PROJECT PROPOSAL FOR THE

DISTRIBUTION OF FREE-RANGE CHICKEN AND FEEDS

B. PROGRAM DESCRIPTION

A. DISTRIBUTION OF FREE-RANGE CHICKENS.

Raising chicken is an integral part of the framing system of the Filipino


farmers
as they serve as one of the sources of eggs and meat. The program aims to distribute
chickens to profiled beneficiaries from the different barangays of the municipality. The
chickens will be raised under the free-range system of management wherein chicken
are allowed to forage and look for their own food.

B. DISTRIBUTION OF FEEDS.

Animal feeds play an important part in the food chain and the composition and
quality of the livestock products (milk, meat, and eggs) that people consume. It
promotes the well-being of the

C. RATIONALE

The Municipality of Sabangan through the different livelihood programs aim to help
improve the quality of life of its constituents by providing them with access to livelihood
opportunities. It also aims to generate employment among different households towards
economic stability.

D. OBJECTIVES

The Municipality has the following specific objectives:


1. To identify beneficiaries from the list of profiled proponents from the
conducted Farmer’s Congress.

2. To ensure availability, accessibility, and affordability of meat and eggs in


the different barangays of the municipality.

3. To enable the household beneficiaries to produce their own food and have
the opportunity to raise additional income for their family.

E. IMPLEMENTATION MECHANISMS

1. Project Beneficiaries Identification

The beneficiaries shall be consolidated from the list of profiled proponents from the
Farmer’s Congress. The proponent should request thirty (30) chickens to raise in
order to qualify as a beneficiary. Since this livelihood aims , one will be able to make
this as an income-generating activity when the number of requested chickens is fo

Role of MLGU, Target Beneficiaries and Other Stakeholders

a. Designate a Focal Person in the initial assessment of potential beneficiaries.


b. Coordinate with the potential beneficiaries;
c. Endorse potential beneficiaries to financing programs or other services of
national agencies;
d. Invite beneficiaries to capacity building interventions of DSWD and other
agencies;
e. Provide a venue for capacity building activities;
f. Suggest appropriate interventions to affected individuals.
g. Facilitate trainings for affected individuals;
h. Adhere to the established guidelines in the use of fund received;
i. Coordinate with the MLGU and DSWD after the implementation of livelihood
assistance.

The identified beneficiaries have the least capacities to recover from


economic losses and in critical need of alternative source of income to cope up with
the effect of ECQ and to continuously manage the subsequent consequences of the
pandemic. The target beneficiaries also havethese existing business and livelihoods
which was only discontinued by the pandemic.

The following are the identified beneficiaries:

In general, the LGU assessed the affected livelihoods based on the following
criteria:
1. The existence of the business through issued business permits by the LGU, if not
registered business, through assessment by the Focal Person. First
consideration was the business with small capital and the capacity of these
business to source out resources during the quarantine;
2. The existence of the livelihood prior to the imposition of community quarantine
and the scope of these livelihood;
3. The capacity of the identified business and livelihood to operate and implement
livelihood assistance after the receipt of the amount; and
4. The impact of the ECQ to the existing business/ livelihood where all of the
identified recipients need fund to replenish their capital or to venture into an
alternative source of income.

2. Project Implementation

The following are the detailed implementation procedures:

a. Release of chickens and feeds to the identified beneficiaries on a designated


site. This is to be done by personnel of the Mayor’s Office in coordination with
Office of the Municipal Agriculturist (OMAG).
b. Orientation of beneficiaries regarding project implementation to be conducted by
OMAG before the release.
c. Recipients are expected to produce eggs after five (5) months of .
d. The MLGU shall monitor the recipients during the operation and implementation
of the project; and
e. The BLGU shall render assistance to the beneficiaries.

4. Project Monitoring

The project will be jointly monitored by the Office of the Municipal Mayor and
OMAG to ensure that the project will be operational and will be sustained by the
recipients, and to recommend possible improvements of the project.

F. INSTITUTIONAL ARRANGEMENTS

The roles and responsibilities of the following offices from the planning to the
monitoring of livelihood projects are as follows:

1. Office of the Municipal Mayor

a. Designate a Focal Person for possible identification of beneficiaries and to


assist in the implementation of the program;
b. Coordinate with the identified beneficiaries thru the Focal Person to assist
the identified beneficiaries in facilitating the livelihood projects;
c. Help identity capacity building needs of both entrepreneurs and workers;
d. Identify market for business engaged in food processing and vegetable
farming; and
e. Facilitate participation of small and micro business and beneficiaries to
trainings.

2. Office of the Municipal Agriculturist

a. Assist the MLGU thru the Focal Person for possible identification of
potential beneficiaries;
b. Refer / endorse potential beneficiaries of financing programs to the MLGU;
c. Invite entrepreneurs and workers to capacity building interventions of
DSWD and other agencies;
d. Provide a venue for capacity building activities to beneficiaries;
e. Suggest small and micro business that may be provided with the
appropriate interventions; and
f. Suggest other individuals that may be provided with the appropriate
interventions.

G. BUDGETARY REQUIREMENTS

The amount of TWO HUNDRED TWENTY FIVE THOUSAND PESOS


(P 225,000.00) is thetotal budgetary requirement and the amount requested for the
project from the DSWD fund under its Livelihood Assistance Grants (LAG). The fund
may be augmented to support additional individuals whose business and livelihood is
affected by the pandemic.
