(3) Objective
To replace the number one latch on each right hand fan cowl door with a new
Lockable latch and a new latch keeper clevis on the left hand fan cowl door.
This will help ensure the fan cowl doors are latched correctly before flight and
prevent fan cowl door damage or loss.
(4) Substantiation
D. Description
On each engine the number one latch on each right hand fan cowl is removed and
replaced with a new lockable latch. The number one latch keeper on the left hand
fan cowl is also removed and the keeper clevis is removed and replaced with a
new clevis. The key for the lockable latch is attached to a “REMOVE BEFORE
FLIGHT” warning flag to show when the latch is not locked.

The technical content under the JAR 25 regulation of this document is approved
under the authority of DOA ref. EASA.21J.031. In addition, the part number
changes and/or part modifications that are given in sections 2 and 3 of this Service
Bulletin comply with the applicable Federal Aviation Regulations and are FAA
approved for the engine model(s) listed.

The parts to accomplish this Service Bulletin are available from the manufacturer as
Kit No. V2571331-551.Operators should submit a charge purchase order for the
applicable quantity of kits. The purchase order must specify this service bulletin
number and only the parts herein. A delivery schedule will be provided at time of
order acknowledgment.
Prices contained within this Service Bulletin represent a fleet-wide price reduction in
support of incorporation of these Service Bulletin Kits.

3. Accomplishment Instructions.
(1) Open the fan cowls as instructed in the V2500-A1/A5 Aircraft Maintenance
Manual, TASK 71-13-00-010-010-A.
(2) Clean the area at latch position number one on the right hand fan cowl
and keeper position number one on the left hand fan cowl. Use a clean lint
free cloth made moist with solvent. Remove the solvent with a clean lint
free cloth to make the areas dry. Refer to Figure 1 and 2.
(4) Remove the collar (2) and pin (4) that attach the anti-swivel plate (6) or (7)
and latch assembly (3) to the latch housing (5). Retain the collar (2) and pin
(4).
(6) Use a clean lint free cloth made moist with solvent to remove all oil, grease
and dirt from the latch housing (5) collar (2) and pin (4).
(7) Use a clean lint free cloth to make the areas dry.
NOTE: The new lockable latch (8) and the new clevis (15) are locked
together and must be unlocked with the key before installation.
(8) Put the latch key and flag assembly HA2273-1 (10) into the key hole of the
new lockable latch (8) and operate the lock one quarter turn counter
clockwise to unlock the latch. Retain the new clevis (15) for installation on
the left hand fan cowl.
(9) Install the new lockable latch (8) with key and flag assembly (10) in position
on the latch housing (5) with the new anti-swivel plate (9) collar (2) and pin
(4). Refer to Figure 1 Sheet 2.
(10) Safety the pin (4), collar (2) and new anti-swivel plate (9) with a new split
pin (1).
(11) Make sure that the lockable latch (8) is free to turn on the pin (4).
(12) Engrave this service bulletin number onto the right hand fan cowl
modification plate. Use a vibro-etch engraver. Refer to the IAE/V2500
Standard Practices Manual, Chapter 70-09-00.
(13) Identify the right hand fan cowl as shown in the table below.
(1) Remove the four bolts (3) nuts (1) and washers (2) that attach the
number one latch keeper assembly (4) to the latch keeper housing (5) on
the left hand fan cowl. Make sure you keep the bolts (3) nuts (1) and
washers (2) for the installation of the latch keeper assembly (16). Refer to
Figure 2, Sheet 1 and 2.
(3) Turn the detent plates that are attached to the latch keeper assembly (4)
far enough to allow the clevis detent nut to move freely.
(4) Hold the clevis (12) and turn the clevis detent nut counter clockwise until
the clevis is free from the latch keeper assembly (4).
(5) Align the cut in the new clevis (15) with the notch in the latch keeper
assembly (4). Insert the new clevis (15) into the latch keeper assembly (4)
and thread the clevis detent nut onto the new clevis (15). Refer to Figure 2,
Sheet 2.
(6) Turn the detent plates back into the correct position so that the dimples on
the detent plates touch the slots in the clevis detent nut.
(7) Re-identify the latch keeper assembly H2800-9 as H2800-13. Refer to the
IAE/V2500 Standard Practices Manual, Chapter 70-09-00.
(8) Use a clean lint free cloth made moist with solvent to remove all oil, grease
and dirt from the latch keeper housing (5) bolts (3) nuts (1) and washers
(2).
(10) Install the latch keeper assembly (16) in position on the latch keeper
housing (5) with the four bolts (3) nuts (1) and washers (2). Make sure the
latch keeper (16) is installed in the correct position and that the fins of the
new clevis (15) point outboard after installation. Refer to Figure 2, Sheet 2.
(11) Torque the nuts (1) to between 30lbf.in. and 35 lbf.in. (3,39 to 3,95 Nm).
(12) Remove the bolt (6) nut (8) washers (7) that attach the bumper (9) to the
number one latch keeper housing (5). Make sure you keep the removed
washers (7) nut (8) and bumper (9) for the installation of the new deflection
plate (13). Discard the bolt (6).
(13) Remove the nut (8) washers (7), (7A) and (7B) that attach the alignment
spigot (11) to the number one latch keeper housing (5). Make sure you
keep the removed washers (7), (7A), (7B), nut (8) and alignment spigot
(11) for the installation of the new deflection plate (13).
NOTE: The washers are used to fill the space between the alignment
spigot, bumper and latch housing if adjustment of the fan cowls is
required.
(14) Use a clean lint free cloth made moist with solvent to remove all oil, grease
and dirt from the washers (7), (7A), (7B), nut (8), bumper (9), alignment
spigot (11) and new latch keeper deflection plate (13).
(15) Use a clean lint free cloth to make the parts dry.
(16) Apply jointing compound to the mating surfaces of the new latch keeper
deflection plate (13). Assemble the part while wet.
(17) Install the new latch keeper deflection plate (13) in position on the latch
keeper housing (5) with the bolt (10) bumper (9) washers (7) washers (7B)
and nut (8). Refer to Figure 2, Sheet 2.
(18) Install the alignment spigot (11) in position on the latch keeper housing (5) as
shown with the nut (8) washers (7) and (7A). Refer to Figure 2, Sheet 2.
NOTE: No need to torque the nuts at this stage as adjustment of the cowls
may be required. The nuts are torqued at Step (24).
(21) Make sure that the work area is clean and clear of tools, equipment and
other unwanted material.
(22) Lower the fan cowls and make sure that the alignment spigots and
bumpers are engaged in their locating holes. Do the adjustment of the fan
cowl spigots and bumpers. Refer to the V2500-A1/A5 Aircraft
Maintenance Manual, TASK 71-13-00-800-011-A.
NOTE: The force necessary to close each of the four latches must be
between 30lbf (13,34daN) and 40lbf (17,79daN). If the force is not
in the limits given, adjustment is necessary
(Ref AMM TASK 71-13-00-800-011-A).
(24) Torque the nuts (8) to 210 lbf.in. (23,7Nm). Refer to the V2500-A1/A5
Aircraft Maintenance Manual, TASK 70-23-11-911-013.
(25) Engrave this service bulletin number onto the left hand fan cowl
modification plate. Use a vibro-etch engraver. Refer to the IAE/V2500
Standard Practices Manual, Chapter 70-09-00.
(26) Identify the left hand fan cowl as shown in the table below.
(28) Use the latch key and flag assembly HA2273-1(10) to operate the lock one
quarter turn clockwise to lock the new latch(8).
NOTE: The latch key and flag assembly HA2273-1(10) are stowed in the
flight deck. Refer to the Airbus SB A320-71-1069.
