EXECUTIVE ORDER NO.

08 - 2017

AN ORDER REORGANIZING THE MUNICIPAL TECHNICAL COMMITTEE


ON ORGANIC AGRICULTURE THAT WILL DIRECTLY OVERSEE THE
IMPLEMENTATION OF REPUBLIC ACT 10068
OR THE ORGANIC AGRICULTURE ACT OF 2010,
IDENTIFYING ITS MEMBERSHIP, THEIR DUTIES AND RESPONSIBILITIES AND
OTHER PURPOSES

WHEREAS, the Municipal Government of Pampanga fully subscribes to the policy that the
State shall promote, propagate, develop, and implement the practice of organic agriculture in
the country;
WHEREAS, the present Municipal Administration believes and so holds that organic farming
will eventually restore and enrich soil fertility, increase farm productivity, reduce tremendously
the cost of production and prevent the depletion of our natural resources and destruction of our
environment;
WHEREAS, Section 2 of the Implementing Rules and Regulations of Republic Act 10068
otherwise known as the Organic Agriculture Act of 2010 particularly provides the policy of the
state to promote, propagate, develop further and implement the practice of organic agriculture
in the Philippines that will cumulatively condition and enrich the fertility of the soil, increase
farm productivity, reduce pollution and destruction of the environment, prevent the depletion of
natural resources, further protect the health of farmers, consumers, and the general public and
save on imported farm inputs;
WHEREAS, Section 14 of RA 10068 requires Local Chief Executives in provinces, cities, and
municipalities to form their own technical committee on organic agricultural program to enable
them to carry out efficiently and effectively organic farming practices in their respective
territorial jurisdictions to achieve self-sufficiency in food production; and
WHEREAS, in the fulfillment of the aforementioned objectives, a comprehensive program for
the promotion of community-based organic fertilizers shall be undertaken.
NOW THEREFORE, by virtue of the power vested in me under Subsection 2 (iii) of Section
465 of RA 7160, I, ENGR. FERDINAND L. SALALILA, Municipal Mayor of Santa Rita,
Pampanga do hereby order the creation of the Municipal Technical Committee on Organic
Agricultural Program of Santa Rita, Pampanga.

Section II. Duties and functions


a. Hold regular and special meetings annually or upon the instance of the chairman or
majority of the members for urgent matters;
b. Formulate, promote, and implement a comprehensive organic agricultural program
promoting the use of organic farming;
c. Coordinate with implementing government agencies’ training programs to equip local farm
technicians and farmers basic knowledge and skills;
d. Recommend and submit periodic progress reports to the Local Chief Executive regarding
the implementation of the organic agricultural program of the Municipal Government.
e. Oversee the successful implementation of the organic agricultural program and other
related projects and activities in the municipality.
