Introduction

During the past years, the technology in our society has been progressing making our

lives easier and better. However, crime and incidents never stopped, and it’s been a serious

social problem in our country. Through the years, different crimes are getting worse, and a

lot of incidents have happened around the world. As various crime cases increase, technology

is also growing. The submission of crime reports and complaints online by most people

nowadays is becoming even more common and it often happens in our world today, as stated

by Schraagen et al, (2017). Netizens sometimes use the internet/social media to post crimes

and incidents, but there are problems and risks in doing this. There are ongoing studies

regarding crime reporting systems and different web and mobile applications that were

developed to address the problem of people reporting on different platforms on the internet

that mislead the police in crimes and incidents posted on social media. These incidents

happen often in different areas and there is no way to confirm those reports if they were real

or not until they investigate. Some existing applications have options to control and take over

these kinds of issues, but they are not effective. Because of those kinds of cases, real cases

will be put on hold (Jayasinghe & Perera, 2021).

A database system was also developed by the PNP which is named Crime Information

Reporting and Analysis System (CIRAS). It is capable of generating reports periodically,

crime analysis, crime clock, and crime map that will help alert authorities in making fast

decisions. It allows real-time incident reports for quick and fast reliable information for the

decision-makers. The current system only manages criminal records, card files, and

databases. The information is not clearly constructed, that being the case, it is inadequate in

providing for crime investigation. As a result, the investigation officer (IO) will be having a

hard time analyzing the related information, and properly executing fast decision-making

during the process of investigation without a prior or genuine knowledge representation

model (KRM) through data mining, to present the knowledge of crime investigation in a

more systematical, organized, and significant course of action (Anonymous, 2022).

The study aims to examine the accuracy of the crime and incident reports and to

monitor the crimes and incidents in different areas of Pampanga. The application is expected

to monitor the submitted crimes and incident reports using a statistical tool. Since the

availability of the application differs for each device, the system is only allowed for

compatible devices, unlike a web-based application where you only need internet service to

access and report a crime.

Review of Related Literature

Crime Reports

Fast reporting of crimes is an essential part of anticrime since crimes are increasing in

our society today as one of the severe worldwide issues. In one of the countries in the Middle

East, Iraq, this problem is clearly noticeable as people avoid sharing their information due to

the lack of trust in the security system despite communication between the citizens and the

police in Iraq. A current study proposed a multi-approach for crime reporting and police

control to address these problems. The result of the study shows that the proposed system can

quickly track and monitor criminals based on the cloud-based online database (Alameri et al.,

2022).

In a study proposed by Laurena et al. (2022), Based on the reports from the PNP

(Philippine National Police), BFP (Bureau of Fire Protection), and LGU, the crimes and

incidents in the Philippines are increasing every year. A web application called AidPack

allows individuals to report different street crimes with reports directed to barangay

officials. Reporting an incident addresses different issues, and this will ensure the safety of

each citizen around the community.

Incident Reports

Incident reporting is widely acknowledged as an important method to develop

safety in healthcare further, and many countries have already developed their incident

reporting system. The reporting system, both local and national, is submerged by the

number of reports and lacks defining recommendations for improving the healthcare safety

of the people, as mentioned in the study of Leistikow (2017).

In healthcare, incident reporting refers to collecting information from the incident to

improve the patient’s safety and care quality. Incident reports help medical staff to identify

and change the patient’s medical errors. Nurse managers, front-line nurses, pharmacists, or

physicians are directly involved in the actions leading up to typically submitting the

majority of incident reports, as stated by Hooiveld (2022).

Mwiya (2015) stated that today, there are more effective ways of detecting and

fighting crime because of the advancement of computer technologies. Researchers and

engineers proposed and developed several computer-based systems focusing on crime

reporting and detection. Because of the improvements in spatial information and databases,

the application and integration of GIS became more effective in its implementation.

Objectives of the Study

The study's general objective is to develop a web-based application for citizens who

need to file crime and incident reports in Angeles City. To achieve the main objective, the

study aims to:

1. Manage all of the information on crime and incident reports.

2. Reduce the manual/traditional work for managing the reports.

3. Improve the manual/traditional way of reporting a crime and incident.

4. Monitor the speed of police response to citizens on the reported crimes and

incidents.

5. Evaluate the performance of the web application using the ISO 25010 model.

Scope and Delimitations

The study is focused on developing a crime and incident reporting web application to:

description of the person in terms of their height, the color of their clothes, when

and where they are last seen, and the phone number of the contact person.

7. The police officers can post wanted criminals for the people around the area will

be aware.

8. The users can request police, ambulance, and firetruck by filling up a request

form. This will alert all police stations, fire stations, and hospitals near the

reported crime or incident area.

Delimitations

The crime and incident reporting process will be from submitting a report to

police accepting or responding to the crime or incident; other transactions or processes

will not be part of the system. The features of the web application will only be

accessible online. For the functions of the web application, when it comes to reporting

a crime, the information will only include the category of the crime, crime description,

location, date and time reported, the resident who reported the incident/crime, and the

image as it serves as evidence that the crime or incident reported is real. Furthermore,

the feature regarding requesting for police, ambulance, and firetruck will not have a

tracking system; instead, the user will be notified if the police, ambulance, or firetruck

they have requested is already accepted.

Paradigm of the Study

The inputs of the study were obtained from the crime and incident reports information

and the crime and incident-related web-based applications and systems that serve as a guide

in the development of the web-based application. The crime and incident reports also serve

as the guide on getting the necessary details to be submitted by the user. Inputs were

processed through Rapid Application Development since the development of the application

needs to be developed in a short span of time. Furthermore, the researchers conducted initial

testing using the ISO 25010 model to evaluate the quality of the application. The output of

the study will be the web-based application with the results of the software quality testing

that was done at the final stage of software testing.
