Subject: ORGANIZING THE BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT


COMMITTEE (BESWMC)

WHEREAS, the problem on garbage collection in our country today, poses a serious threat to the
general welfare and health of the people, as well as to the integrity of the environment;

WHEREAS, Republic Act No. 9003 was promulgated providing for Ecological Solid Waste
Management to generate multi-sectoral interest and partnership in addressing the garbage problem in
the country;

WHEREAS, to ensure an efficient collection and disposal of garbage, Ordinance No. ____, s. of
___, this barangay, is hereby adopted, urging for the creation of a Barangay Ecological Solid Waste
Management Committee (BESWMC), which shall have the authority to implement solid waste
management-related activities in the barangay;

order, that:

Section 1. The Barangay Ecological Solid Waste Management Committee


(BESWMC) shall be composed of the following:

Section 2. The Barangay Ecological Solid Waste Management Committee
(BESWMC) shall have the following functions:

1. Formulate a community Solid Waste Management Program consistent with that of the
municipality. Policies and plans to implement the program shall include but not limited
to the following strategies:

a. Education
- Development and dissemination of information campaign (IEC)
materials on solid waste management to every household, business
establishments, and other institutions in the barangay;
- Conduct of community trainings and seminar on ecological solid
waste management particularly on household waste segregation,
composting, reduction of waste for disposal and recycling;
- Issuance of community policies that will patronize ecologically friendly
products and packaging.
b. Engineering
- Provision of support mechanisms for segregated
collection and composting or pre-treatment of
biodegradable waste.
Enforcement
- Establishment of an awards system and other incentives in the
barangay was well as sanctions through the enactment of barangay
ordinances and other rules and regulations to implement the
programs.

c. Entrepreneurial
- Establishment of a system of buying and selling of recyclable waste
including compost;
- Promotion of livelihood activities from waste materials.
- Networking with the private/business establishments within the
barangay;
- Micro-financing for livelihood projects from waste

2. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable and reusable wastes; provided that the collection of the
non-recyclable materials and residual waste shall be the responsibility of the municipal
local chief executive;

3. Establish within the barangay or cluster barangay a Material Recovery Facility (MRF),
a redemption or eco-center in a barangay-owned or leased land or any suitable open
space to be determined by the Sangguniang Barangay;
4. Allocate barangay funds for the barangay ecological solid waste management
program, approved by the Sangguniang Barangay;

5. The BESWMC shall organize a core of area/street coordinators thru the conduct of
training for barangay residents on segregation, composting, recycling and livelihood
opportunities from use of recyclable waste and to monitor their implementation;

6. Integrate the Ecological Solid Waste Management Program in the Barangay


Development Plan and/or Annual Investment program.

7. Find alternative sources of funds other than the regular barangay budget;

8. Submit a monthly report to the Municipal ESWMC on the progress of the program,
copy furnish the Local DILG Office.
