DISCUSSION: It is clear that the jurisdiction is
with the CA; even the charter of PDIC says that
the jurisdiction will be with the CA.  it is now 400k. If more than 400k, the jurisdiction
That is the jurisdiction of the CA.
JURISDICTION OF THE RTC
1) Exclusive Original - meaning, you start with
the RTC and that's the only court where you can
file that case
2) Concurrent Original - you can file it in the RTC
but just the same as CA and SC, you can also
file it in the CA as well as the SC
3) Appellate - RTC has this jurisdiction. Which
decisions are we referring to?
JURISDICTION OF THE
RTC (ORIGINAL) includes:
1. Incapable of pecuniary estimation  - In all civil
actions in which the subject of litigation is
incapable of pecuniary estimation. What is the
meaning of this?
EX: You have a claim of 5M pesos. Is that
capable of pecuniary estimation? Yes.
How about specific performance? Like perhaps
to perform an accounting. Can you estimate that?
There is none.
So it is incapable of pecuniary estimation.
Therefore, the jurisdiction is with the RTC.
EX: Another, recision of contracts. You are not
asking for money but you do not want to comply
with the conditions anymore, because you want it
rescinded. SO if you pray for recision of contract,
that is incapable of pecuniary estimation, hence
the jurisdiction is with the RTC.
EX: Another, action for declaratory relief. You
cannot also estimate how much, so it is
incapable of pecuniary estimation.

exceeding 400K
The jurisdiction of the MTC have been expanded:
is with the RTC.
If you want to claim ownership of the property,
and the assessed value is more than 400k, that is
with the RTC.
Where can you find the assessed value? In the
Tax Declaration. If you are looking for the selling
price, you look at the Deed of Sale. If the Zonal
Value is what you are looking for, you look at the
BIR. 
3. Admiralty and Maritime claims, if more than
2M
If it's 2M or less, then that is with the MTC.
When was this law in effect(kung kailan di na
tumatanggap ang MTC ng cases over the new
threshold)? August 20, 2021.
4. Probate proceedings, if more than 2M
You look at the value of the estate. If the value of
the estate exceeds 2M, then that is with the RTC.
5. All actions involving Contract of Marriage and
Marital Relations
Why is it with the RTC and not with the Family
Court? Well, Family Courts are RTCs but
specialized ones. If the Court has no Family
Court, then the SC will just designate a Family
Court. Still, if there are no Family Courts in an
area, you file it with the RTC.
6. Special Jurisdiction
6.1 What is this RA 6657? This is the
Comprehensive Agrarian Reform Law.
If there's tenancy, then the jurisdiction is with the
DARAB. But the RTC has special jurisdiction.
Under RA 6657, it is an exercise of the power of
eminent domain of the state for public use upon
payment of just compensation.
When there is a controversy on the payment of
just compensation, the jurisdiction is not with the
DAR or DARAB but is with the RTC
6.2 All criminal cases for violation of RA 6657
shall be under the jurisdiction of RA 6657.
7. Personal property/damages/AF, if more than
2M
DISCUSSION: The jurisdiction in this case is with
the RTC for Amendment of Certificates of Title,
like if you have some changes regarding the
technical description, in the name, etc. 
Q. What is the basis in this case that tells us that
the jurisdiction is with the RTC?
A: PD 1529, or the Property Registration Decree.
RTC has jurisdiction on the Amendments on the
Certificate of Title.

1) Land cases, particularly forcible entry and
unlawful detainers
2) Criminal cases but to a lesser extent, because
when they are acquitted, that's final and
executory. 
-What if convicted then the penalty is 6 years and
below? Not a lot of cases still because they
usually apply for probation.
