PLANNING PROPOSALS (THREE TIER PLANNING CONCEPT) : $.1.1. PHYSICAL DELINEATION OF URBAN COMPLEX AREA : ‘The term “Urban Complex” is used to describe those vast areas of continuous or nearly continuous areas of development as a single city, however big, because of their physical extent and because they contain within them the whole range of urban activities and facilities found within a normal region, It is ofcourse not easy to define in any decisive way the boundary of an urban complex. The influence of the central area at its heart extends over great distance with its intensity gradually decreasing. In the recent case, it is reasonable to assume that there exists a relationship between the development of Ahmedabad City and the existing area having urban character in the peripheral areas of the City. Urban Complex has certain characteristics which make them that they area cither rapidly ‘growing or have enough potentials for urban growth densely populated, economically thriving but partially dependent on core city, totally dependent on core city etc. There are many factors for this functional relationship but the major ones are population, economic structure and communication. Factors which would affect delineation of Ahmedabad Urban Complex area are : i) Existing Land Use. ii) Direction of growth. iii) Availability of mass transportation routes. iv) Urban Land limit fixed under the Urban Land (ceiling and regulation) Act, 1976. ) Topography. The decision is ken 10 designate the area of all reservations sites of the Sanctioned Development Plan as “Spectal Area Town Planning Schemes” under Section - 12 (2) (O) of the Act with appropriate zoning instead of reservation, For effective implementation of all these areas, AUDA would immediately prepare Town Planning Schemes on top promty basis wherein the deduction of the land for the public purpose from the original plot arca would be 50% of the original plot area while reconstituting the plots and 50% of the orginal plot area would. be allotted to the respective land owners in the form of final plots, under the Act, As a result of this decision of AUDA it is noted that the non utilisation of the lands “reserved” under the Development Plan proposal till they are Acquired under Land Acquisition Act of by private negotiation as stated under the G-T-P, & U.D. Act. 1976 will be removed and all such lands will be made availble for its unifisation according to the T. P. Scheme proposals at the earliest. 5.2. PLANNING PROPOSALS FOR THE FOUR URBAN CENTRES (SECOND TIER): Asbrought out earlier, towns of Kalol-Saij, Dehgam, Sanand and Mebemsdabad_ although located within the distance of 24 kms. to 30 kms. from Ahmedabad City, have not developed as growth centres as envisaged in the sanctioned Development Plan of 1987, snd grovyth of these towns have not been accelerated during the last decade for the reasons explained previously is report and have shown low rates of growth during 1981-1991.
