Okay so let’s start by citing the Case- the case of Roberto Eusebio vs Civil Service Commission January

Facts of the case: Noong February 01, 2008, etong si Eusebio, Mayor ng Pasig City before, inappoint
etong si diplomat Rosalina V. Tirona as President of the Pamantasan ng Lungsod ng Pasig
(PLP) for a four (4)-year term
So meaning from appoinment year 2008 hanggang 2012 para saktong 4 years
Etong appointment nato ay inapprobahan ng CSC
Year 2010 kung saan nagkaroon ulit ng eleksyon, tumakbo ulit etong si Eusebio as Mayor ulit.
nanalo tas nare elect
Upon his re election, nag issue ngayon etong si mayor ng Memorandum ng lahat ng City chiefs
ng office, kasali si Tirona ay mag tender na ng resignation. Pinapagresign na lahat.
Aba syempre nd pumayag etong di Tirona sabi nd pwede
So ang ginawa ngayon ni Mayor gumawa sa ng letter na terminated na si Tirona as PLP
President and declared the position vacant. Sabi nya matanda kana 70 year old kana nga e,
magcompulsory retirement kana

Aba syempre etong si Tirona masakit ung loob, kaya ang ginawa nagfile sya ngayon ng case for
illegal dismissal against Mayor Eusebio before the Civil Service Commission
Upon investigation by the CSC, nagpagalaman ngang my illegal dismissal na nangyari, diba
nga dapat hanggang 2012 pa itong si Tirona pero tinerminate na sya year 2010
Kaya ang sabi ng CSC, Mayor merong illegal dismissal na nangyari kc tinermite mo yang si
Tirona year 2010 e dapat hanggang 2012. So ang gawin mo Mayor ireinstate mo yan.
So eto namang si Mayor imbes na reinstate eyong si Tirona nag file ng Motion for
Reconsideration, e deny ng CSC
Kaya ang ginawa nagfile ng appeal sa Court of Appeals. While pending nd parin nirereinstate
etong si Tirona, e etong si CA nd naman nag issue ng injunction relief or restraining order to
enjoin the reinstatement
Kaya ngayon nagalit etong si CSC, kaya kinusuhan ngayon eyong si Mayor ng indirect
contempt.
