10 Action Programs of The SEMP
Strategic planning plays an important role because it is an organization’s process of defining its strategy or direction and making decisions on allocating its resources to pursue this strategy,
including its capital and people. The term strategic is used for the process because it prepares the organization to respond to circumstances related to the organization’s dynamic environment.
Strategy is essentially a bridge between the past and the future. The past and present are viewed when an "as is" study is done while the future is visualized through the "to be” study of the
overall management structure (UNEP, 2009). The implementation of this SEMP is guided by the 7S McKinsey model where LGUs, NGAs and NGOs are the primary organizations responsible for
the achievement of the proposed action programs. NGAs, LGUs, NGOs/POs should have appropriate structure, financial and manpower resources, established information and monitoring
system, with strategy and superordinate goals. It placed shared values as the center to maintain balance because it is the foundation of every organization and plays an important role in aligning
all key elements to effectively implement this SEMP.
The Provincial Development Council (PDC) Committee on Environment as the Institutional Mechanism for the Implementation of Strategic Environmental Management Plan 2021-2045 (SEMP).
Goal:
To develop and sustainably manage, to the fullest, the natural resources of the province through a ridge to reef approach; and in accordance with sound management concepts and practices
consistent with the existing environmental laws, rules and regulations and other relevant legal issuances for the benefit of the present and future generations;
Objective:
1. To act on all the initiatives of Provincial Government and other concerned agencies and entities on environmental protection and management by implementing the provisions of the

To pursue the goal of protecting and increasing the provincial forest cover or forest canopy density to assure the supply of safe drinking water for the inhabitants of Batangas, this action
program shall see to the establishment of an institutional mechanism that shall spur actions to effect watershed management for those existing in the province. It shall lobby policies that will
protect and preserve the already existing forest cover while pursuing to increase the total percentage cover. Last but not the least, it shall enlist local government, national government and
stakeholder participation in watershed resources studies in the province leading to watershed characterization and the development of watershed management plans for major watersheds in
the province.

The goal here is to develop and implement recreational water quality management programs in coordination with the Recreational Water Quality Inter - Agency Task Force. Regular monitoring
of recreational water bodies shall be done in five (5) municipalities as follows: San Juan, Lemery, Calatagan, Lian and Nasugbu. A plan of action, management programs and relevant policies shall
be pursued to resolve water quality degradation. An example of measures to this effect includes passing an ordinance in septage and sewage management for compliance of LGUs and resorts.

The first goal of this action program is to effectively implement the provisions of RA 9003 and RA 7160 and their respective implementing rules and regulations that fall within the concerns of
the Provincial Government. The second goal is to promote materials management and waste management and clean sites to prevent trash, especially plastic material, from eventually reaching
shared waters contributing to river or marine debris. The next goal is to stop uncontrolled dumping and open burning in the cities/municipalities by adding to and improving existing sanitary
landfill sites. And last but not the least, to increase barangay, city/municipal and provincial level of knowledge and experience in the area of sustainable management of livestock
slurries/wastewater and farmyard manure to plan action programs that will eventually reduce them. It also aims to reduce further contamination of our provincial waters through
implementation of a comprehensive agro-industrial waste management program.

encouragement of community involvement to curb such illegal activities.

As an impact of climate change, flooding magnitudes are expected to increase their frequencies. Flooding from climate change can affect the quality of water due to the contaminants and other
pollutants carried by large volumes of water entering the water bodies. Runoff may include animal wastes, pesticides and fertilizers as floodwater traversed from farms and fields. Floodwater
may also cause sewage systems to overflow causing untreated waste water to flow directly into waterways. Contamination of drinking water due to flooding could trigger outbreaks of
waterborne diseases.
These scenarios are evident in the majority of water pollution complaints attended by PG ENRO in major rivers in Batangas i.e., Malaquing Ilog in Rosario, Alulod River in Malvar, Calumpang
River in Batangas City and Lepote River in Balete. Based from the on-site inspection and investigation conducted in attendance to such complaints, piggery owners seize the opportunity of heavy
rains to discharge their wastes directly to rivers which is also the same to the water pollution observed in Palico River in Nasugbu brought by the effluent discharge of nearby industries.
Growing urban populations and levels of industrialization inevitably lead to greater energy demand, which usually causes more pollutant emissions. The main contributing sources of air
pollution in developing countries are from mobile sources, residential activities, industrial processes, biomass burning and open burning of solid wastes (UNEP & WHO, 1994). Addressing
emissions which cause air pollution from stationary sources and mobile sources will definitely improve human health and his quality of life, create healthier natural ecosystems and achieve
reduction of GHGs.
Thus, the goal of this program is to ensure that air quality standards are met through the implementation of an Air Quality Management Plan in the Province.

Relationship with Other Plans. The SEMP directly supports the Philippine Development Plan 2017-2022. In PDP’s provision for Expanding Economic Opportunities in Agriculture, Forestry, and
Fisheries, the SEMP also calls to complement strategic efforts with environmental and governance strategies. For water resources, it also directs initiatives for pursuing institutional reforms such
as streamlining processes in involved agencies to encourage and guide investments in water supply, sewerage, and sanitation. These are provided for in the SEMP Action Program 5.
In the PDP provision of Ensuring Ecological Integrity, Clean and Healthy Environment, the SEMP also aspires to sustain biodiversity and functioning of ecosystem services by adopting a ridge-to-
reef approach in management and intensifying sustainable integrated area development. In forests and watersheds, it shall support the clear demarcation of high-value conservation areas that
need proper management (protection zones) from areas for private sector investment (production zones) in FLUPs. In its Action Program 2, it directs the reversal of the loss of forest cover by
supporting the continuance of rehabilitation of degraded forest lands, including critical watersheds, and strengthening protection of remaining natural forests. These shall all be incorporated in
local watershed management plans based on watershed characterization studies to be drafted by LGUs as provided for in the SEMP.
Moreover, it calls for the proper management of forestlands and protected areas and improvement in land administration and management. The SEMP shall also direct the strengthening of
research and development on forest, watershed, and biodiversity. For mineral resources, measures to strengthen environmental and social safeguards for mineral resources development are
provided in Action Program 6. Strict enforcement of and harmonization of existing laws, rules and regulations in the local mining industry is also provided.
It is expected that this SEMP will complement the Provincial Development Plan and the Provincial Physical Framework Plan. It shall provide the overall framework in the sustainable
management of the resources of the province. It shall be put under the supervision of the Provincial Development Council Committee on Environment with its three implementing arms.
Working together to cover the whole ecosystem are the Provincial Solid Waste Management Board (PSWMB), the MPA and Bantay Dagat Networks, and the Provincial Watershed Management
Council (PWMC). Each is tasked to its particular domain but shall constantly solicit the help of each other to create a combined effect in the ridge to reef continuum. Further, this SEMP shall also
guide the formulation of future related environmental plans in the province for synchronization.
Organization and Management Arrangement. The Provincial Development Council’s Committee on Environment shall be the apex entity in the SEMP.
The Provincial Development Council’s Committee on Environment shall be the locus of supervision, decision-making, coordination and mobilization of responsible agencies to sustainably
manage to the fullest, the natural resources of the province. It shall review and endorse all the initiatives of the Provincial Government and other concerned agencies and entities regarding
environment protection and management including the implementation of action plans of the SEMP 2020–2045. It shall see to the effective capacity building of responsible agencies in the
SEMP for them to responsibly address critical watershed management issues and resource use conflicts that may arise.
As inter-agency mechanisms in ensuring and promoting watershed management and sustainable development in the province, the following shall act as additional members of the PDC
Committee on Environment: (1) Chairman/Representative of Provincial Solid Waste Management Board (PSWMB); (2) President/Representative of MPA and Bantay Dagat Networks; (3)
Chairman/Representative of Provincial Watershed Management Council (PWMC). The Department Head of the PGENRO shall be the PDC Environment Committee Chairman; the PPDO Technical
Staff assigned to the sector shall be the secretariat of the Sectoral Committee, while the Division Chief thereof shall be the Sectoral Coordinator.
The Provincial Government of Batangas, through the Provincial Development Council Committee on Environment, the concerned city/municipal local government units, other concerned
national and provincial government agencies, as well as the organized civil society, private business, academe, and people’s organizations, shall be the main executing units of this SEMP. The
Local Chief Executives (LCEs) together with their respective environmental management offices (MENROs), planning offices (C/MPDCs), agricultural offices (MA/MAOs) and the Sangguniang
Bayan (SBs), especially the chairmen of its committee on environment, shall play critical roles in spearheading the various programs, projects, and activities.
Implementation Schedule. The implementation of this SEMP covers a 25-year period from 2021 to 2045. The activities in the first four (4) years shall be focused on organizing multi-stakeholder
participation and capacity-building in plan implementation, seeing to the passing and adoption of relevant ordinances and resolutions in the SP or the SBs, establishing baseline information and
management systems, detailed design of programs and projects, and initial implementation of some programs and projects. The fifth to the twenty-fifth years shall build on what has been put in
place during the initial years. The activities shall include full implementation by various stakeholders of the programs and strategies designed during the first phase, activating and strengthening
the information and management systems, and continuous policy development and implementation oversight by the three (3) implementing arms of the PDC Committee on Environment.
