RE: Conduct at the 2022 CSAC Annual Meeting

Supervisor Hewitt:

As the voice of 58 Counties representing county government and an employer, we have an


obligation and responsibility to address issues that impact both CSAC employees or attendees at
any of our conferences, convenings, or annual meetings.

It has been brought to my attention that on the final night of the Annual Meeting, you made comments, jokes,
and other remarks that were disparaging of other Supervisors and made generalized jokes regarding individuals
with physical disabilities, sexual orientation, and jokes or statements with racial undertones.

No matter the intention behind these types of remarks, CSAC takes these comments very seriously and must
address issues that create a discriminatory, hostile, or harassing environment. As a supervisor, you hold a
position of authority, which can limit the ability of others to feel empowered to stop, address, or walk away
from these types of behaviors.

After internal discussions and as a result of these actions, we have made the determination that you are no
longer allowed to attend CSAC-sponsored conferences, convenings, or annual meetings.

If you feel this determination is improper, please send a written reply by December 21, 2022, to Jennifer
Henning, CSAC General Counsel at JHenning@counties.org or to the physical address listed below. Any final
determination is unappealable.
