Description:

Lynker is seeking a Watershed Restoration and Monitoring Coordinator to advance land-based sources of pollution (LBSP) management priorities in the
U.S. Caribbean. The Watershed Restoration and Monitoring Coordinator selected will provide project management and technical support for both
NOAA’s Coral Reef Conservation Program (CRCP) and NOAA’s Restoration Center (RC).

NOAA’s CRCP and RC work together to reduce threats affecting coral reefs, particularly in U.S. waters, to protect and restore coral reef ecosystem
function. Management of land-based sources of pollution (LBSP) – exacerbated by coastal development, deforestation, agricultural runoff, and oil and
chemical spills – is key to coral reef protection and resilience. NOAA’s CRCP and RC, in collaboration with regional partners, use an integrated watershed
management approach to identify pollutant sources, prioritize and implement management responses, and monitor and adapt management techniques.
NOAA’s CRCP Strategic Plan, establishes strategies, targets, and objectives for the Pollution Pillar to provide a roadmap for prioritizing LBSP
management investments while enhancing potential coral reef conservation outcomes.

Culebra, Puerto Rico is a key watershed for NOAA’s coral reef management, which has made significant progress on LBSP management priorities. In fact,
100% of NOAA’s LBSP management priority actions identified in 2016 have been funded and are projected to be completed by 2025. Simultaneously,
NOAA is leading the development and implementation of a Ridge-to-Reef Monitoring and Evaluation Framework to evaluate success of LBSP
management actions and identify adaptive management needs. To date, individual studies have been funded to track pollutant transport from ridge-to-
reef as LBSP management projects are implemented. The successful applicant will connect the implementation and outcomes of these individual studies
to evaluate the performance of LBSP management from ridge-to-reef on Culebra.

Duties of the Watershed Restoration and Monitoring Coordinator selected will include the Following:

Project management and oversight of existing individual ridge to reef monitoring studies including: development and refinement of study
work plans, technical assistance in study design and refinements, development and tracking of project budgets, etc.

Develop and implement a coordinated data management plan for data collected through the individual studies. This plan should consider
data collection, upload, and sharing methods; establish user requirements to support development of a central data repository; and
collaboration with existing ArcGIS HUB data viewing portal. As appropriate, this duty will support collection and upload of existing project level
data into the central data repository.

In coordination with technical experts, assist in data analyses to inform monitoring/management recommendations including: 1) identify
metrics for tracking progress of LBSP management success from ridge to reef, 2) define input values for watershed modeling, 3) establish
nearshore water quality targets for evaluating performance of LBSP management, 4) identify data gaps and immediate monitoring needs, 5)
make recommendations for long-term cost-effective monitoring approaches (i.e., metrics, locations, frequency, seasonality), etc.

In coordination with technical experts, develop a public-facing reporting tool for viewing data and tracking progress of LBSP management.
To the degree possible, these analyses should integrate the aforementioned data repository and existing data-viewing platforms (i.e., ArcGIS
HUB) with automated analyses.

Develop reports and/or presentations to communicate monitoring and evaluation results to a variety of stakeholders including citizen
scientists, community environmental leaders, LBSP management practitioners, professional scientists, Local/Jurisdictional/Federal natural
resource agency staff, and NOAA leadership.

Culebra community engagement and training to enhance local capacity for long-term monitoring. Coordination with key community leaders
to identify opportunities for integrating citizen science into community training, education, and capacity building initiatives. Support is also
needed to provide technical training of citizens and NOAA contract staff (i.e. Protectores de Cuenca) to ensure consistency across studies.

Identification of Culebra Monitoring and Evaluation funding priorities. This will require coordination with Culebra community leaders, NOAA
LBSP management contract staff (i.e. Horsley Witten Group, Protectores de Cuencas), NOAA’s RC and CRCP LBSP pillar lead, and external
Subject Matter Experts to identify priority next steps for evaluating LBSP management success on Culebra. Ideally, this task will identify short-
term and long-term funding needed to continue to track progress of LBSP management success over time and inform adaptive management
needs.

Assist in watershed planning and project implementation in other locations in the U.S. Caribbean. In particular, this position will assist NOAA
partners with LBSP management planning and implementation in St. Croix East End Marine Park, USVI.

Participate in NOAA RC and CRCP team meetings as requested. At a minimum, this will include weekly staff meetings with the RC Southeast
Regional team and bi-weekly meetings with the RC Caribbean Sub-regional meetings.

Requirements:

The Watershed Restoration and Monitoring Coordinator Selected Should Meet the Following Minimum Requirements:

Master’s degree in environmental sciences, marine science, coastal management, or related field AND 3+ years of related experience
(Equivalent Qualifications: Associate Degree AND 7+ years of experience, OR Bachelors AND 5+ years of experience, OR PhD. AND 1+ years
of experience)

Proven ability to manage multiple projects at the same time

Strong organizational skills

Strong written and verbal communication skills

Demonstrated ability to solve problems independently

Demonstrated ability to develop creative solutions to problems

Self-starter with ability to work in a team environment

Demonstrated ability to build relationships with management, colleagues, and external partners

Technical writing skill and ability to synthesize technical information

Spanish fluency

The Ideal Watershed Restoration and Monitoring Coordinator will have the Following:

Watershed and water quality monitoring experience

Experience with water quality management including erosion control and/or stormwater management techniques

Experience working with state, territorial, and federal agencies, tribes, academia, and nongovernmental organizations

Experience developing and tracking project milestones and strategic planning

Experience with watershed modeling
