Sub.: Submitting false information in order to seek Police

Clearance for issuance of Passport and thereafter, Police
Character Certificate (PCC) and thereby cheating the
Police Officers for personal benefit.

Respected Sir,

With reference to the above subject; I hereby make complaint against

four persons, which are as under :

1) Shri. Mohammed Shakil Naqi Khan @ Shakeel Haider Naki Mohammad

Shaikh, R/at. 1631, Flat No. 103, Azmi Manzil, 1ST Floor, Gaibi Nagar,
Bhiwandi, Dist. Thane, Maharashtra State – 421302 :-

a) That he has got passport bearing No. M6301293 issued at Lucknow in the
name of Mohammed Shakil Naqi Khan by showing place of birth as :
Azamgarh, Uttar Pradesh and the address mentioned was Village Alariha,
Post Mahul, Azamgarh, Uttar Pradesh – 223225 vide file No.
LK4078139971014.

b) The details of the previously held passport is also mentioned bearing No.
Z1256918 dated 02/06/2004, which was issued at Dubai.

c) The details in regard to date of birth provided by him shows his Date of
Birth as 04/06/1959.
 d) Now, if his Aadhaar Card bearing No. 8260-1417-3158 and Pan Card
bearing No. EDCPS4250P, the name mentioned is Shakeel Haider Naki
Mohammad Shaikh and the date of birth mentioned is 19/04/1970.

e) That by going through the above details, it is crystal clear that the passport
prepared by him at India, thereafter at Dubai and then at Lucknow, India
was issued on the basis of false documents and the said person has played
with the passport machinery as well as the police machinery in general.

f) That these details were informed to the concerned Regional Passport

Officer, Lucknow, Uttar Pradesh – 226010, but, he specifically denied to
take any complaint and stated that the passport was issued on the basis of
the report of the concerned District Police Chief, i.e., Superintendent of
Police, Azamgarh and the complaint regarding this can be made to him.

g) That thereafter, a complaint was preferred bearing Jansunwai No.

40019122018804, in which, the concerned Asst. Police Inspector, Vijay
Narayan Pandey failed and neglected to understand the complaint since it
was in English and thereby didn’t conduct proper inquiry and only stressed
upon the date of birth, but, failed to carry out proper investigation and he
closed the said complaint on 17/07/2022.

h) Furthermore, the name of wife is mentioned in the Passport is “Qaiser

Banu” whereas the real name of the wife is “Kishwar Bano” and the name
mentioned in her Voter ID bearing No. BRL2314367 is “Kajmi Bano”.

2) Shri. Shaikh Md Naqi Md Shakeel @ Shaikh Mohammad Naqi

Mohammad Shakeel, R/at. 1631, Flat No. 103, Azmi Manzil, 1ST Floor,
Gaibi Nagar, Bhiwandi, Dist. Thane, Maharashtra State – 421302 :-

a) That he has got passport bearing No. V3941682 issued at Mumbai in his
name vide file No. BO4065026030620, which was dispatched from the
Regional Passport Authority, Mumbai vide Postal Acknowledgement No.
PP240974005 dated 11/10/2021.

b) Now, if his Aadhaar Card bearing No. 3354 – 1417 – 7440 is perused, then
the address submitted during the police verification bears “245/02, Azmi
 Manzil, 1st Floor, Gaibi Nagar, Bhiwandi, Thane, Maharashtra – 421302.”.
Whereas if ration card bearing No. SAA 255245 / 272009653694, the
address mentioned is “Ansar Nagar, Shanti Nagar, Above Bhandari &
Sons, H. No. 245, Bhiwandi”. Whereas the light/electric bill is perused
then it bears H. No. 1730/3, Nagaon I, Nr. Jalaram Saw Mill, Bhiwandi
and stands in the name of Naseembano Amjadali Ansari. Whereas the
house tax receipt is perused, It bears the H. No. 1631/(o-gS) bearing
Consumer ID No. 2017BNCMCP115462 and stands in the name of Wasik
Haider Mohd. Jaki Shaikh. Whereas the Passbook submitted by him of the
Union Bank of India bears the address “245/02, Azmi Manzil, 1ST Floor,
Gaibi Nagar, Bhiwandi”.

c) That if we see the above documents, it can be clearly chalked out that the
passport issued is based upon false documents with different house
numbers and / or addresses and therefore, inquiry is to be conducted and
the Passport is to be cancelled with immediate effect by preferring a letter
for cancellation of Passport at the Regional Passport Office, Mumbai.

3) Shri. Shaikh Taqi Shakeel Haider, R/at. 1631, Flat No. 103, Azmi Manzil,
1ST Floor, Gaibi Nagar, Bhiwandi, Dist. Thane, Maharashtra State –
421302 :-

a) That he has got passport bearing No. W1658936 issued at Mumbai in his
name vide file No. BO05C4032124822, which was dispatched vide Postal
Acknowledgement No. PP245944629IN dated 10/06/2022 and received by
him on 13/06/2022.

b) Now, if his Aadhaar Card bearing No. 3787 – 0236 – 7860 is perused, then
the address submitted during the police verification bears “1631, Flat No.
103, Azmi Manzil, 1ST Floor, Gaibi Nagar, Bhiwandi, Thane, Maharashtra
– 421302”. Whereas if ration card bearing No. SAA 255245 /
272009653694, the address mentioned is “Ansar Nagar, Shanti Nagar,
Above Bhandari & Sons, H. No. 245, Bhiwandi”. Whereas the
light/electric bill is perused then it bears H. No. 1730/3, Nagaon I, Nr.
Jalaram Saw Mill, Bhiwandi and stands in the name of Naseembano
Amjadali Ansari. Whereas the house tax receipt is perused, It bears the H.
No. 1631/(o-gS) bearing Consumer ID No. 2017BNCMCP115462 and
 stands in the name of Wasik Haider Mohd. Jaki Shaikh. Whereas the
Passbook submitted by him of the Union Bank of India bears the address
“245/02, Azmi Manzil, 1ST Floor, Gaibi Nagar, Bhiwandi”.

c) That if we see the above documents, it can be clearly chalked out that the
passport issued is based upon false documents with different house
numbers and / or addresses and therefore, inquiry is to be conducted and
the Passport is to be cancelled with immediate effect by preferring a letter
for cancellation of Passport at the Regional Passport Office, Mumbai.

4) Shri. Haider Ali Taiyab Hasan Khan, R/at. Bilal Nagar, Shanti Nagar,
Near Simran Tailor, Bhiwandi, Thane and / or House No. 621/0, Simran
Tailor, Bilal Nagar, Shanti Nagar, Bhiwandi Dist. Thane, Maharashtra
State – 421302 :-

d) That he has got passport bearing No. V8896202 issued at Mumbai in his
name vide file No. B04066080440022, which was dispatched vide Postal
Acknowledgement No. PP244067681IN dated 15/03/2022.

e) Now, if his Aadhaar Card bearing No. 3035 – 1239 – 6293 is perused, then
the address submitted during the police verification bears “Bilal Nagar,
Shanti Nagar, Near Simran Tailor, Bhiwandi, Thane, Maharashtra –
421302” and after the concerned officer directed him to add the house
number, he got the same added vide URN No. S1322313091000 dated
17/02/2022 and the address was changed to “House No. 621/0, Near
Simran Tailor, Bilal Nagar, Shanti Nagar, Bhiwandi, Dist. Thane -
421302”. Whereas the said property is a rented property and the owner of
the same is not residing at Bhiwandi and currently abroad and therefore,
No Objection Certificate was not issued by him and for which, Light /
Electric Bill and House Tax Receipt was submitted but without the NOC
of the owner, the Police Verification cannot be cleared, but, due to
blessings of some of the political persons and illegal gratification, the
police verification was cleared.

f) Furthermore, he also preferred an application for PCC vide Application

Reference No. (ARN) 22-0005505428 and the same was returned back for
adverse remarks and currently under the review of the Regional Passport
 Officer, Mumbai and if the said PCC application cannot be cleared then
how come, the passport got issued is a big question altogether and hence,
there is necessity to conduct an inquiry in the issue.

g) That if we see the above documents, it can be clearly chalked out that the
passport issued is based upon false documents and therefore, inquiry is to
be conducted and the Passport is to be cancelled with immediate effect by
preferring a letter for cancellation of Passport at the Regional Passport
Office, Mumbai.

That, I have brought the above facts in the knowledge of the concerned
officers vide the Prime Minister’s Grievance Portal, but, of no use. Hence, the
complainant remains with no other option but to knock the door of you, the above
authority and hence, this complaint.

It is therefore prays that the action be taken against the above persons for
providing false information in order to get the passport issued and F. I. R. be lodged
against them and they be put behind the bars for the offence they have committed,
in the interest of justice.
