Dear Madam:

May we endorse to you the case of DIANANNIE C. FULLO, 24 years old, a bona fide resident
of Purok 1, Barangay Dagum, Bayog, Zamboanga del Sur. In 2016, Dianannie was only 17
years old when she was in an intimate relationship to Cpl. Reezvi Arshud Uz M. Gandawali, a
member of the 44th IB, Philippine Army who was then assigned at Dagum, Bayog, Zamboanga
del Sur. They lived together as husband and wife and blessed with a twin brother Reezmar C.
Fullo and Reezbhin C. Fullo, both 6 years old.

Last March 2016, the 44th IB, Philippine Army had been ordered to moved out in Barangay
Dagum and was transferred to the Province of Basilan. She was left behind in barangay Dagum.
On April 9, 2016 her Aunt Lucresia S. Amban called to notified her through cellular phone that
the Company of the 44th IB, Philippine Army was ambushed somewhere in the area of Basilan
by unidentified armed men and Cpl. Reezvi Arshud Uz M. Gandawali is one of the casualty of
the unfortunate event. It was also reported in the different television stations.

On July 2, 2016, the brother of the deceased Cpl. Reezvi Arshud Uz, Mr. Wanie Aziz M.
Gandani and her wife Michelle Dela Torre personally went to Barangay Dagum and asked
permission to her parents that Dianannie together with her twin son to accompany with them to
go to Jolo for at least one month only. She was convinced that the parents and kinfolks of her
live-in partner wanted to see the twin. In good faith and trust, they departed together on that
very same date.

Since then until to this date, she and her twin son was living together and under the care with
the sister of her live-in-partner whom she called “Ate”. Though they are provided with their daily
basic needs, but she always demanded to back home with the twin children but has not
permitted for more than a year.

In this regard, may we ask for an immediate and appropriate intervention as part of
humanitarian considerations. Since, she is under your jurisdiction, may we also ask for possible
