1.0 Purpose
The general purpose is to ensure that a Safe System of Work (SSOW) applies to the risks associated with
the installation of floodlights, cables and panelboard. Each activity has been carefully considered and
appropriate controls implemented. The specific purpose of this Method Statement is to describe the
procedure of the installation in order to reduce or totally avoid incidents which will cause fatality, injury,
delays and additional cost.

2.0 Objective
This method statement is critical to the health, safety and environment (HSE) of the activity it relates to. It
is to be followed and adhered, any deviation or changes must be first authorized by the Client, Project
Manager and HSE Manager.

3.0 Scope
We Sham General Services will be remove the old MH flood lights, install new LED flood lights, steel
headframe and supports, electric cables and panelboards to enclose the LED controllers/drivers.

4.0 Procedures
A. LIFTING OF MATERIALS
The materials to lifted are LED Flood Lights and Head Frames each weighing 15kg to 30kg. It will be lifted
one piece at a time. The task will be done using rope manually pulled up to the existing platform on top of
the 15m high light pole.

1. Barricade the area of work, provide safety signs were necessary.


2. Check that the ropes are in good condition.
3. Each worker involve in this task are safety oriented.
4. Workers to wear complete PPE with hand gloves.
5. Inspect that the path for lifting and lowering the materials are not obstructed.
6. The existing MH Flood lights (6 nos. 10kg each), after removal, will be individually lowered to the
ground.
7. The new LED Flood light (7 nos. 27kg each) will be individually lifted to the platform.
8. Guided by handling ropes if necessary, so that the load will not swing.
9. No personnel should stand under the area of lifting.
10. Task lights are provided during night operation.

B. LED FLOOD LIGHT INSTALLATION


1. Installation works shall be carried out only to the latest revision approved shop drawings.
2. The Site Engineer (Electrical) has to ensure that all the lighting fixtures are received at the site are
according to the Client approved lighting design and are properly stored safely in a temporary area.
3. Ensure all finishing works in all related areas are completed for the area of installation and
released/cleared by the Civil Team to proceed with the installation of lighting fixtures.
4. Lighting fixtures installed in exposed external areas shall be of weatherproof type.
5. Lighting fixtures are to be installed inline and parallel with another line of fixtures as per approved
shop drawings.
6. Heavy lighting fixtures shall be supported by Head Frames which are fabricated according to
approved drawings and structurally checked. Installation should be executed with HSE
recommended procedures.
7. All lighting fixtures shall be connected with earthing cable.
8. Before fixing lamps, all lighting fixtures are to be cleaned. Make sure that glass lenses, diffusers and
reflectors are free of oily fingerprints.
9. Gloves shall be used in light fitting installation works.

10. Correct lamp drivers/ballasts are to be installed for the lighting fixtures.
11. Before installation all wires should be tested for continuity and insulation resistance. Test Reports
should be submitted to Engineers for approval and records shall be maintained.
12. LED Drivers Should be installed in a weatherproof enclosure with ample space for cables/wires to
run and enough space for ventilation. Should requirement arise ventilation fans with louvers will be
provide for supplementary cooling.
13. LED Floodlights shall be tested according to manufacture guidelines and Client specified procedure.
Report to be recorded and officially submitted to the Client.

C. ELECTRIC CABLE INSTALLATION


1. Ensure all the relevant current / approved shop drawings are available with the installation team.
2. Handle the cable drums as recommended by the manufacturer for cable drum handling.
3. Check the cable drum for any damage during transportation. If any damage is found, test the cable
for continuity and insulation resistance before installation with 500V Megger on (0-600V) cable (as
required).
4. Check and ensure the cable support system throughout the cable route is completed and free from
damage or sharp edges.
5. Identify the designated cable drum for cable pulling and raise the cable drum above the ground level
with a cable jack to unwind the cables to the pulling direction.
6. Pull the cable manually from one feeder end to the other end.
7. Ensure no undue stress is applied to the cable which may damage the cable and its functionality.
8. Approved pulling tension by the manufacturer to be followed.
9. Leave enough length of cables at both ends for termination and cut.
10. After pulling the cable check for mechanical damage, if any major damage is found replace the
cable with a new one.
11. Dress the cable with necessary cable ties of an approved type and make (every half meter) and
twisting and sharp bends of cables shall not be allowed.
12. If necessary, mark each cable using masking tape and permanent marker to facilitate during the
testing and termination.
13. The cable bending radius should be less than 8 times the cable diameter in line with the
Manufacturer's recommendation.
14. Cable pulling, termination & crimping shall be done as per the cables method statement.
15. Termination of cables shall be done using approved material submittal for cable glands and lugs.
Glanding and connections should be done only by competent technicians and electricians under the
supervision of an electrical site Engineer.

D. ELECTRICAL PANEL INSTALLATION


1. Ensure the work area is ready and safe to start the installation.
2. Ensure the installation are carried out following manufacturer's installation recommendations, the
requirement of applicable standards, and following recognized industrial practices and specified in
project specification to ensure that installation complies with requirements.
3. Before starting the installation, refer to the approved shop drawings related to the area of installation
and ensure that required materials are available at the site as per approved material submittal.

4. Ensure the materials are stored properly and there is no mark of damage or deformity of any kind
before installing the matrials.
5. Mark in the back plate location of the LED Drivers, DIN rails, terminal blocks, MCCB and slotted
PVC wire trunking as per approved shop drawings and install accordingly.
6. Drill the holes and punch the knock-outs. Remove sharp edges using deburring tool or file. Provide
grommet to protect the cables from damaged. Cover unused holes and knock-outs with rubber seals.
7. Panel doors and ground bar shall be supplied with proper earthing connections as consistent with
authorized shop drawings.
8. The whole panel assemble shall be erected on concrete pedestal as specified in the approved shop
drawings, using anchor bolts.

5.0 Quality of Installation


Quality of installation and materials at the site will be ensured by the project team consisting of a Project
Manager, Project Engineers, QA/QC engineer and the Site Supervisor. All the installation at the project will
be according to the project specification. applicable standards. All installation work shall factually adopt and
carry out as per Client's Health, Safety and Environment recommendations for handling of the materials. Sub-
Contractor shall ensure that all workers are aware of the applicable HSE requirements.

6.0 Risk Assessment


Before proceedings to any flood light installation works, risk hazard identification to be conducted for the
particular operation. This is required to be done for every activity. If a series of similar operations are to be
undertaken one RA may be sufficient, but check carefully that something critical has not changed, for
example, if the size and/or weight, size and quantity of the items is much greater than for the previous similar
task, then a new RA will need to be undertaken.
This method statement provides a generic safe system of work for flood lights installations, but the specific
hazards of the work, as determined by the risk assessment, will have to be added if not already covered here.

7.0 Equipment
Before any operation, ensure that the relevant safety checks have been undertaken on the equipment and any
other tools being used:

8.0 Qualifications, Experiences and Information


● The Project Engineer will supervise the entire flood light installations. Both Site Manager/Project Engineer
must be experienced in the whole operation. For every major task, one competent person must be assigned and
take accountability for the Risk Assessment/Hazard Identification and give instructions to the workers.
● Only qualified and trained workers shall be allowed to use mechanical tools and equipment.
● After Risk Assessment/Hazard Identification has been accomplished and details mentioned in this method
statement, all workers involved in the operation will be inducted on the work; given details of the Risk
Assessment & Method Statement (RAMS), and any other information they require.

9.0 Health and Safety Hazards


Before commencing any lifting, moving work, the team shall strictly follow as per Client’s Health Safety &
Environment recommendations for handling and use of the materials and ensure all involved personnel shall
be aware of the same. The general safety guidelines are given below:
1. Ensure the work area is safe & clean.
2. All employees shall adopt safe working practices.
3. Safety equipment (Safety helmet, safety shoes, coveralls, gloves, goggles, face mask as applicable) to be
worn at all times.
4. When working at a high level, the appropriate safety harness shall be used and secured whilst working-extra
care shall be taken whilst using tools at a high level to prevent dropping.
5. Ensure that egress through monkey ladder is not obstructed/blocked at all times while workers are preforming
tasks above on the platform.
6. Ensure sufficient lighting is available during night shift of installation & testing.
7. Report all accidents no matter how small to the HSE Officer on duty.
8. Ensure any electrical isolation permit is obtained if required, for installation any electrical equipment, panel,
cable, wires and accessories.

10.0 Responsibilities
Project Manager
• Project Manager shall be responsible for overall project execution.
• He will coordinate with the client and head office.
• He is responsible for progress monitoring, attending review meetings and resource management.
• Overall, he will be responsible for the timely completion of the project following all contractual requirements.

Project Engineer
• Ensure that Flood Light installation are carried out according to the specifications and approved method
statement.
• Provision of all necessary information and distribution of responsibilities to site team in consultation with the
Site Supervisor.
• The work progress is monitored following the required program and reports through the Site Supervisor.

• The implementation of any request that might be raised by the Client.


• Allocation of manpower, materials and equipment in consultation with Site Supervisor also monitoring their
timely supply to the site.

Site Supervisor
• The carrying-out the work and the proper distribution of all the available resources in coordination with the
Project Engineer.
• Daily reports of the works are implemented and achieved. Coordinated with Project Engineer for future
planning with the Project Manager.
• Incorporate all the QC and Safety requirements as requested by the concerned Engineer.
• Meeting with any type of unforeseen incident or requirement.
