1. Introduction
2. The 195th Meeting of Operation Coordination Sub-Committee (OCC) of SRPC is scheduled on 11th
October 2022 through Video Conferencing.

3. Confirmation of the Minutes of 194th Meeting of OCC


The 194th Meeting of OCC was held on 12.09.2022 and the Minutes were issued on 19.09.2022.
The Minutes of the 194th Meeting of OCC may please be confirmed.
4. Over voltage phenomenon at different substations in Karnataka
POWERGRID's submission:
 Bus voltages in different Substations of Karnataka (especially in Tumkur, Hiriyur,
Narendra, Pavagada, and Mysore SS) are beyond the Voltage level specified in Grid
code (i.e. beyond 420KV) most of the times. 400 kV Transmission lines are being taken
out/in service in regular basis to control the over voltage. Due to high frequency of
switching of Lines, it is adversely affecting the equipment life.
 SRPC forum may please explore/suggest the possibility of adding necessary reactive power
control measures in this area to control the overvoltage.

SRLDC may study the case and present in the meeting.

5. Over loading of ICT's at Kalivinthapattu
POWERGRID's submission:
At present, there are 3 numbers of ICT's at Kalivinthapattu with total MVA capacity of
1130(2*315 +1*500). From March 2022 it is observed that ICT's at Kalivinthapattu are being
continuously overloaded most of the time. In case of outage of any one ICT, other ICTs will
trip on over loading as N-1 contingency criteria are not being fulfilled in the station. The issue
was taken up in 191st OCC and it was deliberated to further study and discussion.

6. Additional ICT at Mysore SS due to continuous over loading of Existing ICTs


POWERGRID's submission:
 In 2nd SRSCT meeting held on 10th June 2019, Director (PSPA-11), CEA, stated that,
KPTCL has planned to establish a 400/220kV sub-station at Kadakola in Mysru District
for relieving loads on 400/220 kV Bastipura sub-station (Mysuru) and to provide alternate
source of power supply to 220 kV sub-stations in and around Mysuru.

 In 187th OCC, CTUIL stated that the commissioning of 4th ICT at Mysore is an urgent
requirement to avoid disturbance in Mysore area. As commissioning of Kadakola
substation will take at least 24/30 month, the augmentation at Mysore substation with the
4th ICT, is very much required for the system to meet the peak demand in coming season.
 Since our ICT's (2*315+1* 500 MVA) at Mysore SS are continuously over loaded and
N-1 contingency is not being fulfilled; the proposal for augmentation Mysore substation
may please be deliberated. Space is available in Mysore SS. Plan and schedule to be
submitted after approval.

7. Replacement of 315 MVA ICT-2 at 400kV Nagarjunsagar Substation with
500MV ICT
POWERGRID's submission:
(i) At 400kV Nagarjunsagar Substation 315MVA ICT-1 & 2 consisting of 3x105MVA Single
Phase units were commissioned under RATL project during 1985 & 1989 respectively.
(ii) Due to various factors such as ageing effect (continuous service more than 33 years) and
delayed clearance of downstream faults etc. DGA parameters, Tan Delta value of
Bushings & winding etc. of ICTs are deteriorating.
(iii) On 24.02.2022, 21:29Hrs, Nagarjunsagar ICT-2 tripped on operation of B-Phase (Unit#
7) differential protection. Upon internal inspection of failed unit, deformation of winding
observed and is found beyond repairable. ICT was normalized by taking spare unit in
place of failed Unit #7.
(iv) It may please be noted that balance two single phase units in the transformer bank in ICT-
2 have also completed 33 years of service and experience similar kind of stress due to
down stream faults in its service life. Hence probability of failure of these units is also
high.
(v) In case of failure of any unit will lead to outage of ICT as there is no spare available for
this ICT.
(vi) Keeping in view the ageing of the ICT and future load growth, it is proposed to
replace old 3* 1 phase ICT-2 Bank at Nagarjunsagar Substation with a new 3 phase
500MVA ICT under Additional Capitalization in tariff block 2019-2024

8. Review of Maintenance schedule of Units (CGS/IPPs connected to ISTS)
(i) The outage schedules for the maintenance of various Generating Units are regularly
monitored in all OCC meetings and the Generators are requested to avoid frequent changes in
the outage planning. All the Generators are requested not to revise their AMP frequently
unless otherwise, if required, depending on that time Grid condition.

(b) NTPC RSTPS vide letter dated 27.09.2022 (Annexure-8) has requested
preponement of OH of Unit-6 from 15.10.2022 for 35 days in view of Reliability and
safety of unit

(c) NTPC Simhadri STPS vide email dated 28.09.2022 informed that unit -2 AOH OCC
approved schedule is from 10th November to 14th December 2022 ( 35 days ).
Recently there is a shift in TG bearing vibration and maintaining at higher levels. In
view of this it is proposed to prepone Unit-2 AOH tentatively from 28th October
2022 to 1st December 2022 (35 days). This is for your kind information and
necessary concurrence.

It may please be noted that the many units are planned for maintenance during
the month of November 2022.
Utilities are requested to consider shifting of some of the unit so that revival of
the unit by 14th January 2023.
This may be deliberated.

9. Outage Planning of Transmission Lines and Elements


9.1 Monthly outages of Transmission Lines and Elements proposed in the Outage
Coordination Meeting:
i. The outages proposed for the month of November 2022 in respect of Transmission Lines and
Elements proposed by other regions, State Transmission Utilities, PGCIL and other trans- mis-
sion Entities would be processed and discussed in the Outage Coordination Meeting scheduled
on 10.10.2022 through VC.

ii. The list of outages of Transmission Lines and Elements, proposed for November 2022, will be
mailed to OCC Google Group after closing the outage submission window on 03.10..2022
(24:00 hr) in the outage Portal.

iii. All the entities including generators are requested to ensure participation of their repre-
sentatives in the Outage Coordination Meeting scheduled on 11.10.2022 through VC.

9.2 Outage of 400kV Simhadri-Kalpakka Line-4.
NTPC vide email dated 29.09.2022 submitted the following:
 Other lines CTs and LAs are replaced and only 400KV Simhadri-Kalpaka line-4 is pending
for replacement. SRLDC has suggested to club the above shutdown with the upcoming unit
overhauling.
 It is very difficult to carry the above work with unit overhauling as the lot many works to be
done in unit overhauls which gets the opportunity once in two years. Each and every system
to be checked thoroughly inline with LMIs and other NTPC-COS guidelines.
 In view of the above the work cannot be taken up in unit overhauls.
 400KV Simhadri-Kalpaka line-4 outage has proposed in 194th Mid OCC from
26.10.2022 to 31.10.2022 (5days).
 CT & LA are to be replaced after 20 years of life time, as per our Corporate /OEM
Guidelines. The said outage is asked to take along with Unit Overhaul since 188th OCC. But it
is very difficult to carry out OH and CT&LA replacement works. Therefore, you are
requested to consider it as Agenda for the upcoming 195th OCC Meeting .

10. Monthly Review of LGBR for the next 13 months (Availability &Requirement)
(i) In the 194th meeting of OCC, SRPC had suggested that 11 months rolling LGBR (Total 13
months) may be brought out on monthly basis which is a mandatory requirement when
GNA is implemented. All the States to look into this aspect and furnish the data
accordingly.
(ii) Constituents to furnish the detailed Availability & Requirement (Solar Peak &
Evening Peak separately) for the next 13 months period from October 2022 to
October 2023 by 6thOctober 2022.
(iii) All the SLDCs are requested to take appropriate action to meet the deficit, if any, by
proper planning and not to overdraw from the grid.
11. Annual Load Generation Balance Report (LGBR) and the Annual Outage Plan
for the year 2023-24
(i) Regulation 5.7.4 of Central Electricity Regulatory Commission (Indian Electricity Grid Code)
Regulations stipulate as follows:
 "The RPC Secretariat shall be primarily responsible for finalization of the Annual Load
Generation Balance Report (LGBR) and the annual outage plan for the following financial
year by 31st December of each year. The LGBR shall be prepared by the respective RPC
secretariat for peak as well as off-peak 4 scenarios."
 All SEBs/STUs, transmission licensees, CTU, ISGS, IPPs, MPPs and other generating
stations shall provide to the respective RPC Secretariat their proposed outage plan in
writing for the next financial year by 31st October of each year. These shall contain
identification of each generating unit/transmission line/ICT etc., the preferred date for

each outage and its duration and where there is flexibility, the earliest start date and
latest finishing date. Each SLDC shall submit LGBR for its control area, for peak as
well as off-peak scenario, by 31st October for the next financial year, to respective RPC
Secretariat. The annual plans for managing deficits/surpluses in respective control
areas shall clearly be indicated in the LGBR submitted by SLDCs."
 RPC Secretariat shall compile LGBR for peak as well as off peak scenario and also prepare
annual outage plan in the respective region. RPC Secretariat shall then come out with the
draft LGBR and draft outage plan for the next financial year by 30th November of each year
for the regional grid taking into account the utilization of available resources in an optimal
manner and to maintain security standards. This will be done after carrying out necessary
system studies and, if necessary, the outage plan shall be rescheduled and LGBR shall be
modified, accordingly. Adequate balance between generation and load requirement shall be
ensured while finalising outage plan. The draft LGBR and draft outage plan shall be
uploaded by the RPCs on their websites.”
(ii) All SEBs/STUs, transmission licensees, CTU, ISGS, IPPs, MPPs and other generating
stations shall provide their proposed outage plan in writing to SRPC Secretariat for the
financial year 2022-23 by 31st October 2022.

(iii) Each SLDC shall submit LGBR for its control area, for peak as well as off-peak
scenario, by 31st October 2022 for the financial year 2022-23 to SRPC Secretariat..

The utilities to furnish the required data in the prescribed format circulated
by SRPC for the financial year 2022-23 by 31.10.2022.

12. Prolonged outage of Transmission elements


(i) Regulation 5.2.e of Central Electricity Regulatory Commission (Indian Electricity Grid Code)
Regulations stipulates Maintenance of their respective power system elements shall be carried
out by users, STUs and CTU in accordance with the provisions in Central Electricity Authority
(Grid Standards) Regulations,2010.Any prolonged outage of power system elements of any
User/CTU/STU, which is causing or likely to cause danger to the grid or sub-optimal operation
of the grid shall regularly be monitored by RLDC. RLDC shall report such outages to RPC.
RPC shall finalize action plan and give instructions to restore such elements in a specified time
period.

(ii) SRPC vide letters dated 17.08.2022 had requested the utilities concerned that needful may
please be done to put the elements into operation immediately for smooth and secure grid
operation. If any further delay is anticipated, the likely date for taking into service of the
elements may please be communicated with the reason for delay etc.

(iii) The prolonged outage of the elements is a matter of serious concern as the outage of elements
likely to cause danger to optimal operation of the grid operation.

a) TSTRANSCO, TANTRANSCO and KPTCL to furnish the Status/


anticipated date to be back on service.
13. Restoration of 400kV/220kV RTPS ICT-2 by KPCL (out since 23rd July 2021)
(i) 400kV/220kV RTPS ICT# 2 got tripped on 23.07.2021 at 18:47hrs. Due to outage of
400kV/220kV RTPS ICT# 2, frequent grid occurrences are happening in the downstream
220kV connected SS of KPTCL.
(ii) The following had been noted in the previous Meetings:
 The issue was under deliberation form 181st meeting (10.08.2022) of OCC.

 SRPC has arranged spare transformer from PGCIL but the arrangement was not accepted
by KPCL higher management and they opted for restoration by repairing the ICT.

 In the Special Meeting held on 11.04.2022, to deliberate on transmission constraints in


KPTCL network, KPTCL was requested to take up with Director (Technical), KPCL in
this regard.

 KPTCL had convened a meeting on 16.08.2022 (Minutes of the Meeting , wherein the fol-
lowing had been concluded in respect of ICT at RTPS:
 KPCL to explore the option of seeking spare ICT from PGCIL to restore normalcy, consi-
dering the repairs to ICT will take 8 months on finalization of the tender by KPCL.
 KPCL can look in to the option of moving an under loaded ICT at BTPS also if feasible.

 An option to augment one of the 315 MVA ICT to 500 MVA to be perceived as a long
term measure to counter overloading issues.
 TD, KPCL to appraise their management to expedite the process of repairing the existing
ICT and also procuring any spare ICT at the earliest.
 DT, KPTCL to study and propose to spare one of the ICTs at Talaguppa to KPCL, consi-
dering all technical parameters for sparing the ICT and to expedite the process of restoring
normalcy at RTPS complex, to avoid curtailment issues in the complex.
(iii) In the 194th Meeting of OCC (12.09.2022) KPCL had informed that tender had been invited
for both shifting of Talaguppa ICT to RSTPS and repairing of faulty RTPS ICT II. In that
Meeting the following had been concluded:
(a) KPCL/KPTCL to expedite the shifting of Talaguppa ICT to RTPS and replace the faulty
RTPS ICT 2 immediately.
(b) KPTCL/KPCL to revert back on the proposal on the option to augment one of the 315
MVA ICT to 500 MVA.
(c) Repair of faulty ICT to be taken on priority and restoring ICT at Talaguppa needs to be
ensured.
(iv) In the 43rd Meeting of SRPC (23.09.2022), KPTCL had informed that one 400/220 kV, 315
MVA Transformer at Talaguppa will be transported to Raichur TPS within 10 -15 days and the
same will be installed replacing the faulty ICT 2 at RTPS within one month.

14. Restoration of 400kV/220kV KaigaICT-1 by KGS (out since02ndJuly 2022)
(i) KGS had reported that on 02.07.2022 400/220kV ICT-1 at KGS tripped on REF protection,
due to fault in Y-Phase transformer and would require around 6 – 8 months to rehabilitate the
ICT-1. Till that time evacuation of KGS 1&2 generation (400 MW) from 220 kV switchyard to
400 kV lines would be through ICT-2 only (501 MVA).
(ii) A meeting through Video Conferencing to discuss evacuation of power from Kaiga GS/KPCL
units due to the forced outage of one KGS ICT-1 was held on 18th July 2022 wherein It was
noted that the 6-8 months’ period proposed for the restoration of ICT-1 was too long
considering the evacuation constraints for Kaiga GS units 1 & 2, KPCL stations (Kadra,
Kodasalli & Nagjheri) and chances of grid disturbance in that area. Accordingly, KGS,
NPCIL was requested to fast track the restoration of ICT-1 and also to try for the
availability of single phase ICT with other utilities.KGS was also requested to ensure the
availability of one spare ICT (single phase) in the switch yard as mandated by Central
Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric
Lines) Regulations, 2010.NPCIL had agreed to look into the matter to arrange spare as
mandated in the Regulation.
(iii) In the 43rd Meeting of SRPC (23.09.2022), the following had been noted:
 NPCIL had informed that tender have been floated for repair of ICT and technical bid is expected to be
opened by end of September 2022. Further discussions with BHEL are on for procurement of one more ICT

(spare). NPCIL has taken this issue seriously and all efforts are being adopted to expedite the restoration of
ICT. After finalisation of the contract repair works will take 4-5 months and commissioning may be after 8-
9 months.

 TCC had advised NPCIL to expedite restoration of ICT and also to maintain spare ICT at KGS in com-
pliance of CEA Regulations.

(iv) MS, SRPC vide letter dated 26.09.2022(Annexure-10a) has taken up the issue with ACE
(Trans &Elec), NPCIL.

17. Assessment of online Dynamic Line Rating


(i) In the 3rd meeting of Southern Regional Power Committee (Transmission Planning) [SRPC
(TP)] held on 24.08.2021 SRPC (TP) has agreed to consider the following lines for
assessment of Dynamic Line Loadings as a pilot project and SRPC was requested to take
further action on the issue:
i. Tuticorin PS- Madurai 400 kV D/c (quad) line (line length 95 km)
ii. Kalpakka – Simhadri 400 kV D/c line (line length 4 km)
(ii) In the 39th TCC/SRPC meeting it was noted that PGCIL would be the Nodal agency for
implementation of pilot scheme on 400 kV Tuticorin PS- Madurai D/C line. PGCIL shall
have discussion with experts and finalize the scheme/estimated cost etc. and put up for
discussion in SRPC Sub-Committees. Funding etc. would be decided subsequently.
(iii) In the 194th Meeting of OCC (12.09.2022) the following had been boted:
 PGCIL SR-II informed that corporate office had taken up the matter and Technology
Development Cell is taking approval. They have explored with more agencies. At
present requirements are being finalized regarding sensors and how measurements are
being done direct method or indirect method.
 MS, SRPC mentioned that PGCIL shall implement the pilot scheme on 400 kV Tuti-
corin PS- Madurai D/C linewithout further delay, for which the scheme finalized by

PGCIL along with funding needed to be deliberated first in OCC then in TCC/SRPC.
 PGCIL SR-II agreed that the matter would be taken up with corporate office and final
scheme would be put up to OCC.
(iv) PGCIL vide letter dated 14.09.2022 had submitted the following:
 In the 39th Meeting of SRPC POWERGRID has been appointed as the Nodal agency for
implementation of Dynamic Line Rrating in 400 kV Madurai-Tuticorin D/C line. Being
first of it kind in POWRGRID, following points to be discussed in SRPC Meeting:
(i) The Dynamic Line Loading capacity provided by the system shall be monitored for
initial three months and actual loading to be increased after this period.
(ii) Conductor joints at angle lower and mid span joints are the weakest part to carry the
increased power, hence any outage due to failure of these joints of line to be
considered under deemed available category for initial period of one year.
(iii) Any outage occurring during installation of Dynamic Line Loading may be
considered as deemed available.

18. Conversion of fixed line reactor at Raichur TPS end of Veltoor–Raichur 400
kV S/c line into switchable line reactor with inter trip scheme
(i) In the 3rd meeting of Southern Regional Power Committee (Transmission Planning)
[SRPC(TP)] held on 24.08.20201, it was agreed that KPTCL will take up the matter with
KPCL for converting 50 MVAR fixed line reactor installed at Raichur TPS end of Veltoor
- Raichur 400 kV S/c line into switchable line reactor with inter -trip scheme in view of the
resonance phenomena reported by SRLDC during tripping of the line.
(ii) In the 194th Meeting of OCC (12.09.2022) the following had been noted:
 KPTCL had informed that they had sent a proposal to KPTCL protection wing to verify
the PSDF funding. Some queries are raised by protection wing which is yet to be clari-
fied by KPCL.
 KPTCL had informed that KPCL have requested for appraisal from KPTCL and during
last week a discussion had taken place with concerned KPTCL wing and office note is
being arranged by them. It is expected that within 10 day’s appraisal will be received
from KPTCL. Accordingly (after STU approval) NLDC will be approached for funding
through PSDF.

19. Daily Load Forecast by SLDCs


(i) SLDCs are requested to divide the state load in to area-wise (district-wise/Substation wise)
while carrying out the forecasting incorporating weather conditions etc.

(ii) SLDCs are requested to furnish the load forecast error (forecastVs actual demand) on
monthly basis to SRLDC along with reasons for sustained deviation.

21. Re-installation of failed Shunt Reactor II (400 kV 80 MVAR) at KKNPP


(i) The shunt reactor commissioned on 05.10.2012had failed and was out of service from
14.12.2016.
(ii) In the 194th Meeting of OCC (12.09.2022), the following had been noted:
 KKNPP had informed that the rector is erected and commission works are under
progress and commission is expected by end of September 2022.
 KKNPP agreed to fulfill all the mandatory requirement/clearances to commission the

24. Automatic Demand Side Management Scheme (ADMS)


(a) As per clauses 5.4.2 (a) & (b) of IEGC, constituents shall initiate action to restrict the
drawal of its control area, from the grid, within the net drawl schedule. They shall
ensure the requisite load management is carried out in its control area so that there is no
overdrawl. In order to comply with the same, constituents shall implement ADMS in
line with clause 5.4.2 (d) to reduce over-drawl. Accordingly, the constituents have
implemented the scheme.

(b) ADMS feeders may also be mapped for enhanced visualization and analysis of ADMS
operation. Any load tripped under ADMS should be brought back only under the
directions of SLDC keeping in view of the frequency, overdrawal etc.
(c) It was noted that the States could support the ADMS relief (feeder tripping) through
SOE. Incidence could be validated accordingly.
(d) All SLDCs to respond to the list of instances, enclosing SoE to confirm if ADMS acted
(e) The following Logic had been finalized in the 189th OCC for ADMS
implementation:
1. If Frequency < 49.85 Hz and OD>250 (150 MW for Kerala) for more than 15 min
then Stage-1 trip signal would be triggered (Expected relief of 200 MW for AP, TS,

2. After 10 minutes, if Frequency < 49.85 Hz and OD>250 MW (150 MW for Kerala),
then Stage-2 trip signal would be triggered (Expected relief of 200 MW for AP, TS,
KAR, TN. 100MW for Kerala).
3. After 10 minutes, if Frequency < 49.85 Hz and OD>250 MW (150 MW for Kerala),
then Stage-3 trip signal would be triggered (Expected relief of 200 MW for AP, TS,
KAR, TN. 100MW for Kerala).
Note: ADMS loads should not be restored until overdrawl and frequency is within IEGC
limits.
(f) Status of implementation of revised ADMS scheme (194th OCC):
 KSEBL and TANTRANSCO had implemented and submitted the feeder details.
 APTRANSCO had informed that New ADMS scheme will be operationalized for
275 MW from 19.09.2022. Testing completed for another 175 MW. However, this
175 MW could not be operationalized for want of annunciation configuration in
SAS stations. Balance 150 MW could not be tested due to SAS configuration
issues. AP SLDC SCADA officials are addressing the same.
 TSTRANSCO had reported that 210 MW was working. Daily monitoring and
reporting was being done under Stage-I. Second (163 MW) and Third stage loads
(100 MW) were identified and approved by DISCOMs. The rest (around 140 MW)
will be identified and approved after RTUS are procured. MS SRPC reiterated that
each stage, 200 MW needed to be implemented.
 KPTCL had informed that feeders are identified. Some issues are being faced in
populating the feeders to ADMS SCADA. Within 10 days partial population is
expected to be done. For MS SRPC query, 4 batches have been made and one by
one population is planned.
 SRLDC had suggested that ADMS for around48 MW in three stages maybe
planned by Puducherry. PED had informed that under reliable communication
scheme, RTUs are being procured, and as and when RTUs are installed ADMS
scheme will be taken up.
SRLDC/SLDCs may update the Status.

25. Black Start Mock Drill Exercises
(i) Regulation 5.8b of CERC IEGC Regulation stipulates that “Mock trial runs of the
procedure for different subsystems shall be carried out by the Users/CTU/STU at least
once every six months under intimation to the RLDC. Diesel Generator sets for black
start would be tested on weekly basis and test report shall be sent to RLDC on quarterly
basis”.
(ii) Point to point mock exercise for black start to be carried out by the constituents.
(iii) Mock drills conducted in September 2022 are to be furnished.
(iv) Mock drill schedules to be furnished.

SRLDC/SLDCs/Utilities may update the Status.

26. RGMO Performance Analysis


(i) All the generators to keep margin for RGMO response at any point of time and DC
should be declared accordingly. SLDCs to take care of this aspect while scheduling the
generators in their control area.
(ii) All the generators are requested to examine the reason for non-performance, poor response
and reverse response etc. and take remedial action to ensure adequate response in future.
SLDCs and SRLDC may take up with the generators under their control area in this regard.
(iii)All the generators should be loaded keeping the margin for RGMO response at any point of
time and DC should be declared accordingly. SLDCs also needed to take care of this aspect
while scheduling the generators in their control area.
SRLDC may present the summary of Incidence during September 2022.

27. MVAR Performance of generating units


(i) Generators to take necessary action for absorption of MVAR up to the Capability. OEMs
needed to be approached in case of less absorption and ensure MVAR absorption up to
Capability.

(ii) At any point of time injection of MVAR shall be strictly avoided if voltages are higher
than rated voltages. Tap position to be relooked wherever found feasible.

(iii) All the generators to analyze MVAR interchange on monthly basis and address the issues,
if any, with intimation to SRLDC/SRPC.

(iv) SLDCs/state generators to submit the MVAR analysis promptly and to present in the
performance analysis Meetings.

(v) In the 194th Meeting of OCC, all the SLDCs agreed to present MVAR performance
analysis of the generators in their control area in the special meeting to be convened
during October 2022.

29. Testing of Primary Frequency Response of Generators


i. Regulation 5.2 (g) of IEGC Regulations stipulate as follows:
"Provided that periodic checkups by third party should be conducted at regular interval
once in two years through independent agencies selected by RLDCs or SLDCs
as the case may be. The cost of such tests shall be recovered by the RLDCs or SLDCs from
the Generators. If deemed necessary by RLDCs/SLDCs, the test may be conducted more than
once in two year”
In compliance to above regulation NLDC on behalf of RLDCs has formulated a procedure for
carrying out the primary frequency response tests.POSOCO has identified two agencies (M/s
Solvina India Pvt. Ltd and M/s Siemens Ltd) for carrying out onsite testing of units under
RLDCs.
ii. 26 out of the 33 units under SRLDC identified for testing had completed the testing.
iii. The following units under SRLDC control area (7 out of 33 units identified) the testing is

2) Category-wise Consumption Pattern (CEA requirement):
RPCs had been requested to discuss/collect the data in respect of category-wise
consumption of electricity in the States/UTs in OCC meetings on a regular basis in the
prescribed format.

3) LVRT Implementation Status (CERC requirement):
(i) Quarterly reports of the SR constituents jointly validated by SRLDC/SRPC
Secretariat are being communicated to Hon’ble CERC in this regard to monitor the
installation and performance of LVRT installed on existing WTGs as per the
directives of Hon’ble CERC.
(ii) All the SLDCs to furnish the Quarterly Reports inthe stipulated time period.
Also the SLDCs are requested to furnish the detailed list of WTGs categorized as
per the format.
4) Status of Implementation of the revised FGD Installation/ESP Up-gradation Plan
(CEA/MoP requirement):
(i) All the concerned to comply with norms, as per CPCB timelines and changes thereof
since the activity is monitored by Hon’ble Supreme Court/Government.
(ii) Updated information in respect of implementation of revised FGD
installation/ESP to be furnished to CE(TPR&M),CEA(cetprm-cea@gov.in) with a
copy to SRPC.
5) Strict Compliance of Environment Emission norms
CEA is monitoring the compliance of Environment Emission norms. In this regard, it is
requested that the requisite information in the specific format may kindly be furnished by all
the TPPs on monthly basis to CE(TPR&M),CEA(cetprm-cea@gov.in) with a copy to
SRPC. The progress of Installation of Pollution control equipment may kindly be updated in
the OCC meetings.
6) Monitoring of schemes Funded through PSDF:
(i) The entities to expedite implementation of the scheme funded through PSDF.

(ii) The entities to furnish information in the prescribed format by first week of every
month on regular basis to Member Convener, PSDF Project Monitoring Group
(AGM, NLDC,POSOCO) with a copy to NPC Division, CEA.

7) Capacitor Installation:
Details of capacitors installed by all the states needed to be submitted on monthly basis to
SRPC Secretariat.
8) U/F&df/dt Relays Schemes
Utilities are requested to update the status on regular basis.

9) Compliance of CEA Regulations for Grid connectivity of RE Sources:

All the SLDCs are requested to update the status on RE SCADA availability on monthly
basis. All the states/STUs should adhere to the Grid Connectivity Regulations as amended.
10) Certification of Healthiness of Islanding Scheme(CEA/MoP requirement):
 Participating Generator Utilities /transmission utilities/SLDCs/SRLDC may confirm the
healthiness of the Islanding Schemes. This is a monthly requirement and all the utilities

to furnish the information by first week of the every month so that the consolidated
information can be passed on to CEA/MoP.
 Utilities are requested to confirm the Healthiness of Islanding scheme on monthly basis

11) Updating Daily/Monthly Generation and outages Data online at National Power Portal
(NPP):
 The generating stations are requested to update the data online on NPP portal regularly.
 SLDCs are responsible for the updating of data for all the generators including IPPs
which are connected to respective network (even though in some stations PPA might
have expired). The issues if any faced in updating the data may be taken up with CEA.
12) Furnishing of Monthly Operating Report/Monthly Generation Report (CEA
requirement):
 CEA, OPM Division vide E-mail dated 28.06.2022 had informed that
as per CEA (Furnishing of Statistics, Returns and Information) Regulations, 2007 data
for the Monthly Operating Report/ Monthly Generation Report should be submitted by
7thof the month. However, it is noticed that the data is being sent by many
stations/utilities till 15thof the month which results in inordinate delay in preparation of
report by CEA.

 In view of above, it is requested that the data for the Monthly Operating Report/ Monthly
Generation Report should be submitted by 7thof the month to the
emailid: mgrceaopm@gmail.com

 The monthly generation data w.r.t SR generators are being furnished to CEA by SRPC
Secretariat. It is requested to all SLDCs and Generators to submit the generation data by
5th of every month(irrespective of date of OCC Meeting) to enable SRPC to consolidate
the same and furnish to CEA by 5thof every month.

35. Items for Information
(a) A meeting was convened by POSCO on 21st September 2022 to deliberate the frequent
generation loss evens in large RE complexes and required corrective measures. The record notes
of discussion are at Annexiue-35a.
(b) MoP vide letter dated 28th September 2022 (Annexure-35b) has issued Amendment to scheme
for flexibility in generation and scheduling of Thermal/Hydro Power Stations through bundling
with RE and storage power dated 12th April 2022.
(c) MoP vide letter dated 28th September 2022 (Annexure-35c) has directed RLDCs to give effect
of the provisions of Clause 6.4 of the scheme dated 12th April 2022 (provided for replacement
of thermal/hydro power of any generating station with RE power) and schedule power under the
RE bundling scheme.
(d) CERC vide order dated 29.09.2022 in Petition No.13/SM/2022 has directed all the operational
Power Exchanges that for the period from 1st October, 2022 till 31st December, 2022 they shall
continue to operate their software in such a way that members can quote price in the range of
Rs.0/kWh to Rs.12/kWh in DAM (including GDAM), RTM, Intra-day, Day Ahead Contingency
and Term-Ahead (including GTAM) Contracts.
