BRUNSWICK COUNTY ADMINISTRATION BRUNSWICK COUNTY GOVERNMENT CENTER DAVID R. SANDIFER COUNTY ADMINISTRATION BUILDING 30 GOVERNMENT CENTER DRIVE, NE MAILING ADDRESS: BOLIVIA, NORTH CAROLINA 28422 ‘TELEPHONE Post OFFICE BOX 249 (910) 253-2000 BOLIVIA, NORTH CAROLINA 28422 (800) 442-7033, FAX, (910) 253-2413, October 13, 2022 Mr. Edward Conrow Emergency Services Director Mr. Conrow, This letter communicates my decision concerning the recommendation for disciplinary action due to failure in job-related personal conduct. Your failure in job-related personal conduct is outlined in the Brunswick County Personnel Manual Section Il, Policy #250, Section 1.1.8 Falsification of records. Until October 3, 2022, you have been signing off on your bi-weekly timecard through Kronos. It was discovered that there have been multiple occurrences when you have been out of the office on leave for personal reasons, and you have not utilized accrued leave to account for your time on these days. Your timecard for the following dates does not have any leave coded; however, you were out of the office on leave: August S* and 8°; September 215, 22", and 23° This is falsification of records and a failure in personal conduct. ‘A pre-dismissal conference was conducted on October 10, 2022. You, Melanie Turrise, Human Resources Director, and 1 were the only people present at the conference. The recommendation letter cited recent ‘occurrences; however, as we discussed during the conterence, there are other dates during calendar year 2022 that you have been out of the office for personal leave (not related to sick leave) and yet there has been no vacation or petty leave used for the entire calendar year. While you may have a timekeeper to assist in the preparation of your timecards, there is no record of your requests to use vacation or peity leave and you validated that your timecard was accurate each payroll Based on my review of al information available, including your input during the pre-dismissal conference, I have decided to terminate your employment with Brunswick County effective October 13, 2022. My decision is based ‘on your failure in job-related personal conduct, as detailed above, Please arrange to return any Brunswick County property, including uniforms and keys, as soon as possible but no later than October 20, 2022. You have the right to appeal this action. A copy of the Brunswick County Appeal/Adverse Action Procedure is, enclosed, If you have questions about your appeal rights, you may contact Melanie Turrise, Human Resource Director at (910) 253-2003. This termination letter becomes public record once this process is finalized. If you ‘ould like to participate in a name-clearing hearing, you must do so by filing a written request to Melanie Turrise within five (5) days of the completion of the process.
