The Efficiencies for Clinical Outcomes for HIV (ECHO) project is a USAID-Funded program implement
by Abt Associates in partnership with the Ministry of Health - Provincial Health Directorates (DPS) of
Tete, Manica, Sofala, and Niassa Provinces. ECHO is a USD 209 million project to support the
Government of Mozambique in the control of the HIV / AIDS epidemic and the establishment of a
government-led sustainable response by 2024 in the provinces where USAID is the main support
clinical partner.

Abt seeks proposals for Acquisition of IT material and equipment for Manica, Niassa, Sofala
and Tete Province as outlined below, and requests interested bidders to use the format provided in
Attachment A: Quotation form or their own formal Quotation form to present their offer.

Reference information: The descriptive table of the materials below are presented in both
Portuguese and English to allow the supplier to clearly understand the technical specifications
required for the pretended materials, thus avoiding any misinterpretation if the specifications were
to be presented only in English.

□ The selected supplier will only be formally awarded after presenting

the physical sample and / or catalogs and technical certifications of
what they propose to provide.
□ This material is planned to be in use ASAP, so it is important that
the supplier reference the delivery time after award.
□ Quantities are subject to revision, can be reduced or increased, so the
supplier must prepare his fixed price proposal taking this detail into
account.
Delivery can be made according to the supplier's stock availability and the
supplier can invoice according to the delivery, always respecting the
reasonableness of the time for completing the delivery of the awarded
quantity.

Technical Requirements

To be determined technically acceptable vendor must meet all the following criteria:

1. Proof of Business License.

2. Official company name, address, phone number, copy of the registration / business incorporation
and authorized signature.
3. Detailed cost proposal including per-unit cost and total cost. Financial Offer must clearly
indicate detailed unit price, VAT, and total price quoted separately in Mozambican Meticais.
4. Past performance. references and/or real evidence of other related work that can serve as an
example for this tender.

Abt intends to issue one (1) or multiple fixed price purchase order contract(s) as a result of this RFQ,
which will be issued to the bidder(s) determined technically acceptable, according to the planned
technical requirements such as:
• Price and price related factors (Competitive and Reasonable Prices) - 35points
• Delivery period and quality of the requested material and equipment (favorable delivery
conditions). – 20points
• Technical Competence (capable vendor for supplying the desired material according to the
technical specifications) – 25points
• Past Performance and Experience – 20points

Additional Notes:
1. Bidders are advised to visit either of the ECHO Provincial offices to check the required
quality and specifications of the items.
2. Bidders may elect to submit a proposal for one, several, or all of the items detailed in this
RFQ in their Financial Offer section; however, only those vendors able to meet the minimum
quantity and delivery schedule requirements for each item they bid on will be considered
“Qualified”.
3. Financial offer must indicate separately the cost of transport and delivery to the Provincial
locations indicated above.

No â mbito de sua parceria com o Governo de Mocambique e ao abrigo do Decreto n.º
66/2017: que aprova o Mecanismo Fiscal de Regularização do IVA, a Abt Associates Inc,
Projecto ECHO vem por meio deste comunicar aos seus parceiros comerciais que desde o
dia 1 de Janeiro de 2021 começou a implementar o Mecanismo Fiscal de Regularização
do IVA, este que isentara a Abt Associates Inc. de pagar o IVA nas suas transaçõ es
comerciais referentes a aquisiçõ es de bens e serviços abrangidos pelo referido Mecanismo
fiscal.
Os fornecedores de Bens e Servicos (nossos Parceiros comerciais), ao abrigo do presente
Mecanismo fiscal, sã o obrigados a:
• Possuir NUIT;
• Estar enquadrado no Regime Normal do IVA, nos termos do có digo do IVA;
• Apresentar certidões de quitação INSS (dentro do período de validade); tem
que ser enviada a copia para nos apos a comunicação
• Apresentar certidões de quitação ATM (dentro do período de validade); tem
que ser enviada a copia para nos apos a comunicação
• Apos o fornecimento de bens ou serviços emitir factura oficial e o respectivo termo
de entrega
PS: A emissão do Certificado do IVA leva em média 30 dias apesar do Decreto 66/2017 de 23
de Novembro referir que o mesmo deve ser emitido em 10 dias pela DGI, o que terá um
impacto sobre o nosso fluxo de pagamentos apos a recepção da factura.
Apos a emissão do certificado de isenção, será facultado ao parceiro comercial uma copia a
qual anexará a factura em causa, p/ justificar da não canalização do respectivo valor do IVA

 This RFQ shall not be misconstrued to be a commitment on the part of Abt Associates to
award any form of contract to any respondent nor shall it entitle any organization or
individual to be reimbursed the costs preparing or delivering bids or any right to claim
compensation from Abt Associates.
