PM2 Lesson 1 Exercises - ICT Sector that Needs Improvement

GOVERNMENT

According to a research done by the Philippine Institute for Development Studies, the
delivery of an effective electronic government system has been delayed by the digital divide,
poor information and communications technology (ICT) infrastructure, and out-of-date
regulation. These issues must be solved since an effective e-government system is essential to
provide services effectively in the "new normal" following the COVID-19 pandemic. The
manual distribution of the Social Amelioration Program (SAP) and the absence of real-time
surveillance data input from local government units exposed the enduring issues with ICT use,
which have been exacerbated during the COVID-19 pandemic. The report listed a few obstacles
that can prevent developing nations like the Philippines from fully utilizing the promise of e-
government. The first is the digital divide, which shows the difference between those who have
access to computers and the internet and those who do not. Another issue mentioned is the
inadequacy of ICT infrastructure, which includes a lack of technological skills among leaders,
employees, citizens, and the vulnerable population; a lack of qualified IT developers or
managers; a lack of interoperability or shared standards and compatible infrastructure across
government agencies; and a lack of hardware.

core systems pose. To better prepare for the next disruption, government CIOs are hastening the
transition to modern, modular architectures. While the need for legacy modernization is not new
to government CIOs, the challenges associated with the pandemic have only served to raise
awareness of the risks associated with it, as well as the need for it.

Risk, trust, and security are viewed as a continuous and adaptive process that
anticipates and mitigates constantly evolving cyber threats in an adaptive security approach.
This method includes elements for prediction, prevention, detection, and response. It
abandons traditional notions of perimeter, assuming that there is no distinction between safe
and unsafe, a necessary conceptual shift given the shift to cloud services.

Government employee can use facial recognition technology to gain access to machine
controls and to enter the institution. Future interface concept depicting a digital biometric
security system that analyzes human faces to verify personal data. The ability to prove an
individual's identity through any government digital channel available to citizens is critical for
inclusion and access to government services. Governments are being called upon to take on new
roles and responsibilities as digital identity ecosystems rapidly evolve. Because the issue is high
on political agendas, government CIOs must connect digital identity to key use cases.

Ad hoc data sharing is common in government, driven by high-profile use cases like
gender violence or occurrences involving child safety that are difficult to generalize. In order to
facilitate the movement toward more modular ways in the delivery of government services, data
sharing as a program transforms it into a scalable service with a number of reusable features.

as many businesses and IT operations as feasible is known as "hyperconnected public services."
Government CIOs can create hyperconnected, highly automated end-to-end corporate processes
and public services that require little to no human interaction by utilizing the principles and
practices of hyperautomation.

Governments can gain from the usage of autonomous vehicles in a variety of ways, even
if much of the discussion about government and such technology has centered on legalizing such
technology. Highway maintenance organizations at the state and local levels may send out
autonomous trucks to fix road damage like potholes or broken curbs, clear road debris after an
accident or an event like a parade, or remove snow and ice during bad weather. Additionally,
autonomous vehicles could be used in public transit to help towns cut labor expenses while
maintaining the operation of their fleets.
