while the proportion of regular wage/salaried
male workers in Bihar was just 9.7 percent,
which is the lowest among all states in India.
Chapter 6 : Infrastructure And
Communication
 There are altogether 58 national highways in
Bihar, whose total length was 5475 km in
September 2020.
 From the year 2014 to September 2020,
Railways built 300 km of new lines in Bihar.
 The rural tele-density is increasing in Bihar,
while urban tele-density is in decline. However,
urban telephone density is exceeded per
connection per head.

4767 MW in the year 2018-19, which increased
to 6073 MW in 2019-20, implying a growth of
27.4%.
 In order to meet the increased demand of
power, an additional capacity of 4516 MW is
planned to be added from various sources by
2022-23.
 The Ministry of New and Marine Energy has
allocated 5 MW of rooftop solar capacity to
Bihar for 2019-20.
Chapter 8: Rural Development
 Bihar Livelihood Mission (Jeevika) has been

the state. The number of Self Help Groups
formed so far is 10.17 lakh.
 Lohia Swachh Bihar Abhiyan is an important
scheme to improve sanitation in rural areas. So
far 96% villages have become open defecation
free under this.
Chapter 9: Urban Development
 In Bihar, the rate of urbanization has been low
(11.3 %) compared to the all -India level.
 But recently, 109 new Notified Area Councils
have been established, along with 8 new
Municipal Councils.
 Apart from this, some areas are also being
upgraded which will increase the urbanization
rate from 11.3% to 15.2%.
Chapter 10 : Banking And Allied Sectors
 A total of 177 new branches of major banks
were opened in the state in 2019-20, out of
which 110 were of private banks. Out of these
177 branches, 40.1% are open in rural areas.
 The Credit-Deposit (CD) ratio in Bihar is quite
low, the survey said, adding that the CD ratio of
scheduled commercial banks in Bihar has
increased from 34 per cent in 2018-19 to 36.1 in
2019-20. However, it is lower than the national
average of 76.5 per cent.
 None of the districts in Bihar has a CD ratio
higher than the all-India average.
 Purnia has the highest Credit Deposit Ratio of
75.1% and Munger has the lowest of 25.9%.
Chapter 11: Human Development
 In the last 6 years (2014-15 to 2019-20), the per
capita development expenditure in the state
has been growing at the rate of 17.9% as
against the national average of 11.6%. The
growth rate of expenditure on education during
this period was 17.3% while the growth rate of
expenditure on health was 21.4%.
 The total fertility rate in Bihar was 4.4 per
woman in 2001, which came down to 3.3 in
2016.
 Chapter 12: Child Development
 In Bihar, 48% of the population belongs to
children in the age group of 0 to 18 years.
 The process of budgeting for children in Bihar
started in 2013-14.
2. Bihar Budget Analysis 2022-23
The Deputy Chief Minister of Bihar, Mr. Tarkishore
Prasad, presented the Budget for the state for the
financial year 2022-23 on February 28, 2022.
Budget Highlights
 The Gross State Domestic Product (GSDP) of
Bihar for 2022-23 (at current prices) is projected
to be Rs 7,45,310 crore. This is a growth of
9.7% over the revised estimate of GSDP for
2021-22 (Rs 6,79,473 crore). In 2021-22, GSDP
is estimated to grow at 9.8% over the previous
year (at current prices).
 Expenditure (excluding debt repayment) in
2022-23 is estimated to be Rs 2,23,021 crore, a
9% decrease over the revised estimates of
2021-22 (Rs 2,46,379 crore). In addition, debt
of Rs 14,670 crore will be repaid by the state in
2022-23. In 2021-22, expenditure (excluding
debt repayment) is estimated to be 18% higher
than the budget estimate.
 Receipts (excluding borrowings) for 2022-23
are estimated to be Rs 1,97,136 crore, an
increase of 16% over the revised estimates of
2021-22 (Rs 1,69,541 crore). In 2021-22,
receipts (excluding borrowings) are estimated
to fall short of the budget estimate by Rs 17,156
crore (a decrease of 9%).
 Fiscal deficit for 2022-23 is targeted at Rs
25,885 crore (3.47% of GSDP). In 2021-22, as
per the revised estimates, fiscal deficit is
expected to be 11.31% of GSDP, significantly

Policy Highlights
 Water: In areas facing groundwater scarcity,
alternative water resources harnessing surface
water will be developed, which will also help in
groundwater recharge. A multi-dimensional
monitoring system will be developed to ensure
the proper implementation of water supply
schemes. Awareness programs targeted
towards judicious use of drinking water and
associated behavioural change will be launched.
 Agriculture: For the promotion of sugarcane,
the Bihar Sugarcane Industry Investment
Promotion Policy is being
considered. Infrastructure for animal health
services will be strengthened, and a cattle
development institution will be set up. Under
the Saat Nischay Yojana-2, programs for the
promotion of fishery will be
undertaken. Programs for development of all
54 Bazaar Prangans will be executed (funded
through loans from NABARD). Under the Saat
Nischay Yojana-2, 361 pucca check dams of up
to 30 feet will be built.

estimated to observe a revenue deficit of 5.48%
of GSDP (Rs 37,207 crore).
 Fiscal deficit in 2022-23 is estimated to be
3.47% of GSDP which is within the limit of 4% of
GSDP permitted by the central government in
Union Budget 2022-23 (of which, 0.5% of GSDP
will be made available upon undertaking power

estimated a fiscal deficit of 11.31% of GSDP,
significantly higher than the limit of 4.5% of
GSDP permitted by the central government (of

to be Rs 1,91,957 crore, which is a decrease of
7% over the revised estimate of 2021-22 (Rs
2,06,318 crore). This expenditure includes the
payment of salaries, pensions, interest, and
subsidies. In 2021-22, as per the revised
estimates, revenue expenditure is estimated to
be 17% higher than the budget estimate.
 Capital outlay in 2022-23 is estimated to be Rs

the revised estimate of 2021-22. Capital outlay
comprises expenditure towards the creation of
assets. This includes expenditure on building
schools, hospitals, and roads and bridges. In
2021-22, capital outlay is estimated to be 25%
higher than the budget estimate
 Committed expenditure: Committed
expenditure of a state typically includes
expenditure on payment of salaries, pensions,
and interest. Allocation of a large portion of
budget for committed expenditure items limits
the state’s flexibility to decide on other
expenditure priorities such as developmental
schemes and capital outlay. In 2022-23, Bihar is
estimated to spend Rs 70,307 crore on
committed expenditure items, which is 36% of
its revenue receipts. This comprises spending
on salaries (15% of revenue receipts), pension
(12%), and interest payments (8%). Committed
expenditure in 2022-23 is estimated to increase
by 9% over the revised estimate of 2021-
22. Interest payments are estimated to
increase by 12% whereas salaries and pension
are estimated to increase by 7% and 11%,
respectively.
 Total revenue receipts for 2022-23 are
estimated to be Rs 1,96,705 crore, an increase
of 16% over the revised estimate of 2021-
22. Of this, Rs 47,523 crore (24%) will be raised
by the state through its own resources, and Rs
1,49,182 crore (76%) will come from the
centre. Resources from the centre will be in the
form of state’s share in central taxes (46% of
revenue receipts) and grants (29% of revenue
receipts).
 Devolution: In 2022-23, the state estimates to
receive Rs 91,181 crore in the form of share in
central taxes, an increase of 22% over the
revised estimates of 2021-22. However, the
estimate for 2022-23 is in contrast with the
estimates presented in Union Budget 2022-
23. As per Union Budget 2022-23, Bihar is
 estimated to receive Rs 82,139 crore (10% less
than the estimate in the state budget). Such
overestimation in the state budget may require
the state to cut back the expenditure planned
for 2022-23 at a later stage.
 State’s own tax revenue: Total own tax
revenue of Bihar is estimated to be Rs 41,387
crore in 2022-23, an increase of 18% over the
revised estimate of 2021-22. Bihar’s own tax
revenue as a percentage of GSDP is estimated
to rise from 4.9% of GSDP in 2020-21 (as per
actuals) to 5.6% of GSDP in 2022-23 (as per
budget estimate). In 2021-22, while GSDP
estimate has been revised down by 10.2%, no
change is estimated in state’s own tax revenue
or any of its components as presented in Table
6 (leading to own tax to GSDP ratio rising from
4.6% at the budget stage to 5.2% at the revised
stage).
 State’s non-tax revenue: In 2022-23, the state
is estimated to earn Rs 6,136 crore in the form
of the state’s own non-tax revenue, an increase
of 11% over the revised estimates of 2021-
22. In 2021-22, the state’s own non-tax
revenue is estimated to register a decrease of
11% over the previous year.
 In 2022-23, SGST is estimated to be the largest
source of own tax revenue (60%). SGST
revenue in 2022-23 is estimated at Rs 24,721
crore, which is a 20% increase over the revised
estimates of 2021-22. While there is no change
in the estimates of SGST revenue from the
budget to the revised stage, GST compensation
is estimated to increase from Rs 3,500 crore at
the budget stage to Rs 10,316 crore at the
revised stage (including back-to-back loan in
lieu of compensation of Rs 6,816 crore).

liabilities, revenue deficit, and fiscal deficit of
the state government.
 Revenue Balance: It is the difference of
revenue expenditure and revenue receipts. A
revenue deficit implies that the government
needs to borrow to finance its expenses which
do not increase its assets or reduce its
liabilities. In 2022-23, Bihar is estimated to
observe a revenue surplus of Rs 4,748 crore,
which is 0.64% of the GSDP. In comparison, in
2020-21, the state observed a revenue deficit of
1.83% of GSDP (Rs 11,325 crore). In 2021-22,
the state is estimated to observe a revenue
deficit of 5.48% of GSDP (Rs 37,207 crore).
 Fiscal deficit: It is the excess of total
expenditure over total receipts. This gap is
filled by borrowings by the government and
leads to an increase in total liabilities of the
state government. In 2022-23, the fiscal deficit
is estimated to be Rs 25,885 crore (3.47% of

Comparison of states’ expenditure on key
sectors
The graphs below compare Bihar’s expenditure on
six key sectors as a proportion of its total
expenditure on all sectors. The average for a sector
indicates the average expenditure in that sector by
30 states (including Bihar) as per their budget
estimates of 2021-22. [1]
 Education: Bihar has allocated 18.4% of its
total expenditure for education in 2022-
23. This is higher than the average allocation
(15.2%) for education by all states (as per 2021-
22 Budget Estimates).
 Health: Bihar has allocated 7.2% of its total
expenditure on health, which is higher than the
average allocation for health by states (6%).

The objective of the programme is to motivate
farmers to plant trees and other crops on a large

 Social forestry is aimed to improve the income of
farmers in the event of crop loss and also
contribute towards agricultural produce by
growing popular trees such as Heesham, Guava,
Gambhar, Amla, Mahogany, Teak, Peepal, Jamun,
Kachnar, Gulmohar, Mango, Eucalyptus, Neem,
Kadam, Bahera, Palas, etc.
 Farmers are provided seedilings of the trees in
government nursery at the rate of Rs 10 /
seedling. If farmers maintain 50 percent of the
plants purchased from the forest department in
their lands for 3 years, then for this, the farmers

will be given an incentive of Rs 60 per plant.
Moreover, the Rs 10 they spent for purchasing
the seedling is also given back to the farmers.

for purchase of seedlings.
Janani Baal Suraksha Yojana (Mother and child
safety scheme)
To improve the condition of pregnant women and
newborns, the government has launched Janani
Suraksha Yojana (JSY). Financial assistance to be given
to mothers once they deliver.

 On delivery of a pregnant woman in JSY, 6,000
rupees are given directly to her bank account for
providing adequate nutrition to the mother and
child.

Jal Jeevan Hariyali Yojana
Under this scheme, the farmers of the state will be
able to build ponds to get subsidy by the state
government. The objective is to promote tree/
sapling plantation.

Under this scheme, a subsidy of Rs 75500 will be
provided to the farmers of Bihar for the construction
of ponds, pokhras and irrigation of fields.

 The farmer will get subsidy for irrigation of only
one acre of land.

individual and second collective.
 The individual category includes farmers who
want to irrigate one acre of land.
 In the collective category there will be those who
have less than one acre of land. In this, farmers
will also be able to apply in groups.

Har Ghar Nal Ka Jal
To provide running tap water for every household.

 This resolution is an unflinching endeavor to
provide clean drinking water in the homes of
approximately 2 crore households in the state
through concerted co-operation of the people of
every village and locality in Bihar.

This scheme was launched with an objective to
provide free electricity connections to each and every

been provided to all the villages against the goal
of electrification of all 39073 villages by
December 2017.

could be for the entire life or for the duration as

Under this scheme, famers will get solar pumps for
irrigation purposes. 75% subsidy grant is offered by

50 Percent Reservation To Women In Panchayati
Raj Institutions
 50 percent reservation to women in panchayati
raj institutions and urban bodies laid the
foundations of a social revolution as it aimed at
providing equal rights, equal social status and
equal opportunities to women. This paved way
for women’s respectful partnership in local self-
governance as policymakers.
 The initiative was a pioneer in the entire country.
Election of more than 50 percent women to all
the tiers of the three-tier panchayati raj system
created a historical record. Later on this pattern
was followed by Andhra Pradesh, Chhattisgarh,
Jharkhand, Kerala, Maharashtra, Orissa,
Rajasthan, Tripura and Uttarakhand.
 50 percent reservation has been provided to
women in primary school teaching in order to
ensure equal employment opportunities to them.
 50 percent reservation to women in appointing
primary school teachers through panchayati raj
institutions and urban bodies in their own
categories.
 Land is being purchased in the name of a female
member of the family under the state
government’s policy decision to provide a land
purchasing tax scheme to the Mahadalit landless

Jeevika
 Bihar has
become the
first state in
the country to
have 10 lakh
self-help
groups (SHGs) managed by women. The
groups have been functioning under Jeevika,
a World Bank-supported poverty alleviation
programme operational in the state since
2007 to empower women and make them
self-reliant.
 Formulation of state action plan for the self
help group’s movement aiming at integrated
 development and empowerment of the
women belonging to poor and vulnerable
section. The intervention will provide income
opportunities to BPL families residing in rural
areas. Credit linkages established with banks

Mukhyamantri Kanya Vivah Yojana
 Mukhyamantri Kanya Vivah Yojana is in
operation from the financial year 2007-08.
The scheme provides a financial assistance to
poor families at the time of marriage of girls
after attaining the age of 18 years. The
scheme has multiple objectives of
encouraging marriage registration,
preventing child marriage and encouraging
girls’ education.
 Decision has been taken to award state level
prize to one woman and district level prizes
to 38 woman (one from every district) for
outstanding work in the field of economic
and social development, education, health,
cultural development, legal awareness,
environment conservation under
Mukhyamantri Mahila Sashaktikaran
Puraskar Yojana. A cash prize of Rs. 1,00,000
(One lac) at state level and Rs. 50,000 (Fifty
thousand) at district level along with a
citation every year on the eve of
International Women Day (8th March) to be
provided.

Mukhyamantri Kanya Utthan Yojna:
 The situation of girls in Bihar warrants concerted
and expeditious efforts, given that female literacy
stands just over fifty percent (Census 2011), sex
ratio at birth stands at 870 (CRS 2015), more than
two in every five drop out of school before
completing elementary education (Census 2011)
and an equal number get married before turning
18 (NFHS 4).
 To enhance birth registration and SRB, Mukhya
Mantri Kanya Surksha Yojana was launched in
the state in the year 2008-09. In this Rs 2000/
was transferred to girls born in the BPL family.
The scheme is limited to 2 girls per family. As a
result of this scheme there has been tremendous
increase in the birth registration from abysmal
5.8 to 60.7 hence, 54.9 point percentage increase
in birth registration (NFHS –IV).
 Further, the Government of Bihar introduced
the Mukhyamantri Kanya Utthan Yojana
(MKUY) in April 2018, a conditional cash transfer
scheme that brings together different programs
under Department of Social Welfare, Education
Department, and the Health Department into one
umbrella scheme, providing seamless coverage
from birth to age of 21 years. It aims to
encourage birth of the girl child, complete
immunization of the girl child, encouraging the
girls’ education, eliminate child marriage, and
supporting self-reliance among girls, with farther
reaching impact on overall social development.
The vision is to transform an entire generation of
girls through universal access to and utilization of
basic services. The scheme is unique in its
convergent outlook, adoption of life cycle
approach and universal nature.
 Overall, a girl would receive a total amount of INR
54,100 in different tranches across life stages.
 INR 2000/- upon birth of girl child, an additional
INR 1000/- upon the girl child turning one year
old and AADHAAR registration, INR 2000/- upon
her turning two years old and on complete
immunization. A series of transfers on completing
different stages on education until secondary
school amounting to INR 14,100/- including INR
300/- per year for menstrual hygiene pads, INR
10,000 on completing class 12 and if the girl
remains unmarried, and finally INR 25,000 INR on
completing graduation. All cash incentives will be
made through direct bank transfers to parent-
child account.
Bihar Mukhyamantri Mahila Udyami Yojana
2022
 The Government of Bihar launched the Bihar
Mukhyamantri Udyami Yojana for the welfare of
youth and women in the state. This yojana
intends to provide self-employment for the
educated youth, women and people belonging to
the Most Backward Classes (MBC) and SC/ST
community. Under this yojana, better
employment opportunities are provided to the
eligible people residing in Bihar.
Objectives of Bihar Mukhyamantri Udyami
Yojana
The objectives of this yojana are as follows:
 To promote small and micro-scale industries in
Bihar.
 To build opportunities for MBC, SC/ST, women
and unemployed youth to set up a new business.
 To create maximum employment opportunities in
the state.
 To provide better livelihood and improve the
employment ratio of the SC/ST, MBC, women and
unemployed youth.

Promotion Policy 2016 are paid to the new

Bihar Bal Hriday Yojana (BHY) 2022
 Bihar government led by Chief Minister Nitish
Kumar has launched Bal Hriday Yojana (BHY)
on 9 April 2022. In this scheme, the state
govt. will provide free treatment to children
suffering from medical condition of hole in
heart or ventricular septal defect
 At the launch event, CM flagged off a bus
carrying 21 children with this condition, along
with their guardians to the Patna airport to
be flown to Ahmedabad (Gujarat) for
specialized treatment. These children would
be given additional specialized medical
treatment at the Ahmedabad-based hospital
run by the Prashanti Medical Services and
Research Foundation with which the state
government has an agreement so that free
medical treatment and care could be given to
these children.
 Bihar Mukhyamantri Harit Krishi Sanyantra
Yojana 2022
 In this scheme, PACS gets 50% amount as loan
and 50% amount as grant under Mukhyamantri
Harit Krishi Sanyantra Yojana. Now farmers who
does not have their own agriculture machinery
will not have to take it on rent from other
farmers at higher rates. Rather they can simply
take machinery, pay nominal rent and go to their
work. This decision was taken in the Bihar
Cabinet Committee meeting held on 24 August
2018 which was presided over by CM Nitish
Kumar.
 Objectives of CM Harit Krishi Yantra Yojana-
Under this scheme, the Government will provide
agricultural machinery to the farmers on nominal
rent facility
 Benefits to CitizensIt is hoped that through this
scheme, the farm output and prosperity will
increase and lead to the development of
agriculture in the State. By providing agricultural
machinery on rent, farmers would be able to
raise their production with less efforts.

Safe City Surveillance Scheme Launched in

A. The state govt. is going to install CCTV cameras at
various public places.
B. Under this Safe City Surveillance Scheme, the first

has sanctioned a total sum of Rs. 110.68 crore for
its successful implementation.

C. Subsequently, for better security and
administration of prisons, the state govt. will
appoint officers at different posts and different
ranks.
D. Government will provide facilities for better
traffic management under Nagar Nigams and
towns with population of over 2 lakhs. For this
reason, govt. will set up 9 Yatayat thanas (traffic
police stations) and also appoint 1485 officers for
running those thanas.
Free Wi-Fi Service under the Wi-Fi Campus
Scheme
 Under this scheme, Government will provide free
Wi-Fi service under the Wi-Fi campus scheme.
Under the scheme, around 300 colleges in Bihar
have been equipped with free Wi-Fi service. The
state government will provide Rs. 23 crore to
install solar panels to ensure the Wi-Fi facility
functions constantly.
Patrakar Samman Yojana – Pension Scheme for
Journalist
It was renamed from Bihar journalist pension Scheme
by making some amendments in pension rules.
 (A)An amount of 5,000 per month would be given
to the beneficiary in the form of pension.
 (B) A retired journalist having 20 years of
minimum experience in Bihar and crossed the
age of 60 years would be eligible for the scheme.
Housing Scheme for Fourth Grade Government
Employees
 Under this scheme, Bihar government will
develop housing projects especially for fourth-
grade government employees and offer them
affordable house with all basic residential
facilities.
Kushal Yuva Program Skill Training Scheme
 This Scheme was announced under the “Arthik
Hal, Yuvaon Ko Bal” initiative to make the state a
better place in terms of educated, skilled and
employed youth.
Pradhan Mantri Awas Yojana (PMAY-G) Gramin
 Implementation of Pradhan Mantri Awas Yojana
(PMAY) affordable housing scheme in Bihar has
started with 4.76 lakh families to be covered by
the end of March 31. Under the PMAY scheme,
selection of the beneficiaries is being done on the
basis of SECC-2011. The gram panchayat has to
select and approve the beneficiaries based on the
socio-economic census data.
 Renamed from Indira Awas Yojana to Pradhan
Mantri Awas Yojana – Gramin, the ratio of cost to
be borne is now 60:40 between central and state
governments respectively compared to 75:25
earlier. The state government of BIhar has
already allotted Rs. 776 crore for the
implementation of the scheme.
Bihar Student Credit Card Scheme
 Under the scheme, state government is providing
education loan of up to Rs. 4 Lakh to 12th Pass
students at 0% interest rate.
Mukhyamantri Swayam Sahayata Bhatta
Yojna
 The prime objective of the scheme is to finance
the 12th pass unemployed youth during their job
search. The assistance amount at the rate of Rs.
1000/month to the eligible candidate for a
maximum period of two years.
 The progress in human development can only
measure by the health, education; living
conditions etc. and the epitome of governance
can only measure- how various welfare
programmes are implemented to every
marginalized sections of the population.
Other Initiatives
 Interest-free Rs10 lakh loan scheme with half the
subsidy for entrepreneurship and financial
empowerment of women.
 Due to liquor ban in Bihar, there are increase in
savings and fall in domestic abuse.
 In what could be a first for any state, the Bihar
government has proposed to reserve 33 per cent
seats to girls in medical and engineering
colleges. The government has been planning to

bring two new Bills — the Bihar Engineering
Universities Bill and Bihar Medical Education Bill
— in the next Assembly session to give formal
shape to the proposal.
 Higher secondary schools are being established in
each gram panchayat as a compliance of state
government’s policy decision. This will enable
girls’ access to higher secondary education and
will also be helpful in stabilising population.
 Ratio of boys and girls appeared in the annual
examination of standard 10 was 67:33 in the year
2005 which now rose to 50:50 as a result of the
state government’s efforts for ensuring better
educational status of girls.
 Implementation of Mukhyamantri Akshar Anchal
Yojana (from 2009-10) made more than 67 lac
women literate. 20 percent decadal increase in
women’s literacy was recorded in the Census
2011. This achievement led our state to receive
national level award. Mahadalit, Alpsankhyak and
Extremely Backward Class Akshar Anchal Yojana
has been started in the year 2013. The objective
is to provide Elementary education to the women
and to link the deprived children of the above
catogary to school.
 Thousands of girls belonging to minority groups
have been given vocational training of 20
different trades under ‘Hunar’ programme. They
have also been provided with tool-kits under
‘Auzar’ programme for supporting them to begin
self-employment and to gain self-reliance.
 Women Helpline have been established and
made functional in 38 district of State
under ‘Mukhyamantri Nari Shakti Yojana to
provide free psychological and legal aid to the
victims of domestic violence.
 Mukhyamantri Nari Shakti Yojana stands to
provide psychological consultation medical or
legal aid to the victims of domestic violence,
sexual harassment and other social malice.
 Samajik Punarvas Kosh Yojana is in operation in
all the districts with a view to rehabilitate
survivors of violence and human trafficking.
 Sabla programme was launched in 12 districts
(Patna, Buxar, Gaya, Aurangabad, W. Champaran,
 Vaishali, Saharsa, Kishanganj, Katihar, Banka and
Munger) in the financial year 2011-12 for
empowering the adolescent girls (11-18 years).
The main focus of the programme is to make the
adolescent girls self- reliant, providing skill
development training and to provide
supplementary nutrition.
 Indira Gandhi Matritva Sahayog Yojana stands to
provide a cash incentive of Rs. 6000 in two
installments to the pregnant women first and

Saat Nischay was an ambitious program which was
launched by the Chief Minister Nitish Kumar soon
after he was elected in 2015. If CM Nitish Kumar
retains his position as the head of the government,
then he intends to continue it in the next five years
also under the name of Saat Nischay Yojana Part 2.

 The next Bihar state government will focus on

Education for Students
 Another flagship scheme of the state govt.
namely “Bihar Student Credit Card Yojana” will
be carried forward in the next 5 years. This
scheme would be continued in order to enable
students to pursue higher education. In
addition to this, the vision document speaks of
developing ITI’s and polytechnics across the
state centre of excellence to provide better
training to youth in future.

scheme operates in Vaishali and Saharsa.
 Selection of Vikas Mitras at each Panchayat
(rural) and ward/ ward group (urban) dominated
by Mahadalit community. This aims at an

 Women empowerment is a major issue which
would be addressed by the
state government of Bihar
as a part of Saat Nischay
Yojana Part 2. In the next 5
years, state govt. will
provide 50% of the cost of
project or maximum Rs. 5
lakh, interest free loan to
women who starts in their own enterprise.
Agriculture and Irrigation
 In the next 5 years, the Bihar government
intends to provide irrigation facility to every
agricultural land in the state. Agriculture is the
backbone of the Indian economy and Bihar
plays an important role in agriculture. The main
idea would be to raise farmer’s overall income
by providing them with financial support and
irrigation facilities. This would result in higher
agricultural produce and thus the overall GDP of
the state as well as the country will increase.
Cleanliness
 The state government of Bihar wants to make
each and every village in the state clean and
prosperous. Bihar govt. will focus on the
scheme to provide clean drinking water to
 every household in the state. Another thing
which is mentioned in the vision document is
cleanliness and development of cities.
Infrastructure
 As per the vision document, Bihar government
aims to construct shelter homes for old age
people, multi-storey flats for poor people and
electric crematorium in all the major cities in
the state. The document for upcoming Bihar
Assembly elections also lays stress on building
bypass and flyovers in major cities of the state.
5. Bihar Special (January to December-2022)
December
 Science and math club to be opened in 75,424
schools in Bihar.Under the National Invention
campaign. This would include schools from class
6th to 12th.
 13th Patna Film Festival will be celebrated
in Patna from December 19 to December 21. The
first day will showcase films based on two literary
works, namely Samvadiya (Phanishwar Nath
Renu) and Laut Rahi Hai Bela Ekka (Arun
Prakash). The last film to be screened at the
festival will be "Matto Ki Cycle". Well-known film
director Prakash Jha has played the lead role in
it.

 The Bihar Government has launched the Har
Ghar Gangajal project to deliver water from the
Ganga river to the dry areas in the state that do
not lie along the course of the river. It will be
launched as part of the state government’s Jal,
Jeevan, Hariyali scheme. The first phase of the
project will be implemented with an outlay of
Rs.4,000 crore. Under this phase, large pumps
will lift Ganga water from Hathidah, close to
Mokama, to supply water for to some 7.5 lakh
homes in Rajgir, Bodhgaya, and Gaya.

National Food Laboratory of FSSAI. Under the
bilateral agreement between Indo-Nepal, this
laboratory was established to reduce the time of
testing of food samples imported from Nepal to
Raxaul.

 Research conducted by the University of Chicago
on air pollution from 1998 to 2020 has revealed
that the age of the people of Patna has decreased
by 4.9 years. The maximum age of the people of
Gopalganj in the state has come down to 6.5
years and the least in Kishanganj by 2.1 years.
 Health cards will be made for wetlands in Bihar. A
lab test will show whether it has enough oxygen
for fish and other aquatic organisms. Apart from
this, the soil of the wetland will also be tested.

 The Patna circle of the Archaeological Survey of
India (ASI) has dug up remnants of brick walls,
which officials believe could be at least 2,000-
year-old, at the site of a pond rejuvenation work
in the Kumhrar area in Patna. Experts believe that
these bricks belong to the Kushan age that ruled
over most of the northern Indian subcontinent,
Afghanistan, and parts of Central Asia from circa
AD 30 to circa 375.
 Bihar Cabinet approved a proposal to carry out a
caste-based ‘count’ in the State. This decision
was taken at an all-party meeting that was
chaired by Nitish Kumar, the Chief Minister of the
state on 1st June 2022. The Chief Minister
announced that the exercise would be named
Jaati Aadharit Ganana.
 The Bihar government has decided to accord
permission for exploration of the “country’s
largest” gold reserve in the Jamui district. As per
a Geological Survey of India (GSI) survey, around
222.88 million tonnes of gold reserve, including
37.6 tonnes of mineral-rich ore, are present in
the Jamui district.
 Bihar accounts for 78% of road accidents. In this
respect, it is second in the country. In the first
place is Mizoram, where people die in 80% of the
accidents.
 According to the Sample Registration System-
Year 2020, the Infant Mortality Rate (IMR) in
Bihar has become below the national average.
This time the infant mortality rate in Bihar has
come down by two points. Now the infant
mortality rate in the state has come down to 27.
Whereas at the national level this rate is 28.
 The state’s second zoo of 289 acres will be built
in Araria on 136 acres more land than Patna Zoo.
This will be the largest zoo in the state.
 According to the data of the National Family
Health Survey-5, the toilet facility in Bihar is the
lowest in the country. Only 62 percent of the
people here have toilets.
 According to the Civil Registration System (CRS)
Report 2020, the maximum number of children
were born in Bihar in the year 2020 in the
Darbhanga district. At the same time, Patna has
the highest number of deaths in the state.
 Bihar ranked second in the country in terms of
antenatal care under the Prime Minister’s Safe
Motherhood Campaign. Whereas Uttar Pradesh
stood first and Andhra Pradesh third.

Districts. The top runner is Katihar district of
Bihar. In this index Gaya District of Bihar has
secured second ranking in India. Muzaffarnagar
district of Bihar has secured third rank in the list.
In this ranking 112 districts of India were taken
into consideration.
 Bihar Government has issued instructions in
public domain that if a person is caught
consuming alcohol he will be fined. If found
guilty, the offender will be fined with Rs.2000-
5000 or imprisonment of one month. If the
person repeats this offence he shall be
imprisoned for a term of one year. It is worth
noting here that in Bihar liquor has been banned
completely since 1st April 2016.

Odisha and Assam. ‘Very high’ MMR means 130
or more maternal deaths per 100,000 live births.

scheme run by the Ministry of Jal Shakti,
Government of India, the ranking of Har Ghar Jal
Sub Plan has been released. In the ranking, Arwal
district has got the first place among all 38
districts of Bihar state. Here pure drinking water
is being supplied through taps in all the houses
(1,22,064) of the district.
