BACKGROUND OF THE PROBLEM
Introduction
School Year 2016-2017 marked a significant phase as it formally opened Senior High
School (SHS) with different tracks and strands under the K to 12 Basic Education System. In line
with this, core, applied, and specialized subjects in which students generally have zero or at least
little knowledge are offered which aim to prepare the students in their choice of career when they
will enter tertiary education or enter the world of work, thus lead the graduate at their main
education exit points [1].
The intent of this study is to determine the impact of the new learning modality to the
TVL students of PNHS vis a vis their performance and skills acquisition.
The sudden shift in teaching and learning setting tested our abilities in ensuring quality
education amidst the pandemic. As a tech-voc teacher, it has been a huge challenge for me how
to help the learners acquire the skills needed for this track and how they would manage to learn it
despite being away from school.
According to Bagood (2020) The shift of the teaching-learning delivery in schools to
modular distance learning made more challenging, on the part of the school personnel, the
delivery of basic quality education. That is why DepEd leaders are always finding avenues to
solve the problems and capacitating its teachers and school heads to become more effective in
the field of modular distance learning [2].
This proposed study aims to determine the impact of modular distance and blended
learning modalities to the TVL students of Pinabacdao National High School and how they are
able to learn the basics in acquiring the fundamental skills needed for their specialization.
[3] Education plays an important role in shaping the lives of students. In the process,
teachers are one of the essential instruments in delivering quality learning. Due to the emergence
of COVID-19 in the Philippines, a lot of changes happened in the educational landscape. One of
these is the mode of instruction that was implemented by the Department of Education. The
current COVID-19 crisis has obliged most education systems to adopt alternatives to face-to-face
teaching and learning. Many education systems moved activities online, to allow instruction to
continue despite school closures (OECD, 2020)
However, these alternatives gave a huge challenge not just to us as a teacher but also to
our learners. According to John Dewey’s theory of Pragmatism, students learn best when they go
through “hands-on approach” and that teachers have to interact directly and actively with
students. This greatly applies to teaching technical skills because it has always been a top priority
in TVL tracks.
In view of this, I am eager to know how the students cope up with new modalities and
how did it have an impact in acquiring the necessary skills in their specialization.
[4] Reports around the globe about the interruption of classes have affected and
impacted over 60% of the world’s student population, according to UNESCO (2020). The
data of the UNESCO Institute for Statistics showed on August 08, 2020, that 1,058,824,335
learners were affected by 106 country-wide closures. The Philippines is one of the
countries that called for class suspension as COVID-19 started to spread in the
archipelago. About 27 million Filipino learners and 1 million teachers and non-teaching staff
were affected by the closure of schools and universities in the country because of the threat
of COVID-19 (Obana 2020).The disruption caused by COVID-19 is the turning point for the
Department of Education to search for new ways of delivering learning instructions to its
students and introduce innovations in teaching the learners in the new normal scheme.
Modular distance learning is one of the approaches that is heavily used as social
distancing and staying at home are implemented to not acquire the virus. Modular distance
learning features individualized instruction that allows learners to use self-learning
modules in print or digital format/ electronic copy, whichever is applicable to the learner.
Despite the fact that students taking up TVL strands should be more focused on hands-on
activities, especially on their specialized subjects, consequently, due to the emergence of the
pandemic it hampered the opportunity for the students to have a better access in acquiring the
skills because of the restrictions that’s why switching to the new modality has been an option.
