(2017) noted that although the lack of special education teachers is a


problem for all schools, it disproportionately affects those serving the most disadvantaged
students. To recruit qualified and experienced teachers in the field of special education, they face
the toughest competition. Since enrolment in all teacher preparation programs has dropped
dramatically in recent years, and the number of graduates from special education programs has
dropped by 14%, there are fewer qualified educators available to fill an increasing number of
teaching positions. To make matters worse, low-income and rural schools often struggle to keep
the special education instructors they do hire. In most cases, the special education teachers that
these institutions are able to hire have less experience than their more privileged counterparts.

Furthermore, it has been predicted by Bettini et al. (2017) that teachers who do not receive
enough preparation are more likely to leave the profession than those who do. The high turnover
rate of teachers is attributed in part to the prevalence of temporary and alternative credentialing
schemes, which routinely employ underqualified individuals to teach special education. Those
who enter the field of special education teaching unprepared may find themselves up against
overwhelming odds. Special education teachers are often left without the necessary resources
and support, and even basic training can be hard to come by. In particular, this is true for special
education teachers working in schools with limited financial resources. Because they feel
helpless and overburdened, many special education teachers leave their jobs or retire early.

According to Monnin et al. (2021), scholars and politicians need to understand the current state
of education and the environment in which the discussion over the teacher shortage is unfolding.
As part of the wider issue of a lack of qualified educators, the shortage of SPED teachers is also
a concern. There aren't enough qualified SPED teachers in many parts of the world to teach in
high-demand fields like math, science, bilingual education, and professional and technical
education.
