among other issues in public safety units;
2. To strengthen the moral fiber of law enforcers to resist
temptations while enforcing laws and ordinances;
3. To reinforce trust building effort of the Philippine
National Police (PNP).

We value faith and spirituality as our moral foundation and understand
the works of the Almighty in our careers. Despite differences in religious
beliefs, we recognize the importance of creating an environment where
faith can be expressed and practiced. We maintain respect of every
religious beliefs and practices – and decry any discrimination against them.

We stand by the principle that the Almighty is the sole foundation in where
our decisions revolve; acknowledging the importance of deepening our
spiritual views to sustain professionalism and contribute to society as whole

Mandated by the constitution to maintain peace and order and directly work with
the community, we act in the best interest of the public as a whole. We treat our
communities as our beneficiaries as well as our partners for change. We innovate
and think of ways to improve our services towards the communities that we
belong to and serve. We bridge the gap through different public safety initiatives
that would address the security needs of the community. We are steadfast on
creating safe spaces to live, work, and do business.

We make sure that we respect and value the citizen’s rights and use our authority
to uphold these. Being in the public service, we are grounded. We engage and
listen to the needs of individuals and groups so as to build their respect and trust
to police service.
Makakalikasan (Pro-environment)
We are committed towards protecting the environment and the country’s
natural resources; preventing environmental crimes and working hand in
hand with the local communities on advancing environmental health
programs and initiatives.

We are also well-informed on facts, and figures about the global


environmental condition and environmental policies and laws existing in the
Philippines.

We are capable and knowledgeable on handling environmental programs and


preventing environmental degradation. We are the government’s partners on
encouraging and advocating for a pro-environmental behavior in
communities.
Makabayan (Patriotic)
Our loyalty rests on the country and the nation. We act towards developing the
national consciousness and the Filipino pride of the citizens and upholding the
sovereignty of the Philippines as a country. This is by being informed and
analytical on different policies concerning the country. We remain relevant and
involved in promoting a positive image of the country.

We are in the forefront in maintaining and promoting of the country’s historical


and cultural heritage. We acknowledge the country’s cultural, lingual, and
religious diversity and respect traditional and cultural practices at all times. We
demonstrate love of country by serving as the role models to the communities we
are serving and protecting.

We must display the highest form of integrity, hospitality, and esteem towards
faith and family – values which characterize the Filipino nation.
Service
We are part of the state’s movement towards addressing the needs of each
community and work for their best interests. Our brand of leadership rests in public
service.

As patriotic leaders, we are fully involved in working for nation-building; proactive


in pushing forth programs that will reach underserved communities and responsive
on their needs and concerns. We contribute to push forth development in our
respective areas, acknowledging the community’s capability to cause and advance
their own progress.

We are creative and innovative in using available resource to ensure security and
work hand-in-hand with the local government unit and non-governmental
organizations. We overcome limitations and adversaries in commitment to deliver
the best outcome.

We recognize the responsibility that the public entrusts us. Thus, we build trust and
uphold the integrity of the police organization in performing our duties. We
maintain the highest professional value and moral and ethical standards of police
service.

We recognize that our public image is a reflection of the whole police organization.
We give value to how the citizens perceive us as a representative of the state. And
so, we ensure that we deliver effective and efficient services to our beneficiaries no
matter what the cost.

We are honest and transparent in all our transactions, decisions, and


communications. We are open to criticisms and accept such to develop ourselves
and our performance. We shy away and reprove any form of corruption in our
work. We are reliable and accountable and keep our promises to the public.

JUSTICE
We are fair in action, impartial in service, and steadfast on our commitment to
promote and enforce the rule of law in every community. We are cognizant of
such responsibility; thus, we strictly impose and follow proper procedures on our
daily activities and operations. We do not allow our personal feelings take
merits on our decisions and course of action.

Whenever there is conflict, we uphold the moral high ground and use physical
force only and only if the exercise of persuasion, advice, and warning is not
sufficient and never out of outrage.
We believe that “justice delayed is justice denied” hence we take due and
efficient action in the conduct of our investigation and crime detection.
