CITY ORDINANCE NO. 879

January 23, 2019

AN ORDINANCE AMENDING CITY ORDINANCE NO. 08-14-673, SERIES OF 2014,

KNOWN AS "AN ORDINANCE CREATING THE MICRO, SMALL AND MEDIUM
ENTERPRISE DEVELOPMENT (MSMED) COUNCIL OF BACOLOD CITY, PROVIDING
FUNDS THEREFOR AND FOR SUCH PURPOSES RELATED THERETO.

WHEREAS , the Sangguniang Panlungsod of Bacolod has already approved City

Ordinance No. 08-14-673, Series of 2004;

WHEREAS , the Department of Interior and Local Government issued Memorandum

Circular 2010-113 which enjoins cities to designate a Local Economic and Investment
Promotion Officer (LEIPO) , to provide oversight on matters related to investments in the
locality;

WHEREAS , it is necessary to include the Local Investment and Promotions Officer as a

member of the MSMED Council in order to effectively implement the intent and purposes of City
Ordinance No. 08-14-673.

NOW THEREFORE, BE IT ORDAINED as it is hereby ORDAINED by the Sangguniang

Panlungsod in session assembled, that:

Section 1. Article 3 of City Ordinance No. 08-14-673, Series of 2014, which reads:

Article 3. CREATION OF THE BACOLOD MICRO, SMALL AND MEDIUM

ENTERPRISE DEVELOPMENT (BMSMED) COUNCIL. The City of Bacolod shall create its
own Bacolod Micro, Small and Medium Enterprise Development (MSMED) Council to be
composed of the following :

Chairman Mayor

Vice Chairman Private Sector Representative from a Duly-Accredited Business

Organization

Members Chair, Committee on Trade and Commerce

Sangguniang Panlungsod

Chair, Committee on Livelihood and Cooperatives

Sangguniang Panlungsod

President, Association of Barangay Captains

Three (3) representatives from duly-accredited organizations

composed of barangay micro, small and medium enterprises

Secretariat Business Permits and Licensing Division

City Cooperative and Livelihood Development Office

shall be amended to read as :

Article 3. CREATION OF THE BACOLOD MICRO, SMALL AND MEDIUM

ENTERPRISE DEVELOPMENT (BMSMED) COUNCIL. The City of Bacolod shall create its
own Bacolod Micro, Small and Medium Enterprise Development (MSMED) Council to be

Members Chairperson , SP Committee on Trade and Commerce

Section 2. EFFECTIVITY CLAUSE. This ordinance shall take effect immediately upon
its approval.
