MEMORANDUM
THRU : The Assistant Assistant Regional Director for Management Services Division
I. Reference:
In line with the meeting on Revenue Assessment Reporting System held last November
17, 2022 at Regional Office and planned computerization for on line collection scheme based on
the Memorandum of Agreement between the Landbank of the Philippines and DENR Regional
Office. This office would like to make it easier for Mts. Palay-Palay-Mataas na Gulod Protected
Landscape to collect and remit Integrated Protected Area Fund (IPAF) fees electronically.
II. Background:
The methods and dynamics of conducting business in the government as usual have
changed as a result of advancement in technologies. The processing of government transactions
will become more efficient as a result of reduced or no personal encounters with the collecting
officer and other public authorities involved, as well as increased comfort and convenience for the
general public and other stakeholders.
To strictly comply with Section 69 of Presidential Degree No. 1445 and Chapter II,
Section 32 of COA Memorandum Circular No. 2013-004, dated July 9, 2013, to prevent the risk
of collection misappropriation, theft and other fraudulent act, the DENR-PENRO Cavite will
launch a program to accommodate electronic collections via the Landbank of the Philippines'
LinkBiz.Portal. It is an alternative payment channel that allows clients to pay for products and
services via the Internet from both the government and private institutions/sectors.
III. Objectives:
The following objectives are the focus of this proposal:
1. To provide convenience and efficiency to all involved institutions as well as safer and faster
delivery of funds;
2. To decrease the direct and indirect costs associated with physical cash or distribution of in-
kind goods;
3. To establish accountability and tracking of financial flows, prevent the risk of collection
misappropriation, theft and other fraudulent act;
4. For the collections to be deposited on the required frequency of deposits pursuant to Section
69 of Presidential Decree (PD No.) 1445 and Chapter II, Section 32 of COA Memorandum
Circular No. 2013-004; and
5. To de-clog lobby traffic and save on operation costs.
IV. Recommendations:
To achieve the objectives, the program to accommodate electronic payment via Landbank
of the Philippines’ LinkBiz.Portal is hereby recommended.
