RESOLUTION NO. 006 Series of 2020

“A RESOLUTION ENJOINING THE HONORABLE MEMBERS OF THE SANGGUNIANG BARANGAY

OF PURO, AROROY MASBATE TO SUPPORT THE ANNUAL BRIGADA ESKWELA PROGRAM OF
THE DEPARTMENT OF EDUCATION, PURO ELEMENTARY SCHOOL BY EXTENDING ANY
NECESSARY ASSISTANCE FOR THE CONDUCT OF THE ANNUAL BRIGADA ESKWELA
PROGRAM.

WHEREAS, on 9 March 2020, President Rodrigo Duterte issued Proclamation No. 922 which
declared a State of Public Health Emergency throughout the Philippines due to the Corona Virus
Disease 2019 (COVID-19) and raised the Code Alert System for COVID-19 to Code Red Sub-Level 2
in accordance with the recommendation of the Department of Health and the Inter-Agency Task
Force for Emerging Infectious Diseases (IATF-EID). Further, the President likewise issued
Presidential Proclamation No. 929, series of 2020 declaring a state of calamity throughout the
Philippines due to Covid-19;

WHEREAS, under Section 5.1.1 of DILG Memorandum Circular No. 2020-062 entitled as
Suppletory LGU Guidelines on the Implementation of Enhanced Community Quarantine in Luzon,
and State of Public Health Emergency in Other Parts of the Country due to COVID-19 Threat, “all
LGUs are charged with the promotion of health and safety within their jurisdiction. As such, they
are to take the lead in the intervention and control of the spread of COVID-19 at the local level.;

WHEREAS, one of the most affected social sector is education, evident in the struggles of the
Department of Education gin gearing schools through the Brigada Eskwela 2020 for the opening of
classes this school year;

WHEREAS, the Brigada Eskwela is the logical extension of Republic Act 8525 otherwise known
as the “Adopt-A-School Program Act”, which provides a structured pathway for partnership between
schools and the community;”

WHEREAS, there is a need to provide assistance to schools for their Brigada Eskwela which is
currently anchored on establishing minimum health protocols and provision of modules for distance
education learning, among other things;

WHEREAS, this support to schools will cement the partnership of the Department of
Education- Puro Elementary School with the Barangay Government Unit of Puro through its
legislative arm, the Sangguniang Barangay of Puro;

WHEREAS, during an informal discussion between this barangay and the Puro Elementary
School, members of the Sangguniang Barangay have agreed to extend whatever support necessary
for the successful implementation of the Brigada Eskwela 2021, including production of modules
and the procurement of other needed learning materials;

WHEREAS, on motion of Hon. Maribel L. Calip, duly seconded by Hon. Edwin L. Cadiz and
concurred in by all present, it is;

RESOLVED, as it is hereby resolved, to enjoin the Honorable Members of the Sangguniang

Barangay of Barangay Puro, to support the Annual Brigada Eskwela Program of the Puro
Elementary School by extending necessary assistance for the successful implementation of the
Brigada Eskwela.

RESOLVED FINALLY, that a copy of this resolution be forwarded to the Punong Barangay, the
Barangay Treasurer and to furnish copy to the PURO ELEMENTARY SCHOOL and other concerned
agencies for their information and appropriate action;

UNANIMOUSLY APPROVED this 6TH day of APRIL 2020.
