HISTORY OF NSTP (Syjuco, J.G. Military Education in the Philippines)

The Spanish Years During the Spanish colonial years, there was a training course, similar
to what is presently known as Reserve Officers’ Training Corps (ROTC) , at the University
of Sto. Tomas.

EVOLUTION OF NSTP
Modern ROTC Begins to most contemporary writers, however,
real ROTC in this country did not start until 1912, when military
instruction was conducted at the University of the Philippines.

Then in 1935, during the presidency of Manuel L. Quezon, he


created Commonwealth Act No. 1, other wise known as the
National Defense Act of 1935. All male college students were
required to finish two years of military training to institutionalize
the reservist system in the country’s national defense.
ROTC in World War II Records show that the products of ROTC were
called to the colors in 1942 and, during the occupation, proved their
worth on the battlefield.

Post-war Training Executive Order No.59 . . . made mandatory for all


colleges and universities . . . the inclusion of the ROTC Course in their
respective curricula.
1980 - National Defense Act was amended to Presidential Decree (PD)
No. 1706 known as the National Service Law (NSL).

1986 - NSL got suspended by PD Order No. 1 under the incumbency of


former president Corazon Aquino, paving the way for the
conceptualization of the basic Reserve Officers’ Training Corps (ROTC) ,
embodied under R.A. 7077.

But then…..
In 2001 - a Filipino student of the University of
Santo Tomas died and is widely believed to be
linked to his exposé of alleged irregularities in
the Reserve Officers' Training Corps unit of the
university. His death became the catalyst for
the passage of Republic Act 9163 or the
"National Service Training Program Law", which
removed completion of mandatory ROTC as a
precondition for graduation for male college
students in the Philippines. This student is
Mark Welson Chua.
(died sometime between 15–18 March 2001)
December 2001 - the National Service Training
Program was signed into law by former president
Gloria Macapagal Arroyo, making NSTP relevant
to the changing needs of time.

NSTP Act of 2001 (RA 9163) has three


components:

1. Civic Welfare Training Service (CWTS)


2. Literacy Training Service (LTS)
3. Reserve Officers Training Corps (ROTC)
NON-MILITARY PROGRAMS OF NSTP:

The CWTS and LTS are committed to the realization of the following objectives:

● Strengthen the values and traits of the youth.


● Improve their skills and knowledge on various endeavors.
● Develop their interest in community service; and
● Make them responsible for peace and development to ensure harmony and
growth in the Filipino communities.
