This is a course module for NSTP1 – Civic Welfare Training Service. This program
is designed as a service component of the NSTP contributory to the general welfare and
development of the community members particularly in terms of health education, safety,
livelihood, recreation, environmental protection and the moral of the citizenry.
The teaching and learning pedagogy are focused in your development to become
an asset of the community, the society, and the nation as a whole. Thus, making you
aware of your responsibilities as individuals and integrate values education,
transformational leadership and sustainable social mobilization for youth and family
development, community building, national security, and global solidarity.
This module presents a systematic program of study intended for NSTP students.
It maintains consistent link between theory and practice by providing learning activities to
illustrate and test theoretical ideas. As you go through the different lessons, you will be
able to inculcate the values in you necessary for community immersion and development.
At the start of the module, you are to take the pre-assessment test to see how
much background information and knowledge you have in NSTP.
This module is comprised with various learning packets, each with corresponding
discussions and requirements, as follow:
Module 1 focuses on the framework and solid foundation of the National Service
Training Program. This module introduces the guiding principles of the NSTP Act of 2001.
Module 2 deals with the human person and in developing one’s self-awareness.
This module is self-instructional. You can read, analyze concepts and ideas
presented, and reflect on them. The Activities and Self-Check Questions will help you
assess how you progress as you go through the module. Should there be a need for help
and further clarification; feel free to ask for the assistance of the teacher-in-charge.
The post assessment will be given in a separate booklet upon completion of the
module. It will serve as the summative evaluation of your performance.
Remember, you are to work on this module independently. I shall not be around to
supervise you as you go through each lesson. It is expected that you will make most of
this module and grown professionally in your desire to become a competent teacher of
English, determined to make a difference.

Martin King Luther Jr. said, “If you want to be important – wonderful. If you want to
be recognized – wonderful. If you want to be great – wonderful. But recognize that he who
is greatest among you shall be your servant. That’s a new definition of greatness. By giving
that definition of greatness, it means that everyone can ber great, because everyone can
serve”.
These lines from Martin Luther King Jr. are truly inspiring. You don’t need to be a
degree holder, to have all the riches in the world, and to know everything to serve others.
It only takes a heart full of grace, a soul generated by love and you can serve.
However, as the Philippine society becomes driven by fast-paced technology and
quick gratification, convincing today’s youth to participate in community-based extenstion
projects and other similar endeavors becomes more challenging.
LEARNING OBJECTIVES:
At the end of this lesson, you are expected to:
1. discuss the goals and objectives of the National Service Training
Program,
2. identify the three major components of the NSTP Act of 2001, and
3. recognize the importance of taking NSTP and the role of youth in nation

building.
Examine the picture closely. Describe what you have seen in the picture and relate
it to the present scenario that the youths are facing.
Based from your responses on the self-audit section, think about the following
questions:
1. What does it take to keep young people invested in their communities?
2. What adults can do to assist them in continuing the legacy that has transformed
the communities nationwide?
3. What is the importance of the National Service Training Program to the students?
The 1987 Philippine Consitution porvides that, “The State recognizes the vital role
of the youth in nation building. It shall inculcate in the youth patriotism and nationalism
and encourage their involvement in public and civic affairs” (Article II, Section 13).
The role of the youth in nation building should not be underestimated. The youth
has the energy to perform tasks and duties with which adult or old people may no longer
be capable of doing so. Moreover, the youth has the fresher ideas and more innovative
ways to respond to the needs of the community, as well as to bring about changes and
progress in the community.
Because of this, the role of the youth in nation building should be optimized and
maximized. This is one of the many reasons why the National Service Training Program
is designed and offered to tertiary level. In fact, in the Declaration of Principles of the
Philippine Constitution, it states that, “The prime duty of the government is to serve and
protect its people. The government may call upon the people to defend the State and in
fulfillment thereof, all citizens may be required, under conditions provided by law, to render
personal military or civil service”.
b. Civic Welfare Training Service (CWTS). This refers to the program component
or activities contributory to the general welfare and the betterment of life for the
members of the community or the enhancement of its facilities, especially those
devoted to improving health, education, environment, entrepreneurship, safety,
recreation and moral of the citizenry and other social welfare services.
Students participate in several community development activities like
shelter-building, tree planting, medical missions and the like.
c. Literacy Training Service (LTS). This refers to the program component designed
to train the students to teach literacy and numeracy skills to school children, out-
of-school youth and other segments of society in need of their services.
Students hold tutorials and other non-formal education related activities in
public schools and underprivileged communities thereby promoting the importance
of education among grade school and high school students, even adults, who were
not given the chance to study.
o All higher and technical-vocational education institutions must at least offer one (1)
of the NSTP components.
o State univeristies and colleges (SUCs) shall offer the ROTC component and at
least one (1) other NSTP component.
What is the duration and equivalent course unit of each of the NSTP component?
Each of the NSTP components shall be undertaken for an academic period of two
(2) semesters for 54 to 90 training hours per semester. It shall be credited three (3) units
per semester.
What fees shall be charged to students taking any of the NSTP components?
No other fees shall be collected except basic tuition fees, which should not be more
than 50% of the charges of the school per academic unit.
A. Safety and Security. This are involves disaster preparedness during fire, earthquake
or other calamity that needs immediate response from any trained civilians during
emergency situations.
Basic life saving seminar, fire and earthquake drills, and the like are some of the
examples.
C. Recreation. This area involves sportsfest, parlor games for street children and
painting that enrich youth’s capacities to relate with one another in the community.
D. Values Formation and Moral Recovery. This involves the development of youth to
be good leaders, responsible individuals imbued with good moral values and active
agent of development of the community.
E. Industry and Entrepreneurship. This area includes programs and activities that are
vital to economic growth. CWTS students demonstrate technical skills in communities
like meat processing, silkscreen making and how to establish small business.
F. Care for Health. This are aims to give knowledge on medical-related fields and extend
health services needed in the community. It includes medical services like first-aid
operation, vaccination, info dissemination, basic life saving seminars, health/nutrition
technical assistance and training of youth to be first aid assistants.
