Inter-Agency Task Force Guimba


Emerging disease prevention and control plan of action

RATIONALE

The President declared the entire Luzon under state of health emergency, creating the
Inter Agency Task Force for the Management of Emerging Infectious Disease to handle
the management and control on preventing the spread of Covid 19.

On February 20a patient of Guimba General Hospital died and reported that the cause of
death is cardiopulmonary arrest and post mortem swabbing done in compliance with
existing DOH guidelines on the management of the dead during Covid 19. The result turn
out positive and confirmed Covid case. The result was dated February 22. From then on
until February 27 a total of 18 cases emerged which prompted the Local Task Force to
convene for an emergency online meeting. The following measures are proposed in the
said meeting duly and unanimously agreed upon by all the members of the Task Force
inconsideration of the situation that the patient died before the result of the RT PCR test to
wit:

Objective
The MHO recommended that a set of measure must be carried upon to effectively help
the contact tracing and disinfection teams fulfill its job to identify all possible close
contacts and decontamination of the ground zero geared to stop the spread of the
virus.

To stop the spread of Covid as fast as possible


To lessen the risk of infection
To stop local transmission

A. Prevention
 Subjecting the Guimba Community Hospital to hospital quarantine from
February 24 to March 10 following their exposure to covid patients treated
in their facility.
 Subjecting the ground zero into a 3 days break (lifting or extending the 3
days period subject to the appreciation of facts and situation to be
presented for the collegial body to resolve) in order to pave the way for
intensive disinfection.
 Reimposition of market schedule with the end view of helping the Municipal
Health Officer to stop the spread of the virus by regulating the movement of
the people in accordance with the general quarantine protocol pronounced
by IATF resolutions and omnibus guidelines.

B. Plan of Action
 Subjecting the Guimba Community Hospital to hospital quarantine from
February 24 to March 10 following their exposure to covid patients treated in
their facility
 Guimba Community Hospital will conduct exposure assessment of its
staff/personnel
 Swabbing all the exposed personnel
 Intensified disinfection

 Subjecting the ground zero into a 3 days break (lifting or extending the 3 days
period subject to the appreciation of facts and situation to be presented for the
collegial body to resolve) in order to pave the way for intensive disinfection and
contact tracing.
 Daily Disinfection of the public market including roads and adjacent
stores within or near the area
 Contact tracing team will identify close contacts and subject every close
contact to undergo 14 days quarantine
 The LGU will provide food, medicine and other essential requirements of
the quarantined personnel
 The Local Government with the help of the local police will secure the
premises and prevent people from roaming around the market and
vendors or store owners from operating
 3 days period shall be lifted or extended as the case may require fro
immediate lifting of the closure or extending for the continuation of
intensive disinfection and mass contact tracing

 Reimposition of market schedule and imposition of one entry one exit for new
and old market with the end view of helping the Municipal Health Officer to stop
the spread of the virus by regulating the movement of the people in
accordance with the general quarantine protocol pronounced by IATF
resolutions and omnibus guidelines.
Basics
1. Penalty imposition in violation of the reimposition market schedule
Executive Order or Sanguniang Bayan Resolution is needed to
provide legal basis and penalty provision.

2. Requirement. One disinfection unit, thermal scanner, alcohol,


fence/barriers, personnel, android phones or scanning capable
phones.

Plan A. Market schedule


 Liga will disseminate the reimposition of market schedule
 Respective barangay shall monitor and ensure that their constituents will
follow their market schedule without any pass but picture shall be taken and
ID presented shall be scanned through android capable cellphone. This will
also boost the capability of the local government of dealing and stopping
the spread of the virus by having or establishing data necessary for the
purpose. Mr. Alexander Ongoco (designated Data Privacy Officer) will
handle all collected data during the operation for safe keeping and he is
also tasked to make the necessary daily deletion of data stored in the unit
utilized for the purpose of complying provisions of data privacy law.It will
also deter those who will plan to ignore the marke schedule.
 The Municipal Information Officer will help in the widest dissemination of
information relevant for the purpose.
Market schedule by cluster (64 barangays clustered into 3)

Plan B. Setting up barriers and one entry one exit points for new and wet market
areas to prevent unscheduled market visits by gate crashers or those not using the

resources or as the matter may require purchase of materials needed for
the purpose

Plan C. contingency plan of action

 At the advent of unfinished job of setting up barriers and entry/exit gates,


unrestricted market visits by shoppers/buyers shall remain in effect until
such time that the barriers are in place. However, strict minimum health
standard remains in full force. Personnel from the task force Disiplina, task
force Palengke, market security and local police are tasked to enforce the
National Guidelines on minimum health protocol
 Traffic flow and parking problem. No parking within the no parking zones.
Inner roads in the Poblacion districts shall be utilized for the purpose
observing compliance of parking in designated areas identified under SB
Ordinance/Resolution and complimenting with DILG MC 2020-027, MC
2020-145 and MC 2020-036 (road clearing of the LGU)
 Other concern shall be subjected for resolution of the collegial body.
