TEAMS IN CALAO WEST, SANTIAGO CITY

CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Introduction

Promotion of peace is one of the sustainable development goals of the United

Nations (UN). This demonstrates the importance of peaceful societies in paving the way

for sustainable development. Peace is an indicator of the attainment of the UN aims to

improve the living conditions of all people now substantially and in future generation and

to protect the planet Earth. The international community values peace and justice and

calls for stronger judicial systems that will enforce laws and work toward a more

peaceful and just society. The barangay must exercise its lawful functions in monitoring

all the residents within its jurisdiction especially those who are engaged in criminal

activities. Close coordination with the police department within their locality must be

established for crime prevention and even criminal detection and apprehension.

Under Executive Order No. 355 of 1996, the Barangay Peace and Order

Committee serves as an implementing arm of the City/Municipal Peace and Order

Council at the barangay level. While several local government units have already

adopted their individual action plans and policies in promoting public safety, it is

observed that these strategies are not effectively implemented in the barangay. It shall

also monitor and coordinate with the Local Government Unit (LGU) concerned, the

Philippine National Police (PNP), Bureau of Fire Protection (BFP), City and Municipal

Disaster Office, Public Order and Safety Department and Metro Manila Development

Authority (MMDA) in the implementation of peace and order programs and projects at

the barangay.
Peace and order is an essential aspect of every human life. It can strengthen the

roles of barangay officials and barangay peacekeeping action teams that plays a

significant role in the development and progress of the barangay. The officials of the

barangay ensuring that the peace and order prevail in the community while conducting

peacekeeping activities in the various sectors of the barangay, to ensure their

continuing support towards the maintenance of peace and order in the barangay.

The goal of peacekeeping operations is to bring about peace. Without this

peacekeeping mission, it would be difficult to the police visibility to not be used to

combat criminality in all situation. Furthermore, maintaining people’s living harmonies in

the community is an important component of the barangays peace and order. Peace is

indivisible and global because it is the foundation of the survival of humanity. Ensuring

peace and security of the people is vital in maintaining economic development, social

order, and political stability. In the Philippines, the functionality of community peace and

order and public safety is strictly monitored by the government.

In addition, in maintaining peace and order in the barangay is by providing

handheld radios to all barangay officials, as well as to ensure a steady flow of

communication for reporting and quick response. Peacekeeping is the basic function of

the police. Police visibility is one of the main thrusts of the peacekeeping activity.

Without this, it would be very difficult to maintain peace and order. However, enhanced

police visibility may not work in all situations or fail to achieve its objective of addressing

criminality. This is where the police must share the mantle of responsibility for fighting

crime with the members of the community. Community cooperation and support is

indispensable. In fact, the basic mission of the PNP expressly states that peace and
order and public safety can be assured only within the active involvement of the

community. Strengthening the roles of Barangay Tanod and Barangay Peacekeeping

Action Team plays a significant role in the development and progress of the barangay,

as it is one of the implementing mechanisms of the Barangay Peace and Order

Committee (BPOC), which has the primary task of ensuring that peace and order prevail

in the barangay while conducting peacekeeping activities in association with the various

sectors of the community and ensuring their continuous support towards the

maintenance of peace and order in the locality.

According to Republic Act No. 7160, otherwise known as the Local Government

Code of 1991 particularly Section 16 thereof, mandates that all Local Government Units

(LGUs) must ensure and maintain peace and order within their respective areas of

jurisdiction. In addition, Section 116 states that a Peace and Order Council (POC) shall

be established in every province, city and municipality. In view of DILG Memorandum

Circular No. 2019 – 143, Series of 2019 entitled: “Guidelines for Peace and Order

Councils (POCs)”, all POCs in every level (regional, provincial, city, municipal and

barangay level) shall conduct regular meetings to ensure the effective and efficient

performance in the implementation of programs, projects and activities aimed to curb

anti-criminality, anti-insurgency, and anti-illegal drugs to ensure peace and order, and

public safety.

The reason why the researchers chose this title is because there are still lot of

barangays seeking peace within their community. It is the path they take for bringing

growth and prosperity to society if people do not have peace and order implementing by

the BPAT, it cannot achieve a political strength, economic stability and cultural growth
will be impossible and it is not a certain individual’s responsibility to maintain peace but

everyone’s duty. Peace is very important for our country because this is the foundation

of the survival of humanity and a way out of inequality, violence and a golden ticket to

enter a new brighter future for humankind. The researchers believed that no country can

develop or grow economically without peaceful among its population, and within its

borders. Here, in our country, the Philippines, maintaining peace and order is vital.

There are a lot of ways in able to achieve the harmony and that all of us wanted the

most.

Conceptual Framework

This conceptual framework shows the process of how the researchers

determined the actions and plans of the BPAT in the barangay and community. The

input includes the data of the profile of the respondents as to educational attainment,

years of experience in the barangay, number of training attended related to their

function as barangay officer, promoting the peace and order, their duties and

responsibilities, patrolling and hazard identification, and significant relationship between

peace and order programs of the barangay peacekeeping action teams and their

demographic profile. The process is the resolve conflict or problem issues between

community members, attend and participate in community events, explore volunteer

opportunities in the community, plan a peaceful event and raise awareness about a

problem in the community, and conducting patrol in every area of the community.

Finally, the output shows the list of assessed level of knowledge in promoting

peace and order with their duties and responsibilities in the barangay. And suggestions

and recommendations to improve the maintaining of being productive community.

Theoretical Framework

This study is anchored in Participation Theory. Peace and Order is an essential

ingredient in maintaining economic development, social order and political stability.

(Bayan 2017).
According to the Local Government Code of 1991, Republic Act No. 7160, the

role of the barangay assures the peace and order in the barangay level. The barangay

and the police working together shows that both realize the importance of collaborating

to achieve crime prevention goals.

For example, education may increase crime if there is no job market to absorb

the educated person’s. Therefore, the members of the barangay coordinate with the

PNP to make various peace and order programs. The Executive Order No. 773, series

of 2009 entitled: Further Reorganizing the Peace and Order Council. Based on the

Lead PNP Manual (PNP, 2009), BPAT functions in organizing and mobilizing various

sectors of the community in support of the maintenance of peace and order and

safety.

Statement of the Problem

This study aims to assess the essential role of BPAT in the Barangay Calao

West, Santiago City as well as to provide input in formulating the Barangay

Peacekeeping Action Team Capability Enhancement Program in relation to community

policing.

Specifically, it sought to answer the following questions:

1. What is the profile of the respondents in terms of;

1.1 Name of the Respondents (optional)

1.2 Educational Attainment;

1.3 Years of Experience; and


1.4 Number of Training Attended Related to their Function as Barangay

Enforcer?

2. What is the level of knowledge of the barangay peacekeeping action teams in terms

of:

1.1 Promoting the maintenance of peace and order at the barangay level;

1.2 Their duties and responsibilities; and

1.3 Patrolling and Hazard Identification?

3. Is there any significant relationship between the peace and order programs of the

barangay peacekeeping action team and their demographic profile?

Hypothesis

This study entitled peace and order program of the barangay peacekeeping

action teams in Calao West Santiago City has one expected outcome among the

following hypothesis.

There is no relationship between peace and order program and Barangay

Peacekeeping Action Teams in Calao West, Santiago City.

Significance of the Study

Every study has its own importance and implication. The researchers believed

that this study will benefit the following:

To the Philippine National Police. The result of the study will provide

information to the Philippine National Police on the effectiveness of the said program. It
will also be an avenue for the enhancement of the partnership between the community

and the police in maintaining peace and order.

To the City Government of Santiago. The result of this study will provide

insight and information about the level of knowledge of the Barangay Peacekeeping

Action Team in terms of Peace and Order program policies.

To the Local Police Force. The result of the study will lessen and lighten the

job of the police and will boost the confidence of the community.

To the Barangay Officials. The result of the study can exercise their work

better and improve the community better for this will pave the way in developing a

unique and optimistic Community- oriented policing strategies.

To the Community Members. The result of the study will give assurance to the

citizen’s safety. And the community will be recipient of the good services rendered by

the Philippine National Police. The community will be more cooperative in deterring

controlling and preventing crimes as they tapped by the Philippines National Police to

help in the maintenance of peace and order. The good relationship of the community

and the police will remain as they are given equal opportunity in the fight against

criminality.

To the Readers and Future Researchers. This study will serve as the basis to

conduct a similar study in a different setting.

Scope and Delimitation


The study will be done by the researchers in Barangay Calao West, Santiago

City. This study will focus on the extent of implementation of Barangay Peacekeeping

Action Teams in Barangay Calao West, Santiago City. The study further delimits on

the nature of BPAT in terms of legal basis, philosophy, features, organizational set up

& management & operation & how BPAT was implemented. Likewise, the study

tackles the strength and weaknesses in the implementation of BPAT as to

management and governance availability of resources and acceptability of the

community. The factors that attribute to the success of failure of BPAT are also tackled

and the programs of action to enhance the success and to lessen the failure of the

BPAT in Barangay Calao West, Santiago City.

Definition of Terms

For the purpose of this study, the following terms are conceptually defined

accordingly.

Safety. As used in the study, the rules and procedure refer to organization that

set clearly on their mission, vision, responsibilities, and performance that needs to

improve to increase its resistance or robustness and lower risk of accidents. (Lu &

Yang, 2011).

Barangay Peacekeeping Action Teams (BPATs). As used in the study, it

conceived to address concerns on peace, order and safety in the grassroots level, the

barangay. This way, it will create an impact on the lives of our citizens on a real time

basis to be enjoyed by the smallest but the most important group of our community.

Protocol. As used in the study, the official procedure or system of rules

governing official of state or diplomatic association. (College of Criminal Justice).

Peace and Order. As used in the study, an essential ingredient in maintaining

economic development social order and political stability. (College of Criminal Justice).

Safety. As used in the study, it is the state of being safe the condition of being

protected from harm or other non - desirable outcomes. (College of Criminal Justice)

Barangay. As used in the study, the smallest administrative division in the

Philippines and is the native Filipino term for a village district or ward. (College of

Criminal Justice).

Observance. As used in the study, the action or practice of fulfilling or respecting

the requirements of law, morality, or ritual. (College of Criminal Justice).

Patrol. As used in the study, it is a detachment of ground forces sent out by a

larger unit for the purpose of gathering information or carrying out a destructive,

harassing, or security mission. (RP0501- Patrolling).

Community. As used in the study, a used extensively in peer reviewed literature,

though it is used differently by researchers across various disciplines. A better

understanding of community, as an object of study, is needed to help guide policy,

supports and services planning, and to build inclusive communities. (Research Gate).
CHAPTER II

REVIEW OF RELATED LITERATURES AND STUDIES

This chapter provides a review of relevant literatures and studies to the current study

and support the importance of the present study. These writing and studies gave

knowledge gathered from the perspectives on the specialists and writers.

Related Literature

a. Foreign

According to Kimanuka (1998) in his article in The New Times entitled “Why Peace

and Security are Essential Enablers of Development?”, he said that peace and security is

an essential factor of human life because it influences all facets of a country's economic

and social growth, a peaceful and safe environment is a sine qua non for the fulfilment of

human rights. These have immediate implications for the establishment of

sound, competitive, and equitable economic development, which, in turn, benefits the

entire society. We must also keep in mind that the world we live in is becoming increasingly

complicated, with new security issues emerging on a daily, if not hourly, basis; counter-

terrorism, counter-insurgency, international peace-keeping rebuilding operations, to name a

few. He also stated that no country can flourish or grow economically unless its citizens live
in peace. The fastest-developing countries are those that have the best

security mechanisms or infrastructure, as well as peace and calm.

In this regard, government and community leaders were challenged enormously in

responding to this kind of crisis. According to the World Bank (2020), in times like this, well-

established structures for emergency support and immediate assistance are used by the

government.

Aji et. al. (1990) defined about Peace Studies. They explained it as a discipline that is

derived from International Relations. With the advancement of International Relations, they

are now dealing with situations including state-to-state conflicts and wars, as well as state-

to-non-state conflicts. As a result, Peace Studies was founded in order to discuss problems

related to conflict, war, and resolution efforts. In general, the concept of conflict

resolution is related with peace studies. Conflict transformation is one approach of conflict

resolution studied in Peace Studies.

It is understood that the patrol officer's life is at risk because of the nature of their

duty Partnership with the community and the police is wielded as a weapon system by itself

in the campaign against crime. Apparently, the police cannot address today's crime problem

alone. No matter how well organized, equipped or highly motivated the PNP maybe, it

cannot function effectively in its fight against criminality without the active cooperation of the

community through the creation of the BPAT. The BPAT in the law enforcement efforts is

anchored on the fact that police officers are not omnipresent to all places. The ratio of the

residents and the police demand a support system, like the activation and organization of

BPATs. (Vila et al., 2002).


Barangay Peacekeeping Action Team (BPAT) plays a very significant role in the

Philippine National Police (PNP) Organization. The Patrol Officers serve as the first person

you can ask for in times of need. (Lowry et al., 2005).

The Philippine Department of Interior and Local Government (DILG) in its

Memorandum Circular No. 2003-02 views the maintenance of peace and order as the key

factor in the improvement of the community and the nation. The Philippine National Police

(PNP) and the Local Government Unit (LGU) particularly at the barangay level, had

innovated and created initiatives to enhance peacekeeping in the community (Alkire, 2003).

b. Local

The Chapter 1 of Local Government Code of The Philippines Book III discussed the

role and creation barangay. In the Article 384 of this book, it states that the Barangay

serves as the primary planning and implementing unit of government policies, plans,

programs, projects, and activities in the community, and as a forum wherein the collective

views of the people may be expressed, crystallized and considered, and where disputes

may be amicably settled.

Pursuant to the E.O No. 366, every barangay is mandated to create a Barangay

Peace and Order Committee as the implementing arm of the city/municipal Peace and

Order Committee. Addition to this, the Memorandum Order No. 2015-130 also discussed

the responsibilities of Barangay Peace and Order Committee where it should formulate a

Barangay POPS Plan which shall be incorporated in the Barangay Development Plan,

recommend measures to improve or enhance peace and order programs and projects at

the barangay level, serves as an information gathering mechanism and monitor and report
to the appropriate authorities suspicious illegal activities and personalities

involved within their jurisdictions including insurgent activities.

The structure and organizational set up of the Philippine political system is

characterized by democratic and republican practices (Gabriel, 2017). In the local level, the

system of check and balance and separation of powers are observed. The powers and

functions of the three branches of government to wit; executive, legislative and judicial are

simultaneously exercise by three different departments. For instance, the power to enact,

repeal and amend laws is exercised by the local legislative body mandated by law to

pass upon ordinances and resolutions applicable within its territorial jurisdiction.

According to Acosta (2018), AMID an outcry from some quarters that

the crackdown on tambay has merely given cops more avenues to violate human rights,

National Police (PNP) chief Director General Oscar D. Albayalde has ordered

his subordinates to craft guidelines covering the nationwide implementation of

the campaign against street loiterers.

Making known to the public new ordinances and resolutions is very important.

Municipalities can take steps to prevent controversy arising from non-dissemination of new

ordinances or resolution by posting to social media or running awareness on public access

channels (Walker, 2017).

The term barangay refers to “the basic political unit in the Philippines that

implements policies of local and national governments and performs the role of primary

planning and implementing a unit of government policies, plans, programs, projects, and

activities in the community," (Caldo, 2015).


According to Barcelo and Zurbano (2018), President Rodrigo Duterte told off his

detractors for not listening well to his speech which caused an uproar over the “tambay”

issue and clarified he never ordered law enforcement agents to arrest street loiterers.

Duterte said that, as a lawyer, he was fully aware of the rights of every person andclearly

stated under the constitution that “tambay” or loitering was not a crime, but explained there

were ordinances to be followed. “They are not listening these f….k,” the President said in

his profanity-laden speech during this year’s National Information and Communications

Technology Summit in Davao

Related Studies

a. Foreign

Based on this concept, the Barangay Peace making Action Team (BPAT) has

been created to provide better police services to the community. The BPAT is the

implementor of Barangay Peacekeeping Operations (BPO) of the PNP. The BPAT is a

national program of the PNP to encourage people empowerment from the community to

address the real-time response in case a need arises, be it peace and order, security

and rescue related matters (Williams, 2001; Rochon, 2014; Pajarillo-Guadamor, 2011).

In addition, the role of the community is vital in providing services, and the

researchers would like to conduct a study in order to identify the lived experiences of

Barangay Peacekeeping Action Team in response to peace and order program. The

precincts are located within the community where policemen and people interact as

partners in promoting crime prevention and the maintenance of peace and order (Kraft,

2010).
According to Foulkes (2013), local authorities mentioned that curfews are

necessary to prevent noise, litter, and vandalism, much of it led, they claim, by

underage drinking. The resort of Interlaken became the first town to bring in a curfew,

back in 2006. Today community police officer Hans Peter Buhlmann says it is a big

success. This was where the problem was," he says, pointing to a big park in the town

center. "In summer it's beautiful, you can see the Alps, and lots of people come here,

they sit down, they drink beer. “So is this a problem? It is, it seems, for Interlaken,

where many residents were offended by the sight, and sound, of teenagers drinking

alcohol in the park on long summer nights.

Based on the study of Pennay (2012), there is no evidence that street drinking

bans reduce alcohol-related harm or benefit the community in the other ways (aside

from perceptions of safety and improvement to amenity). However, the

methodological limitations of the evaluations reviewed make it difficult to draw

conclusions about the effectiveness or otherwise of street drinking bans. More rigorous

evaluations of the effectiveness and impacts of street drinking laws need to be

undertaken given their continued proliferation across Australia and other Western

countries.

b. Local

The Barangay Peacekeeping Action Team is an anti-criminality strategy that

responds to the unique state of peace and order to the country. The Barangay

Peacekeeping Operation relies on the specific dictum. "The community believes in the

police for protection, and the police rely on the community support. “With the decline of

crime, the Philippine National Police cannot do it alone. And society, in fact, finds the
difficulties to resolve the issue of peace and order. Because of this crime is anxiety, and

public safety is a responsibility share. (Barangay Peacekeeping Operations and

Barangay Peacekeeping Action Team Manual, 2009).

From the study of Jonathan O. Etcuban et. al (2008), peacekeeping is the

essential function of the police and police visibility is one of the main thrusts of this

peacekeeping activity. Without this peacekeeping activity, it would be desperate for the

police visibility may not work in addressing criminality in all situations. It is needed to

maintain the harmonies living of the residents in the community. This study determined

the performance of Village Peacekeeping Action Team (BPAT) about crime prevention.

According to the study of Arcadio B. Gapangada (2011), barangay tanods are at

the forefront in maintaining Peace and Order in every Barangay. They serve as effective

and indispensable instrument of even the smallest Local Government Unit (LGU) in

pursuing its vision of effective and efficient governance. They are composed of civilian

volunteers guarding our own neighbourhood from lawless elements and they have

proven their worth in the prevention of crime by serving as deterrent to criminals

especially in areas where policemen are scarce. Armed with nightsticks, they are often

exposed to dangers. Although they are given some incentives pursuant to the Local

Government Code, these are often not commensurate to the type of risks that are

inherent in the nature of the job that they perform. Given this setting, a look into the

nature of the jobs of Barangay Tanod, its impact and limitations as well as prospects of

maximizing their services to enhance national security proved to be not only timely but

also necessary.
Based on the Lead PNP Manual (PNP, 2009), BPAT functions in organizing and

mobilizing various sectors of the community in support of the maintenance of peace and

order and safety.

Synthesis

This chapter associates with literature and studies and it focused on the Peace

and Order programs of barangay peacekeeping action teams in Calao West, Santiago

city. The Sangguniang Barangay can enact ordinances; levy taxes and other revenue

measures; provide for construction and maintenance of barangay facilities and other

public works, regulate use of public facilities, including waterworks. He also added that,

for more effectiveness, he should not be made an appendage of the municipality or city

mayor. He should continue to be under the authority of DILG, thus, establishing a check

and balance.

According to the study of (Alkire, 2003) and (Etcuban et., al 2008), the Barangay

Peace and Order Program needs to enhance in the community with the essential

function of the police and police visibility to prevent crime. Committee is tasked with

maintaining public order, ensuring the delivery of basic services, enforcing laws and

regulations pertaining to pollution and environmental protection.

A peaceful and safe environment is a sine qua non for the fulfilment of human

rights. We must also keep in mind that the world we live in is becoming increasingly

complicated, with new security issues emerging on a daily, if not hourly, basis. In terms
of personal, societal, and economic well-being, positive peace investment fosters the

best conditions for human potential to blossom.

In the study of (Kimanuka, 1998) and (Popplewell, 1996), they focused on how to

dealing with violence or the fear of violence because, no country can flourish or grow

economically unless the citizens live in peace. The Patrol Officers serve as the first

person you can ask for in times of need. Conflict transformation is one approach of

conflict resolution studied in Peace Studies.

The Barangay Peacekeeping Action Team is an anti-criminality strategy that

CHAPTER III

METHODS AND PROCEDURES OF THE STUDY

This chapter presents the methods of research that will be utilized, the sources of

data, gathering instrument, the data collecting procedures and the statistical treatment

of data.

Research Design

The quantitative method will be used in this study. According to Fluet (2021),

quantitative research is one of three basic types of research design. It is a quantitative

research method that is considered conclusive. The most common data collection

methods for this type of research include numerical variables, observations and

secondary data.

Locale of the Study

This study will be conducted in Calao West, Santiago City. The locale was

selected in consideration of the following: (a) BPAT perceived as effective in

maintaining peace and order and deterrence/reducing to commission of crimes in the

locale, (b) Calao West Santiago City is a progressive barangay where there is a few

members of BPAT/Barangay officials.


Respondents

The respondents of the study will be chosen through random sampling or

systematic sampling. This is very similar to the quota sample, except that after the

percentages that are to be in each group were determined, individuals were drawn from

each group by systematic sampling.

The respondents of this study will be the Barangay Officials of Calao West,

Santiago City. There are 13 Barangay Peacekeeping Action Teams in the said

barangay. The BPAT members/barangay tanod surely know their functions as member

in the community in maintaining peace and order in Barangay Calao West, Santiago

City. Hence, they can be a good source of primary data concerning the essential role of

Barangay Peacekeeping Action Teams in Barangay Calao West, Santiago City

anchored in community oriented policing.

The respondents of this study will be chosen through random sampling. A total of

15 questionnaires that will be distributed to the respondents.

Data Gathering Procedure

For the proper guidance of this study, the researchers will seek permission in

Barangay Calao West, Santiago City. After obtaining permission, the researchers will

personally float the questionnaire for the purpose of this study. All respondents will be

given questionnaire to accomplish after which will be retrieved. The results will be

tallied, tabulated, computed, analyzed and interpreted.

As to the questionnaire, the researchers will meet personally the respondents

and ask them first to fill out the space for their profile and later proceed to the main

questions of the study. If there are questions that are doubtful on the part of the
respondents, the researchers will clarify. With this standard procedure, the researchers

will surely gather data of information necessary for the support and development of their

chosen study.

Research Instrument

Questionnaire is the very important tool in this study. The researchers made use

of this to gather the needed data. One (1) set composed of four (4) parts of

questionnaire will be used in this study. Part one (1) contains the profile such as name,

educational attainment, years of experience, and number of training attended related to

their function as barangay officer. Part two (2) is the level of knowledge of the barangay

peacekeeping action teams in terms of promoting the maintenance of peace and order

at the barangay level, their duties and responsibilities, and patrolling and hazard

identification. Part three (3) determines the activities that the respondents are engaged.

Part four (4) is to determine if there is any significant relationship between the peace

and order programs of the barangay peacekeeping action team and their demographic

profile.

An ethical norm in research will be observed during the administration of survey

questionnaire. Likewise, these employs the quality and integrity of the research. The

research will follow the protocol in administering the questionnaires wherein they will

ask permission to conduct the study from the barangay captain of the mentioned
barangay. The questionnaires will be personally conducted by the researchers to the

respondents.

Treatment of Data

1. Percentage and Frequency Distribution. A percentage frequency distribution is

a display of data that specifies the percentage of observations that exist for each data

point or grouping of data points. It is a particularly useful method of expressing the

relative frequency of survey responses and other data.

2. Weighted Average Mean

A weighted mean is a kind of average. Instead of each data point contributing

equally to the final mean, some data points contribute more "weight" than others.
