherworkonthepartsofthegassupplysystemuptothemetersetassemblyortheserviceregulatorwhenthereisno
meter.

(c)MeterorServiceRegulatorWhenaMeterisnotprovided
Noperson,unlessintheemployoforauthorizedbythegassupplycompany,shalldisconnecttheinletofthegasmeterorserviceregulator
whenthereisnometer,normovesuchmeterorregulator.Agasfittermaydisconnecttheoutletofsuchameterorregulator fromthehouse
pipingonlywhennecessary.Heshallmakethejointatthemeterorserviceregulatoroutletwhenthereisnometer,carefullyreplacingall

Section 8.1.4 Notification of Completion

Size of Piping to Gas Appliances
8.2.2.1 Gas piping shall be of such size and so installed to ensure adequate supply of
gas to meet the maximum demand without undue pressure drop between the meter,
or service regulator when there is no meter, and the appliance or appliances.

8.2.2.2 The size of gas piping depends upon the following factors:

• 8.2.2.3 Allowable pressure drop from meter or service regulator, when there is no
meter, to appliance
• 8.2.2.4 Maximum gas consumption to be provided
• 8.2.2.5 Length of piping and number of fittings
• 8.2.2.6 Specific gravity of the gas
• 8.2.2.7 Diversity factor

Size of Piping to Gas Appliances
Gas piping systems must be sized to accommodate full simultaneous utilization of all
the appliances in the plan. Any exceptions to this principle must be substantiated
with full documentation in a plan review of a gas piping system. The systems must
contain adequate capacity for anticipated modifications and/or additions of
appliances. The evaluation must be conducted on the completed system as it will be
configured after the appliances are added.

Size of Piping to Gas Appliances
8.2.2.8 The size of each gas piping system shall be determined by standard
engineering methods acceptable to the gas supply company and the Authority.

8.2.2.9 Gas pipes smaller than 12 mm in diameter shall not be used.

Acceptable Piping Materials
8.2.3.1 Piping material shall be one of the materials listed in Table 8.8.1 conforming
to the corresponding standards, or other materials as may be approved by the gas
supply company or the Authority. Cast iron pipe shall not be used.

This section regulates the type of materials permitted to be used for


gas piping.

Because cast-iron pipe is brittle compared to the malleable metals, it


is more likely to fail under stress and therefore is not suitable for
conveying fuel gases.

Note: Verification regarding the use of copper and

hydrogen sulfide per 100 liters gas. Contact the local

AluminumPipe
Aluminum-alloy pipe shall comply with ASTM
B241 except that the use of alloy 5456 is
prohibited. Aluminum-alloy pipe shall be
marked at each end of each length indicating
compliance. Aluminum-alloy pipe shall be
coated to protect against external corrosion
where it is in contact with masonry, plaster or
insulation, or is subject to repeated wettings
by such liquids as water, detergents or
sewage. Aluminum-alloy pipe shall not be
used in exterior locations or underground.

Aluminum pipe is not commonly used for gas service.


Because aluminum is a fairly reactive metal, it corrodes
readily when exposed to a variety of materials
and the environment.

limited to areas that are both outside the

of the potential hazard associated with the use
of a material that has lower resistance to
physical damage and heat compared to

8.2.4.1Gaspipeortubingandfittingsshallbecleanandfreefromcuttingburrsand
defectsinstructureorthreadingandshallbethoroughlybrushedwithchipsandscale
blown.Defectsinpipeortubingorfittingsshallnotberepairedwhendefectivepipe,
tubingorfittingshavebeenidentified.Thedefectivematerialshallbereplaced.

8.2.4.2Pipe,tubing,fittingsandvalvesremovedfromanyexistinginstallationshallnot
beusedagainuntiltheyhavebeenthoroughlycleaned,inspectedandascertainedto
beequivalenttonewmaterial.

Ideally,gaspipeinstallationsshouldbeconstructedof
newmaterials.However,thissectionrecognizesthat
thereareoccasionswhenusedpipingmaterialsmay
beperfectlyacceptableforaninstallationiftheymeeta
numberofverystrictcriteriathatintendtoreducethe
potentialforpoorperformance.

copperpipe.PressͲconnectfittingsthatcomplywithANSILCͲ4areallowedforcopper

industry.

actionofliquidpetroleumgas.

LPͲgascanreactwithsomepipesealantsandthismightalsobethecaseforother
gases,thereforethetextsimplyrequiresthatthesealantbecompatiblewith
whateverisconveyedinthepiping.

performedonlybyaqualifiedinstallingagencyorgasfitter.

8.2.5.2ProtectionofPiping:Pipingshallbeburiedtoaminimumdepthof1mcovered
inamannersoastoprotectthepipingfromphysicaldamage.Itshallbeprotected
fromphysicaldamagewhenitpassesthroughflowerbeds,shrubbedsandothersuch

8.2.5.3ProtectionagainstCorrosion:Gaspipingincontactwithearthorothermaterials
whichwillcorrodethepipingshallbeprotectedagainstcorrosioninanapproved
manner.Whendissimilarmetalsarejoinedunderground,aninsulatingcouplingor
fittingshallbeused.Pipingshallnotbelaidincontactwithcinderorash.

Protective coatings in the form of wrappings, tapes,


enamels, epoxies, sleeves, casings and factory applied
coverings are a common method of isolating
metallic piping materials from the atmosphere or from
the earth in which they are buried. Corrosion can be
caused by soil or construction materials that are in contact
with the pipe.

table for maximum support intervals.

channelsinthefloorsuitablycoveredtoprovideaccesstothepipingwithaminimum
damagetothebuilding.

Piping must not be installed in any


solid concrete or masonry floor
construction. However, gas piping can
be installed within a floor channel with
a removable cover for pipe access.

Installation of Gas Pipes
8.2.5.12Changesindirectionofgaspipeshallbemadebytheuseofapprovedfittings,
factorybendsorfieldbends.Fieldbendsshallbemadebyemployingapproved
proceduresandequipment.

This section permits making changes in direction of gas piping through the
use of pipe fittings compatible with the piping material or, if recommended
by the pipe manufacturer, by bending the pipe.

Installation of Gas Pipes
Pipe must be bent with the appropriate bending tools and materials. Some
materials are not tempered or intended to be bent; therefore, consideration
must be given to choosing the proper materials. Bending tools are designed
to make bends without damaging the pipe. Pipe intended to be bent has a
minimum bend radius which must be observed to avoid damage to the
pipe.

An air supply duct or areas that create a shaft that provides a path for the gas to
travel are considered to be locations where the problem of a gas leak could be
compounded by spreading the gas or any resultant fire throughout the building.
Also, in some locations, the gas piping could be subject to deterioration because of
temperatureorcorrosiveconditionssuchasinairductsorchimneys.
Additionally, piping located in an elevator shaft may be subject to an additional
hazard resulting in mechanical damage to the pipe. Damage from an elevator
impacting the fuel gas piping may not only cause a leak that would allow the gas
to escape and travel up the shaft but may also put any occupants within an
elevator in immediate danger. The elevator codes also intend to prohibit
nonessential piping within elevator shafts.

A pressure test is required after every installation, alteration,


addition or repair to the fuel-gas piping system.
The location of a leak may be difficult to determine, especially if it is
concealed in the building construction. If a leak is found, the leaking
component must be repaired or replaced before the system is
concealed or put into operation.
