1.1 INTRODUCTION

“Within 10 years hydro power will provide 30 per cent of

the nation’s electricity needs. In the next two years, all new
power plants will run on hydro.”

Energy, Water and Communications Minister Datuk Seri Dr Lim Keng Yaik

2.3 FACTORS CONSIDERED

• Hydrology

• Project Design (Civil, Mechanical, Electrical and Transmission)

• Installed Capacity / Power and Energy

• Geology

• Cost Estimates and Schedules

• Environmental Assessment

• Economic Analysis
2.4 HYDROLOGY

• Collection of hydrological data (Ideally over 50 years or more)

• Energy Estimates (Firm, Average, Secondary)

• Optimum Storage

• PMF – Spillway design, Diversion Tunnel design

2.5 GEOLOGY

• Study on geological conditions of sites

• Involves core sampling by drilling at feasibility study stage (RM 3-

5million)

• Seismic refraction for rock profiling

• Critical for the siting of dam, powerhouse, spillway and other

structures

• Borrow material
2.6 PROJECT DESIGN

• Type of Dam

– Rock filled Dam (Kenyir, Temengor)

– CFRD (Bakun)

– Concrete Gravity Dam (Bersia, Kenering)

– Earthfill Dam (Pergau, Jor Dam)

• Spillway – Gated or Open

• Power Station

– Underground or Surface

• Transmission

– Based on TNB Transmission’s planning

2.7 POWER AND ENERGY

• Derive power and energy capabilities using the Hydrological

Data (Monthly, Flow Duration)

• Select Optimum Scheme based on economics and system

needs
2.8 ENVIRONMENTAL ASSESMENT

• Environmental parameters
– Hydrological regime
– Water quality
– Air quality
– Noise
– Biological resources
– Public Health
– Landuse
– Socio economic
– Cultural Heritage
• Monetary values of land acquisition and compensation on resettlement
(tangible)

• Above monetary values incorporated into the overall project cost for
economic/financial evaluation
2.9 ECONOMIC ANALYSIS

• “Static” and “Dynamic” analysis. Dynamic analysis performed by System

Planning using WASP.

• Compares with alternate thermal generation:

– OCGT for peaking (storage scheme)

– CCGT for base load (run of river)

• Economic Analysis Results

– Internal Rate of Return

– Benefit Cost Ratio

– Net Present Value
