Abstract

This activity aims to be one with the world in observing the World in celebrating the World
Mental Health Day 2021. Specifically, it sought to raise awareness about inequalities due to race and
ethnicity, sexual orientation and gender identity, and the lack of respect for human rights in many
countries, including for people living with mental health conditions. Such inequalities have an impact
on people’s mental health.

Introduction

The World Federation for Mental Health President Dr Ingrid Daniels has announced the theme
for World Mental Health Day 2021 which is ‘Mental Health in an Unequal World’. 
This theme was chosen by a global vote including WFMH members, stakeholders and
supporters because the world is increasingly polarized, with the very wealthy becoming wealthier, and
the number of people living in poverty still far too high. 
This theme, chosen for 2021, will highlight that access to mental health services remains
unequal, with between 75% to 95% of people with mental disorders in low- and middle-income
countries unable to access mental health services at all, and access in high income countries is not
much better. Lack of investment in mental health disproportionate to the overall health budget
contributes to the mental health treatment gap.  
Many people with a mental illness do not receive the treatment that they are entitled to and
deserve and together with their families and carers continue to experience stigma and discrimination.
The gap between the ‘haves’ and the ‘have nots’ grows ever wider and there is continuing unmet
need in the care of people with a mental health problem.

Background

The COVID-19 pandemic has had a major impact on people’s mental health. Some groups,
including health and other frontline workers, students, people living alone, and those with pre-existing
mental health conditions, have been particularly affected. And services for mental, neurological and
substance use disorders have been significantly disrupted.
An earlier survey from June 2020 showed similar findings for young adults relative to all adults.
The survey also found that substance use and suicidal ideation are particularly pronounced for young
adults, with 25% reporting they started or increased substance use during the pandemic (compared
to 13% of all adults), and 26% reporting serious thoughts of suicide (compared to 11% of all adults).
Prior to the coronavirus outbreak, young adults were already at high risk of poor mental health and
substance use disorder, yet many did not receive treatment.
In the Philippines, 3.3 million Filipinos live with depressive disorders, with suicides rates of 2.5
males and 1.7 females per 100,000 persons, according to the Department of Health. The World
Health Organization (WHO) also reported over 2,000 cases of suicide from 2000 to 2012, most of
which involved people aged 15 to 29 years old. 
Among Filipino youth aged 13 to 17, 11.6 per cent have contemplated taking their lives and an
alarming 16.8 per cent have attempted to do so.
There is a scarcity of mental health professionals in the Philippines, with only a little over 500
practicing psychiatrists. The ratio of 0.52 psychiatrists per 100,000 persons is lower than other
countries with similar income levels such as Malaysia (1.27 per 100,000) and Indonesia (0.3 per
100,000). Furthermore, access to mental health services is not equally distributed across the country,
as most psychiatrists work in for-profit or private sectors in larger urban cities such as Metro Manila. 

Scope and Limitation


This activity covers the Senior High School Students and the parent of Elementary Pupils of
President Quirino Treasured Child School Inc., located at Prk. Capilar, Pob., President Quirino,
Sultan Kudarat.
