What is Privatization?
• Privatization occurs when a government-owned business,
operation, or property becomes owned by a private, non-
government party
• Examples of privatized companies in Kenya Safaricom, Telkom,
Mumia’s

• From independence in 1963 up to the late 1970s, the Kenya
Government pursued a Policy of mixed economy where the private
sector and the public sector were allowed to exist side by side.
• By early 1980s however, the Kenya Government had realized that
these State Owned Enterprises (SOE's) were not achieving their
primary objectives. A number of them had accumulated huge
debts/losses and depended on the Treasury for financial survival.

• In June 1982 the Government appointed a Working Party on


Government expenditure chaired by Mr. Philip Ndegwa whose report
revealed that the Government was directing a lot of its budgetary
resources to support commercial activities and to provide services at
subsidized rates
• The current Public Enterprise Reform and Privatization program
started in July 1992, Under the Parastatals Reform and Privatization
Program the government listed 33 strategic parastatals to be
restructured and retained in the public domain and 207 nonstrategic
parastatals to be privatized

• Some method’s being used for privatization in Kenya today are ;


1. public offering of shares
2. leases
3. management contracts
4. other forms of public-private partnerships
5. negotiated sales
6. sale of assets, including liquidation and receivership
